Bac Lieu province has 5 major rivers managed by the Central Government, with a total length of over 173km, including: Quan Lo - Phung Hiep canal; Vam Leo - Bac Lieu - Ca Mau canal; Ganh Hao river; Ho Phong - Ganh Hao canal; Tac Van canal and 23 rivers managed by localities with a total length of over 450km.
The river routes bordering neighboring provinces are favorable conditions for the transportation, exchange, and circulation of goods and passengers in and out of Bac Lieu province.
However, this also creates great pressure on functional sectors in ensuring order and safety of inland waterway traffic, especially during stormy rainy days like now.
Colonel Bui Xuan Khoi, Deputy Director of the Provincial Police, Deputy Head of the Traffic Safety Committee of Bac Lieu province shared with Nguoi Dua Tin : "In the current stormy weather situation, the Provincial Traffic Safety Committee has directed localities to resolutely implement solutions to ensure traffic order and safety, especially on inland waterways.
The interdisciplinary waterway forces including the Traffic Police Department of Bac Lieu Provincial Police, the Inland Waterways Sub-Department of Region III, and the Bac Lieu Registration Sub-Department have coordinated to synchronously deploy solutions and measures to effectively ensure order and safety of inland waterway traffic; minimizing waterway traffic accidents.
In particular, focus on implementing two main tasks: First, is to promote propaganda work, raise awareness for people through visual and vivid forms such as billboards, slogans, and leaflets at ferry terminals across the river; second, is to strengthen inspection and strictly handle overloaded vehicles, vehicles without qualifications or professional certificates, illegal ferry terminals, and vehicles that do not comply with safety regulations during the process of picking up and dropping off passengers.
Violations of regulations on waterway traffic safety still exist.
Through inspections, the authorities discovered that in many places, violations of regulations on waterway traffic safety and order are still complicated, most commonly in inland waterway ports operating without permission and not ensuring safety conditions; activities of posting fish bottoms and placing fixed fishing gear, exploitation and aquaculture create obstacles on the river.
Encroachment on waterways and waterway protection corridors on the Ho Phong - Chu Chi - Cho Hoi route and the Pho Sinh - Canh Den canal, Quan Lo - Phung Hiep canal... has obstructed and made inland waterway traffic unsafe.
In addition, on inland waterways managed by provinces and districts, construction works and houses are being built in violation of the waterways and waterway protection corridors on inland waterways; inland waterway ports are organizing for vehicles to anchor to load and unload goods at locations that have not been announced for operation, causing traffic obstruction.
On the other hand, many projects such as upgrading some inner-city roads in Bac Lieu city, constructing riverbank embankments in Bac Lieu city, flood control embankments on National Highway 1A, riverbank embankments in Gia Rai town to prevent landslides, upgrading and expanding Ganh Hao fishing port... are being implemented, leading to a sudden increase in demand for water transport.
Meanwhile, some rivers in Bac Lieu province have many shallow sections and narrow channels. When the tide is low, large-tonnage vehicles must anchor, causing local traffic congestion on some rivers.
In addition, the low awareness of some people participating in inland waterway traffic has negatively impacted traffic safety and order, potentially causing inland waterway traffic accidents.
On that basis, in the first 6 months of 2024, the Traffic Police force of the whole province organized 987 patrols on inland waterways; detected and administratively sanctioned 174 violations with a total amount of 136 million VND.
Organized 27 propaganda sessions, instructing on skills to participate in inland waterway traffic, with 7,650 participants, distributed more than 9,800 leaflets to propagate laws on inland waterway traffic safety such as: Law on Inland Waterway Traffic amended and supplemented; Law on Handling of Administrative Violations; Decree 08 of the Government regulating the management of inland waterways; Decree 139 of the Government regulating the handling of administrative violations in the field of inland waterway traffic, etc.
Mr. Pham Van Anh, owner of the ferry terminal in Hung Thanh commune, Vinh Loi district, said: "Thanks to the regular inspection and reminders from the Waterway Police, I have proactively equipped passengers with safety equipment such as life jackets, flotation devices, installed signal lights, anti-collision cushions, and anchors to tie vehicles to the terminal, and instructed students to wear life jackets when taking the ferry, ensuring safety when getting on and off the ferry."
Authorities also check, regulate and notify drivers to be aware and proactive when participating in traffic through areas with dangerous eddies and river sections with potential risks of causing accidents.
Inspect and remove obstacles installed by people on the river that obstruct traffic; instruct owners of inland waterway ports and cross-river passenger ports to install signal lights, anti-collision pads, and mooring posts for vehicles to dock. Strengthen inspection of equipment, life-saving and rescue tools, qualifications and professional certificates of crew members, technical safety and environmental protection certificates of vehicles... according to current regulations.
Thereby, 404 cases of transporting goods beyond the safe waterline were administratively fined with a total amount of 306 million VND.
In addition, the Interdisciplinary Inspection Team also coordinated with the organization of 10 general inspections at 5 bridge works, 3 dredging works, 1 land gathering site, 112 inland waterway wharves; coordinated with the Ganh Hao Border Guard Station to propagate and mobilize people to voluntarily dismantle 15 anchor holes on the river...
To minimize traffic accidents on inland waterways, Lieutenant Colonel Lu Minh Ut, Head of Ninh Quoi Waterway Station, said: “Hong Dan District is an area with many large rivers, connecting with Soc Trang and Kien Giang provinces.
Therefore, during the recent rainy and stormy season, Ninh Quoi Waterway Station has maintained regular and unscheduled patrols and inspections to promptly detect and strictly handle violations that are direct causes of traffic accidents such as inland waterway ports operating without permission, illegal construction works encroaching on waterway safety corridors, unsafe river crossing works, fishing anchor activities that obstruct traffic, etc.
In addition, acts of not equipping or inadequately equipping safety equipment, overloading vehicles, drivers without qualifications or professional certificates... will also be strictly handled.
However, in order to prevent waterway accidents from happening, especially during the current prolonged storm season, in addition to the drastic participation of functional agencies, vehicle owners and waterway traffic participants need to raise awareness of compliance with the law on inland waterway traffic, ensuring safety factors when participating in traffic is the most effective measure to prevent unfortunate incidents that may occur.
