Summary report on socio-economic development in the first 6 months of the year and tasks for the last 6 months of 2024

I. SOCIO-ECONOMIC SITUATION IN THE FIRST 6 MONTHS OF 2024

The socio-economic situation in the first 6 months of 2024 in the country and the region faced many difficulties and challenges, economic recovery was slow and unstable; global trade growth continued to be affected by the tense and unpredictable world political situation, in addition to pressure from crude oil and food prices that fluctuated strongly, high prices of raw materials and fuels increased production and business costs, the number of orders and the size of orders decreased, affecting the recovery trend of enterprises. For Ninh Binh province, the economy continued to recover but also faced many difficulties due to the impact of the general economic situation in the world and in the country.

In that context, continuing to closely follow the leadership of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council, the Provincial People's Committee always upholds the spirit of responsibility, solidarity, unity, promoting democracy, focusing on directing and implementing synchronously, drastically, with a focus on key tasks and solutions to maintain and develop production, promptly grasp the situation and remove difficulties and obstacles, effectively support enterprises in developing production and business, focusing on promoting service sectors; synchronously developing culture and society; with the consensus and support of the people and the business community in efforts to overcome difficulties and challenges. Therefore, the economic development situation of the province in the first 6 months of the year continues to have steps of development:  

The 6-month GRDP growth rate reached 8.19%, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta. Industrial production recovered and achieved a good growth rate; agriculture had a good harvest, the construction of advanced new rural areas and model new rural areas continued to achieve positive results; trade and service activities achieved high growth rates, especially tourism services.

Culture and society have made progress, social security is ensured, the material and spiritual life of the people continues to be improved and enhanced; the average income per capita in 2023 of Ninh Binh province reached 5.33 million VND/month, ranking 11th out of 63 provinces and cities nationwide and 6th in the Red River Delta region. Many important cultural, political events and seminars of national and international significance have been well organized; unique identity values ​​have been promoted and spread globally, gradually transforming into endogenous resources for economic growth and promoting social development.

The planning work has been focused on, completing the preparation and submission to the Prime Minister for approval of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050; organizing publicity, announcement, and implementation immediately after approval by the Prime Minister, ensuring timeliness and compliance with regulations.

Investment promotion continues to receive attention, foreign affairs and international cooperation continue to be expanded. Local defense and military are strengthened; political security, social order and safety are ensured. Administrative reform, citizen reception, complaint and denunciation settlement, anti-corruption and negativity are given attention and focused direction.

1. Regarding economy: Gross domestic product (GRDP) in the province in the first 6 months of 2024 (at 2010 comparative prices) is estimated at 26,838 billion VND, an increase of 8.19%.

1.1 Regarding industrial production: In the first months of 2024, the industrial production situation in the province continued to face many difficulties, such as: narrowing consumer market, reduced purchasing power; few orders; difficulty finding customers... In that situation, the Provincial Party Committee, People's Council, and Provincial People's Committee focused on directing units to continue to closely monitor the production and business situation of enterprises, promptly remove difficulties and obstacles, especially key enterprises, which have made great contributions to the production value of the industry and increased revenue for the local budget. Therefore, the industrial production situation of enterprises in the province in the first 6 months of 2024 gradually recovered, gradually stabilized and achieved quite positive growth compared to the same period. GRDP of industry - construction reached 9,251 billion VND, up 10.45%; Industry alone reached 7,205.9 billion VND, up 11.02% over the same period last year.

- Total development investment capital implemented in the first 6 months of the year reached nearly 15.3 trillion VND, up 2.6% over the same period and reaching 46.3% of the yearly plan.

- The total disbursed public investment capital as of June 30, 2024 reached 34.6% of the plan assigned by the Prime Minister. According to statistics from the Ministry of Finance, Ninh Binh province ranked 27th out of 63 provinces and cities in terms of public investment disbursement rate.

1.2 On state management of planning, construction, traffic, and environmental resources

- State management of planning is of interest. Resolutely directing the work of establishing the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050. Immediately after the provincial planning was approved, the Provincial People's Committee directed the review and completion of the Planning dossier to agree with the Prime Minister's approval decision and at the same time, successfully organized the Planning Announcement Conference. The Conference was honored to have the Prime Minister attend and give a speech, thereby creating consensus and trust among Party committees, authorities, business communities and people of all walks of life in the province.  

In addition, the Provincial People's Committee focuses on urging and speeding up the progress of important planning, especially: Adjusting the Ninh Binh Urban Master Plan to 2040; Planning for the construction of Kenh Ga-Van Trinh tourist area; Planning for the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital National Special Relic to 2030, with a vision to 2050...

