This is an activity to implement Program 06-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Developing culture, improving the quality of human resources, building elegant and civilized Hanoians in the period of 2021-2025"; Directive No. 30-CT/TU dated February 19, 2024 of the Standing Committee of the Hanoi Party Committee on "Strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoians"; towards the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025).

Speaking at the seminar, Deputy Head of the Propaganda and Mass Mobilization Department of the Hanoi Party Committee Nguyen Huy Cuong affirmed that over the past time, Hanoi press agencies have accompanied the capital in the process of building elegant and civilized Hanoians; at the same time, promoting the role of propaganda, raising awareness of civilized behavior, beautiful lifestyle, civic responsibility, contributing to preserving and promoting the cultural identity of the capital.

“Many programs, special pages and columns have been effectively implemented, contributing to raising people's awareness in building a civilized and modern living environment while still imbued with traditional identity. The political system from the city to the grassroots has synchronously implemented many solutions, issued resolutions, directives, action programs, plans, projects... associated with promoting the study and following of Ho Chi Minh's ideology, morality and style,” said comrade Nguyen Huy Cuong.

The Hanoi Party Committee annually organizes the annual Press Award on “Developing culture and building elegant and civilized Hanoians”; the City People's Committee issues two Codes of Conduct: “Code of Conduct for civil servants, public employees and workers in agencies under the city” and “Code of Conduct in public places in Hanoi”, thereby creating positive changes in the awareness and actions of cadres, party members and people of the capital in building elegant and civilized Hanoians.

According to journalist Nguyen Manh Hung, Editor-in-Chief of Tuoi Tre Thu Do Newspaper, the discussion is an opportunity to recognize and evaluate the role of the press and media in building and promoting the elegant and civilized values ​​of Hanoians, and at the same time discuss solutions to innovate content and propaganda methods in line with the trend of the digital age; thereby continuing to promote the mission of being a pioneer in preserving and promoting the cultural identity of the capital.

Participate both powerfully and subtly

Regarding the voice of the Party and Central press system in propagating and spreading Hanoi's cultural values, building the image of elegant and civilized Hanoians, journalist Nguyen Ngoc Thanh, Director - Head of the People's Electronic Department (Nhan Dan Newspaper) said that, being both a part of culture and a means of transmitting and disseminating culture to the public, the press, in addition to its function of reflection and propaganda, also has the role of orienting, forming and spreading cultural standards of behavior.

To build a civilized and elegant lifestyle for the people, the participation of the press must be both strong and subtle. Taking the example of articles, special pages and columns in Nhan Dan Newspaper, journalist Nguyen Ngoc Thanh affirmed that identifying, reflecting and condemning is not enough, equally important is changing people's awareness, guiding people towards a more cultured, civilized and humane life. In order for cultural standards of behavior to "take root" in the community, the press needs to regularly publish articles about good people, good deeds, and promote good actions in the behavior of the people of the capital, thereby helping to change behavior and conduct in the community.

Believing that the press plays an important role in preserving traditional values, contributing to creating motivation to promote the development of the capital, Colonel, journalist Do Phu Tho, Expert of the Central Military Commission's Steering Committee 35, former Deputy Editor-in-Chief of the People's Army Newspaper, said that the press is a bridge between "the Party's will and the people's heart", conveying the direction and leadership of the City Party Committee, People's Council, People's Committee, functional agencies of the city and localities to all classes of people; closely following reality, promptly grasping and bringing the thoughts and aspirations of all classes of people in the capital to the leaders of Hanoi city. On the other hand, people show their trust in the press through practical actions such as detecting and fighting against negativity through the press.

“Many serious events and incidents are reported to the press by the people, through which the press provides information and conveys opinions to Party and State agencies,” said journalist Do Phu Tho. According to journalist Do Phu Tho, reality over the past years has shown that people trust and increasingly seek out press forums, thereby enabling the press to properly orient public opinion.

Coordinate to enhance the role of the press

Forming, building, orienting cultural standards, and implementing codes of conduct well is a long-term and complicated task. To be successful, it requires the synchronous participation of many ministries, branches, and organizations, including the press force of the whole country. Journalist Dong Manh Hung, Head of the Secretariat, Voice of Vietnam, said that Hanoi needs a strong strategy to connect press agencies and orient information and propaganda agencies. At the same time, each press agency needs to have a specific communication plan, targeting the newspaper's target audience.

According to journalist Dong Manh Hung, in the strong development trend of digital technology, press agencies need to research and distribute press works and media products on online platforms; take advantage of social networks to reach young people; pay attention to building interactive applications on Hanoi's behavioral culture, helping people easily access and practice. The journalist proposed expanding the contests and press awards on this topic for other local press agencies to participate in to make multi-dimensional contributions.

Along with the opinion on the diversity of propaganda content, journalist Nguyen Anh Vu, Editor-in-Chief of Culture Newspaper, suggested that press agencies should "join hands" with famous people and influential artists in the community to create breakthrough press products that attract more attention on platforms.

Summing up the discussion, journalist Kieu Thanh Hung, Permanent Vice President of the Hanoi Journalists Association, said that 54 presentations from experts, researchers, departments, branches, districts, and journalists from the Central and Hanoi, along with many direct, intellectual, enthusiastic and practical opinions at the discussion, have opened up specific directions for the press and media to continue to strongly promote their role in preserving and spreading the good cultural values ​​of Hanoi people.
