On the afternoon of April 11, at the regular press conference of the Ministry of Foreign Affairs, Deputy Spokesperson of the Ministry of Foreign Affairs Doan Khac Viet answered a reporter's question asking for Vietnam's response to the content of the report of the United Nations agencies in Vietnam under the Universal Periodic Review Mechanism, cycle 4.

Deputy Spokesperson of the Ministry of Foreign Affairs Doan Khac Viet stated: “We are very disappointed that despite our full presence in Vietnam and our long-term, comprehensive cooperation with Vietnam's ministries, sectors, and localities, the separate reports of the United Nations agencies in Vietnam under the Universal Periodic Review (UPR) cycle 4 contain many untrue and unverified contents, along with many assessments that are not objective, unbalanced, and do not accurately and fully reflect the situation, efforts, and achievements of Vietnam in protecting and promoting human rights.”

According to the Deputy Spokesperson of the Ministry of Foreign Affairs, in recent times, the process of developing Vietnam's 4th cycle UPR National Report has been carried out seriously, comprehensively and with full participation of relevant parties as well as United Nations agencies in Vietnam.

However, the separate reports of the United Nations agencies were not built in a transparent manner, commensurate with Vietnam's goodwill in cooperation and the process of building the National Report; they completely failed to reflect the spirit and practice of cooperation between Vietnam and the United Nations, and the cooperation priorities that Vietnam and the United Nations development agencies agreed upon.

Deputy Spokesperson of the Ministry of Foreign Affairs Doan Khac Viet emphasized: "We believe that in the future, cooperation activities between Vietnam and United Nations development agencies in Vietnam need to be implemented in accordance with the functions and tasks of relevant agencies as well as Vietnam's priority needs."

Also at the press conference, answering a reporter's question asking for Vietnam's stance on the fact that some countries are continuously conducting military exercises in the East Sea at close intervals, Deputy Spokesperson of the Ministry of Foreign Affairs Doan Khac Viet stated that the East Sea is one of the very important sea areas in the region, therefore, maintaining peace, stability, security, maritime safety, freedom of aviation and navigation in the East Sea in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea, is the common goal, benefit and responsibility of all countries.

Vietnam requests that the activities of relevant parties and countries must comply with international law, especially the 1982 United Nations Convention on the Law of the Sea, and must actively contribute to the implementation of the above goals.