- State management of construction has been strengthened; continue to urge and accelerate the progress of urban classification and urban type recognition projects, contributing to increasing the quantity and quality of urban areas and improving the urbanization rate according to the set roadmap. Directing and focusing on implementing the Urban Development Program "Hoa Lu City"; establishing a Project to build Ninh Binh province into a centrally-run city with the characteristics of a Millennium Heritage City. Successfully organizing the Scientific Workshop " Management and development of the UNESCO-titled Ancient Capital Heritage City - Theoretical awareness, institutional creation and local action" to identify the characteristics, structure, and functions of heritage cities and heritage economy for management and development, thereby proposing mechanisms and policies for heritage urban development in Ninh Binh.

- Synchronously develop traffic infrastructure, deploy solutions, resolutely direct the acceleration of progress, complete investment procedures, disbursement and construction of important infrastructure works. Organized the technical opening of Dong Giao route, East-West route (phase 1) from the beginning of the route to the North-South expressway intersection in combination with the launching ceremony of the "Forever grateful to Uncle Ho" tree planting festival in the Spring of Giap Thin 2024, creating momentum and motivation right from the beginning of the year.

- Management of natural resources and environment has achieved many results; regularly inspect and supervise, resolutely and promptly handle environmental violations.

1.3 Regarding agricultural production, we have focused on directing to ensure compliance with the set time frame and plan. The industry's GRDP reached VND 2,617 billion, up 2.75%. The 2023-2024 Winter-Spring crop is considered a good crop in terms of both productivity and value; the proportion of high-quality rice accounts for 80% of the total area.

- Livestock production continued to develop, the total herd increased compared to the same period, no major epidemics occurred. Aquaculture production continued to develop favorably, aquatic output reached 38.8 thousand tons, up 5.2%, reaching 49.2% of the yearly plan.

- Forest care, management and protection are given attention. Irrigation, dykes and flood and storm prevention work   continue to be focused on, provincial leaders directly inspected the work of natural disaster prevention and control in 2024 in districts, cities and industrial parks and clusters in the province. Through inspection, it was proposed that damaged weak points need to be repaired immediately to ensure effective operation during the rainy and stormy season.

- The work of building advanced new rural areas, model new rural areas associated with the urbanization process towards heritage urban areas, green and sustainable has comprehensively changed the face of agriculture, farmers and rural areas in the province. Yen Khanh district has been recognized by the Prime Minister as a district meeting advanced new rural standards.

1.4. Regarding trade and services: Continue to maintain high growth rate. GRDP of the whole region reached 10,456 billion VND, up 9.43%

- Total retail sales of goods in the province reached over 39.4 trillion VND, up 26.3% over the same period. The average consumer price index (CPI) in the first 6 months increased by 4.51% over the same period.

- Total export turnover in the first 6 months of the year is estimated at 1,694 million USD, up 11.8% over the same period, reaching 52.1% of the yearly plan. Total import value is estimated at 1,567.4 million USD, up 14.9% over the same period, reaching 48.9% of the yearly plan.

- Transportation activities continued to grow. Tourism activities continued to develop strongly. In the first 6 months of the year, the whole province welcomed 6.28 million visitors, an increase of 38.5% over the same period, reaching 83.7% of the yearly plan; the total number of guests staying reached 1.18 million, an increase of 79.4% over the same period and reaching 75.5% of the yearly plan. Revenue reached 5,939 billion VND, an increase of 54.2% over the same period last year and reaching 72% of the yearly plan.

1.5. About finance, bank credit

Total state budget revenue in the province in the first 6 months of 2024 reached 7,968 billion VND, up 6.6% over the same period, reaching 42.8% of the estimate (25% higher than the national average). The above revenue excludes tax refunds and extended taxes. If both items are included, the total revenue is 10,077 billion VND, up 19.4% over the same period, reaching 54.1% of the estimate.

Of which: domestic revenue (excluding land use fees and lottery) was VND 4,850.6 billion, reaching 43.1% of the estimate; land use fee revenue reached VND 1,415.5 billion, up 7 times over the same period, reaching 38.3% of the estimate; revenue from import and export activities reached VND 1,639.9 billion , up 11.6% over the same period, reaching 45.5% of the estimate. Total local budget expenditure reached VND 8,925.9 billion, down 9.1% over the same period, reaching 49.1% of the estimate.

