Pursuant to Document No. 1465/BTTTT-CATTT of the Ministry of Information and Communications, Lao Cai Provincial People's Committee issued Document No. 1930/UBND-VX on strengthening the work of ensuring network information security during the April 30 - May 1 holiday and the 70th anniversary of Dien Bien Phu Victory.
Accordingly, the Provincial People's Committee assigned the Department of Information and Communications (the standing agency for network security response) to preside over and coordinate with agencies, units, and localities to deploy measures to strengthen network security work according to the requirements of the Ministry of Information and Communications.

Specifically, the Ministry of Information and Communications recommends that agencies, organizations and enterprises strengthen the implementation of activities to ensure network information security, focusing on consolidating and prioritizing resources and human resources for 24/7 on-call and monitoring tasks; proactively and continuously monitor centralized information security monitoring systems, centralized malware prevention and control systems to ensure timely detection, handling and remediation of network attacks, and verified malware warnings.
At the same time, check and fully update information security patches for the information system according to warnings from the Department of Information Security and related agencies and organizations; review, inspect, evaluate and fix security vulnerabilities; hunt for threats and remove malware for all servers and workstations in the network system; regularly monitor, receive and handle information security warnings through the national network information security incident handling coordination platform provided by the Ministry of Information and Communications; be ready to deploy response plans, handle cyber attacks and quickly restore normal operation of the information system in case of an incident.
In Lao Cai, the rate of information systems approved at the level is 77/132 approved information systems (reaching 58.3%). In the first 3 months of 2024, specialized agencies recorded and prevented 17,720 illegal attacks on the province's WAN network and the provincial information network center; prevented 132,634 spam emails and emails containing malicious code sent to the province's official mail system; and conducted 3 information security incident response campaigns in the province. To date, 100% of computers in state agencies have been installed with anti-malware software. Lao Cai is also maintaining information security data sharing with the National Cyber Security Monitoring Center (NCSC); deploying support for handling information security incidents for agencies, units, and localities in the province.

For enterprises providing telecommunications and internet services; organizations and enterprises providing digital infrastructure and digital platforms, the Ministry of Information and Communications requires increasing human resources, assigning personnel to monitor, support and troubleshoot incidents to ensure safe and smooth telecommunications and internet infrastructure; reviewing and fully implementing protection measures, ensuring early detection and timely prevention of cyber attacks, dissemination of bad, toxic information, information violating the law on information systems, network infrastructure, and digital platforms under their management.
Along with that, it is necessary to strengthen monitoring, updating, and handling of users' feedback and complaints about spam messages, spam calls, especially scam messages and scam calls through the spam message and spam call feedback receiving system shared by the Ministry of Information and Communications (Information Security Department); resolutely and thoroughly handle cases of spreading spam messages, scam messages, spam calls, and scam calls reported by users; strictly and promptly implement handling measures as required by the Ministry of Information and Communications (Information Security Department) and competent authorities.
