On the morning of December 17, in Hanoi, the Central Party Committee of the Public Security held a conference to evaluate results, review the leadership in implementing political tasks in 2024; and set out directions and tasks for 2025.

At the conference, delegates unanimously assessed: In 2024, in the context of a situation with basic advantages, many difficulties, challenges, and greater pressure, with political determination and great efforts, the Central Public Security Party Committee and Party committees, Party organizations, and leaders of the Central Public Security Party Committee always uphold the sense of responsibility, focus on leadership, and direct the good implementation of advisory functions to the Party and State on many important policies and solutions to ensure security, order, and socio-economic development.

At the same time, being exemplary, determined, resolute, and effectively implementing resolutions on the task of protecting national security, ensuring social order and safety, and building the People's Public Security force to achieve the set goals and requirements, higher than in 2023, maintaining the progress and pace of work; reaching the target of many important goals set by the Resolution of the 13th National Party Congress and the Resolution of the 7th Central Public Security Party Congress, which are highly appreciated by the Party and State, and agreed and supported by the people.

National security is maintained; many security issues are fundamentally and effectively resolved from the grassroots level and from outside the national border; a number of key subjects are fought resolutely and sensitively.

Strategic advisory work with the Party and the State is a bright spot, contributing to unifying awareness and thinking in handling many foreign and domestic issues, including sensitive and complicated issues, avoiding passivity and surprise, and taking full advantage of opportunities and advantages to develop the country. Crime has been reduced sustainably, exceeding many targets set by the National Assembly. Social order and safety continue to change positively.

The Ministry of Public Security takes the lead in building and perfecting laws, proactively proposing legal perfection on many new issues such as the Data Law, actively reforming administrative procedures, creating the most favorable conditions for socio-economic development.

The People's Public Security Force continues to maintain the pace, taking the lead in digital transformation, and playing the core role in building e-Government. Building the movement of All People Protecting National Security has been implemented with many effective and practical models.

The Ministry of Public Security continues to take the lead in building, renovating, and repairing thousands of houses for poor households, policy families, families with revolutionary contributions, and ethnic minorities across the country; consolidating the people's hearts in the people's security posture, the people's security foundation, associated with the all-people national defense posture, and a solid all-people national defense foundation.

Implementing Resolution No. 12-NQ/TW of the Politburo on building a truly clean, strong, disciplined, elite, and modern People's Public Security force that meets the requirements and tasks in the new situation, achieving and exceeding many set goals; focusing on consolidating and building grassroots party organizations and improving the quality of party members.

Strengthening administrative reform, preventing and combating corruption, waste and negativity, first and foremost within the police force. The Party's inspection, supervision and disciplinary work continues to be innovated, improving quality, effectiveness and efficiency.

Maximally mobilize and effectively use all resources according to regulations to invest, equip, strengthen logistics and technical potential, and modernize the police force; complete the construction of barracks for communal police nationwide.

The conference also unanimously assessed that the Central Public Security Party Committee has pioneered and set an exemplary example in implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee.

Through two reorganizations, the functions, tasks, and organizational structure of the People's Public Security force have been fundamentally reformed and arranged to be streamlined, strong, and strong in the direction of "a refined ministry, a strong province, a comprehensive district, and a grassroots commune," meeting practical requirements.

The conference unanimously submitted to the 80th National Public Security Conference the key directions and tasks for 2025 with 3 groups of goals, 10 groups of major tasks and 3 key and breakthrough solutions with high determination, great efforts, drastic actions, mobilizing the combined strength of the entire force to excellently complete the tasks entrusted by the Party, State and people.

Strongly innovate thinking to protect national security

Speaking at the Conference, General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts, attempts, exemplary spirit, leadership and achievements of the Central Public Security Party Committee and the Ministry of Public Security in 2024.

Speaking at the conference, General Secretary To Lam reviewed and acknowledged the outstanding results in 2024, while noting and emphasizing the contents that need to be focused on in leadership and direction in the coming time.

Raising the question of “What should the police do in the new era, the era of national development,” the General Secretary emphasized that the police must fully understand and implement President Ho Chi Minh's advice: “The police must have a plan. The police cannot lag behind industry, agriculture, commerce, and transportation. It is best for the police to go first."

The police must continue to be exemplary in implementing the Party's policies, first of all, be exemplary and take the lead in implementing the Politburo's Resolution on national digital transformation; on preventing and combating waste; on combating environmental pollution; continue to carry out the revolution in streamlining the organizational apparatus, providing practices for the entire political system to refer to...

In addition to grasping the situation and providing strategic advice to the Party and State on traditional and non-traditional security issues, focusing on grasping and advising on development opportunities, pushing back the risk of falling behind, on strategic technology, digital transformation, green transformation, and enhancing Vietnam's contribution to peace in the region and the world, the General Secretary requested the People's Public Security force to continue to do a good job of strategic advice to the Party and State; maintain national security, absolutely not be passive and surprised in any situation; create positive changes in social order and safety.

The People's Public Security force must devote all its heart and strength to absolutely protecting the security and safety of Party congresses at all levels leading up to the 14th National Party Congress, focusing on protecting personnel and documents; well organizing Party congresses at all levels in the People's Public Security and best preparing for the 8th Central Public Security Party Congress, term 2025-2030.

General Secretary To Lam emphasized that our country is facing new opportunities and fortunes; besides the fundamental advantages, there are also many difficulties and complexities - failing to grasp development opportunities means falling further behind international friends, missing the "key" historical moment of entering a new era, the era of national growth.

The key tasks set by the Central Party Committee of Public Security in 2025 and the following years require high political determination and scientific working methods.