- Banks and credit institutions in the area basically ensure credit capital for production and consumption development. Total mobilized capital reached 75,992 billion VND, up 6.9%; total outstanding loans are estimated at 117,659 billion VND, up 1.6%.

1.6. On attracting investment and developing enterprises, foreign affairs activities

Investment promotion work has many innovations. The provincial Investment Promotion Board has held regular meetings, reported on the progress of locations expected to attract investment, and promptly directed difficulties and problems; the leaders of the Provincial People's Committee continue to maintain direct dialogues with businesses on a monthly basis. The province's PCI index in 2023 increased in score and rank, reaching 67.83 points, ranking 19/63 provinces and cities, up 25 places compared to 2022, up 39 places compared to 2021.

In the first 6 months of 2024, the province granted initial investment registration certificates to 13 projects and adjusted investment registration certificates to 55 projects with a total registered capital of VND 3,229 billion, 2.7 times higher than the same period. Business registration activities have improved, with the province registering 644 new establishments with a total registered capital of VND 4,763 billion; the number of enterprises resuming operations increased by 10.7% over the same period; the number of enterprises withdrawing from the market decreased by 51.5% over the same period.

1.7. Regarding foreign affairs activities , go into depth, gradually enhance the position and role of the province with two-way activities that are vibrant, unique, special, effective and full of friendship.

2. About culture and society

- Social security work is given attention, promoting gratitude activities; paying preferential allowances to people with revolutionary contributions is timely, complete and to the right subjects.

- In the first 6 months of 2024, the whole province created jobs for 10,966 people, an increase of 8.4% over the same period, reaching 56.5% of the annual plan, of which 1,024 people were exported, an increase of 16.2% over the same period, reaching 73.1% of the annual plan. Timely resolved unemployment insurance policies for 1,289 cases with a total amount of 25.6 billion VND.

- Attention is paid to the work of preventing and combating social evils, protecting and caring for children, and gender equality.

- Poverty reduction work has been implemented synchronously and achieved many results. Effectively implementing Resolution No. 43 of the Provincial People's Council on policies to support the construction and repair of houses for poor households in Ninh Binh province in the period of 2023-2025. Up to now, the whole province has had 208 households starting construction (including: 162 households building new houses and 46 households repairing), 43 households have completed and put into use (including 26 households building new houses, 17 households repairing).

- The quality of medical services, primary health care, and preventive medicine continues to be improved; disease prevention and control work has been done well, especially during many festivals and the changing weather at the beginning of the new year; medicines and medical supplies have been ensured for medical examination and treatment, and the Expanded Immunization Program has been implemented. Many advanced techniques have been successfully applied. Food safety work has been strengthened.

- The quality of comprehensive and key education continues to be improved, especially in the national high school excellent student selection exam for the 2023-2024 school year, Ninh Binh province has a high increase in the number and quality of awards with 71/82 students winning awards, accounting for 86.6%, achieving the highest result ever and ranking 6th nationwide in terms of the percentage of students winning national excellent student awards; directing the organization of the 10th grade high school entrance exam for the 2024-2025 school year, the 2024 high school graduation exam to ensure safety, seriousness, and good results, creating great trust for parents, students and all people.

- Cultural, sports, information, radio and television activities are organized extensively and promptly with many forms and rich content associated with visual propaganda to celebrate anniversaries, political, cultural and social events, thereby contributing to spreading positivity, arousing the spirit of solidarity, inspiring the people, and creating social consensus.

3. Work on government building, judiciary, ethnicity, administrative reform, citizen reception, complaint and denunciation settlement, and corruption prevention and control

- The work of building the government is focused on. Focus on building a detailed project to arrange administrative units at district and commune levels for the period 2023-2025 and a detailed project to establish Hoa Lu city.

- The effectiveness of state management of justice has been improved, especially the appraisal of legal documents. Proactively doing well the work of ethnic and religious affairs ; creating conditions for religions to operate in accordance with policies and laws. Implementing well the policy towards ethnic minorities.

-   Administrative reform work achieved good results. The PAR INDEX in 2023 reached 88.72%, ranked 11th out of 63 provinces and cities (up 6 places compared to 2022); the Provincial Governance and Public Administration Performance Index (PAPI) reached 44.0721 points, ranked 14th out of 63 provinces and cities (up 6 places compared to 2022); the local innovation index (PII) reached 43.39 points, ranked 16th out of 63 provinces and cities.

- The work of receiving people and resolving complaints and denunciations has been strengthened and actively directed right from the grassroots level, preventing the formation of hot spots. Continue to implement the Central Directives and Resolutions on preventing and combating corruption.

4. On security and defense:

The local military forces strictly maintained combat readiness; completed the selection and call-up of citizens for military service in 2024, reaching 100% of the target, safety and quality were improved; organized the welcoming ceremony and job referral consultation for soldiers who completed their military service and returned to the locality to ensure solemnity and efficiency.

The Public Security force continues to fight fiercely against all types of crimes and law violations; promotes the building of a mass movement to protect national security; promotes the vanguard role of the civil defense force, the protection of people's quarters, the protection of agencies, enterprises and models, self-managed groups on security and order in residential areas; successfully organizes the launching ceremony of the Security and Order Protection Force at the grassroots level in the whole province.

II. SOME DIFFICULTIES, LIMITATIONS AND CAUSES

1. Difficulties and limitations

- Industrial production in the province still faces many difficulties, especially at the province's key enterprises.

- The implementation of auctions of special land plots and 100% allocation of provincial budget is still slow.

- Some large projects still have problems with legal procedures for investment implementation. Site clearance work for some public investment projects faces many difficulties. Urban planning and architecture management still has many limitations and inadequacies.

- Social order and safety are still potentially complicated; 2 fires occurred at factories in industrial parks; environmental pollution still occurs in some places.

2. Causes

About objectivity

- The world economic situation is recovering slowly and is not stable, global trade continues to decline, in addition to the pressure from crude oil and food prices that fluctuate strongly, the high prices of raw materials and fuels increase production and business costs, the number of orders and order size decrease... have greatly affected the industrial development of the province.

- The process and order of land use rights auction must be carried out through many stages, many steps, and lengthy procedures, which have affected the progress of land use rights auction.

- The land acquisition and compensation work of some projects encountered many difficulties and obstacles due to: (1) planning and construction of resettlement areas took a long time (having to carry out land acquisition and compensation, bidding procedures for consultants, construction and installation, etc.); (2) determining compensation prices for residential land in some locations and areas still encountered difficulties because actual prices were not available for comparison and application; (3) procedures for changing the purpose of using rice-growing land took a long time.

About subjectivity

-   Leadership, direction and management in some agencies, units and localities are not really close and drastic; inspection, supervision and urging of task implementation are not regular, some tasks do not meet the requirements.

- Some investors, agencies and units have not been proactive and determined in coordinating well in compensation, site clearance and resolving land procedures, implementing investment preparation and project construction procedures. Some districts and cities have not been proactive and active in determining the location and organizing the auction of special land use rights to regulate 100% of the provincial budget.

- Some businesses' awareness of law compliance is not high. There are no effective solutions in fire prevention, ensuring environmental hygiene and overcoming difficulties in production.

FORECAST OF RESULTS OF IMPLEMENTATION OF SOCIO-ECONOMIC DEVELOPMENT TASKS IN 2024: Strive for GRDP growth rate in 2024 to reach 8% or more (higher than the planned target of 7.6% according to the Resolution of the Provincial People's Council).

III. TASKS FOR THE LAST 6 MONTHS OF 2024

1. Synchronously deploy solutions to accelerate economic growth, associated with improving growth quality, with the following 9 main groups of tasks and solutions:

(i)   Firstly: Heads of departments, branches, agencies, units and localities focus on seriously and effectively implementing the Resolutions issued by the Provincial People's Council to promote socio-economic development, especially the Resolutions on public investment.

Focus on reviewing the implementation status, achieved results and assessing the ability and level of completion for each socio-economic development target according to the Resolution of the 22nd Provincial Party Congress, term 2020-2025; thereby proposing specific and synchronous tasks and solutions in the coming time, with the aim of striving to achieve the highest level, making efforts to complete and exceed the set goals.

Regularly review, grasp information, promptly remove difficulties and obstacles, support and create favorable conditions for businesses to recover and develop production and business.

(ii) Second: Promote industrial restructuring; focus on developing industries, especially processing and manufacturing industries, to become the driving force for economic growth. Complete the planning documents for the Tam Diep II Industrial Park, Phu Long Industrial-Urban-Service Park, and Yen Binh Industrial Park as a basis for attracting investment in the coming time. Continue to inspect non-budget projects scheduled for completion in 2024. Resolutely reclaim land from projects that are behind schedule and using land inefficiently, creating land funds to attract new projects.

(iii) Third: Strengthen planning management and urban management in the area. Organize the implementation of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring progress, efficiency, and compliance with regulations, especially reviewing and completing the provincial planning dossier to ensure consistency with the content of the Prime Minister's approval decision.

Speed ​​up the progress of implementing and completing important plans such as: Plan for preservation, restoration and rehabilitation of the special national relic of Hoa Lu Ancient Capital, Ninh Binh province until 2030, with a vision to 2050; Plan for preservation, restoration and rehabilitation of the special national relic of Non Nuoc Mountain, Ninh Binh province until 2030, with a vision to 2050...

(iv) Fourth: Focus on implementing the Project on rearranging district and commune-level administrative units in Ninh Binh province for the period 2023-2025; complete and implement the Project on building and developing "Hoa Lu City", the Project on building Ninh Binh province into a centrally-run city with the characteristics of a Millennium Heritage City; speed up the progress of establishing Projects on classifying type V urban areas in the province. Research and develop the Regulations on architectural and urban management of "Hoa Lu City" after the merger, ensuring consistency.

(v) Fifth: Focus on drastic and effective implementation of solutions to promote disbursement of public investment capital, clearly identifying this as a key political task of great significance in creating momentum to accelerate the recovery and socio-economic growth of the province. Focus on reviewing public investment projects, developing adjustment plans, cutting capital plans of projects that are slow to implement, and projects that are unable to disburse, to supplement capital for projects with high demand and capital absorption capacity for early completion, exploitation and use.

Continue to accelerate the implementation of transitional projects, especially key and important traffic projects; strive to complete the Van River Overpass Project and start the National Highway 38B Project on the occasion of National Day, September 2, 2024, as planned.

(vi) Sixth: Develop local service industries with high technology application, improve service quality, diversify products. Implement solutions to boost exports, strongly promote domestic consumption, avoid shortages and supply disruptions in all situations.

Strengthening tourism promotion and advertising solutions, increasing the quantity and improving the quality of products and services; researching and developing local cultural activities, grassroots culture associated with tourism with new tourism products, souvenirs and gifts with unique characteristics to serve tourists.

( vii ) Seventh: Strengthen financial discipline and order; continue to implement solutions to improve budget collection efficiency, expand the collection base, ensure correct, sufficient and timely collection and prevent tax losses; especially revenue from food and beverage service and restaurant businesses. Focus on completing procedures for auctioning land use rights according to plan, especially for special land areas allocated 100% to the provincial budget. Increase savings in state budget expenditures, review and cut down on unnecessary expenditure tasks.

(viii) Eighth: Continuing to promote the development of ecological, organic, circulating, high -tech and intelligent; enhance innovation and development of cooperation, linking the value chain, increasing scientific and technological content. Form according to the plan, focusing on completing the criteria to submit to the Central Government to recognize Yen Mo district to meet the new rural district standards.

(IX) Ninthly: Promoting administrative reform, improving the efficiency and transparency of the state management agency, effectively implementing the 2024 working topic of the Provincial Party Executive Committee; Improving the quality of training and retraining cadres, civil servants and officials, encouraging dynamic, creative, creative, daring and daring cadres.

To build an electronic government, promote digital conversion associated with promoting the implementation of the Data Application Development Scheme on population, identification and electronic authentication for national digital transformation in the period of 2022-2025, vision to 2030 in the province.

2. Continue to concentrate and take the initiative in the prevention and control of disease in humans, especially in seasonal diseases; ensuring sufficient supply of drugs, chemicals and supplies to meet the people's examination and treatment needs.

3. Proactively prepare, ensure facilities and conditions for organizing the opening of the school year 2024-2025 and the day the whole people take children to school.

4. Continue to implement the social security work, promptly implement the regime and policies for people with meritorious services, the poor and people in difficult circumstances.

5. Strengthening information and propaganda of political tasks, holidays and anniversaries of the country and the province.

6. Focusing on inspection, inspection and settlement of citizens' complaints and denunciations, promptly prevent and handle violations right from the grassroots level, not to generate complicated incidents, minimize the complaint of over -level and prolonged complaint, especially the risk of forming "hot spots".

Improve the effectiveness of anti -corruption, negative, thrifty practice and waste combat.

7. Strictly implement the combat readiness regime; implement synchronous and effective measures to ensure political security and social order and safety in the locality.

8. Implementation, comprehensive and effective external activities, international integration, gradually improving the position and role of Ninh Binh province, contributing to promoting the image of culture, nature and people of Ninh Binh to international friends ...

9. Departments, branches and localities actively review the assigned tasks, not to slow down and miss the work and complete the set goals;
