The Chi Thanh - Van Phong and Van Phong - Nha Trang projects started construction simultaneously along with 10 North - South expressway projects phase 2 on January 1, 2023. By the end of 2023, the Chi Thanh - Van Phong project had disbursed 98.8% (VND 3,545/3,587 billion); the Van Phong - Nha Trang project had disbursed 99.3% (VND 4,092/4,121 billion).

This is the result of the tireless efforts of most contractors, Project Management Boards, Design Consultants and Supervision Consultants in construction implementation and of the locality in site clearance.

With the spirit of "overcoming the sun and conquering the rain", the agencies and units have overcome many difficulties and obstacles in the process of project implementation.

In 2023, PMU 7 completed and put into operation 4 projects: Vinh Hao - Phan Thiet Expressway; My Thuan 2 Bridge; project to renovate and upgrade National Highway 1A section Hau Giang - Soc Trang and investment project to build a bypass route of National Highway 1A through Ca Mau City, Ca Mau Province. In 2024, PMU 7 focused on managing 2 expressway projects in phase 2 (Chi Thanh - Van Phong section and Van Phong - Nha Trang section).

At the same time, Project Management Board 7 is also focusing on implementing 4 assigned projects to mobilize investment capital for the 2021-2025 period, including: Ho Chi Minh City - Trung Luong and Trung Luong - My Thuan expressway expansion project (expected to be invested in the form of PPP); project to renovate and upgrade National Highway 54 through Vinh Long and Tra Vinh provinces; project to renovate and upgrade National Highway 1 in Soc Trang and Bac Lieu provinces; project to renovate and upgrade National Highway 1A through Bac Lieu and Ca Mau provinces.

In any project, site clearance always determines success or failure, so Project Management Board 7 and contractors must roll up their sleeves and work with the local authorities to resolve the issue.

At the Chi Thanh - Van Phong project, site clearance work encountered many difficulties due to the large amount of work and urgent progress requirements.

Meanwhile, this is the first time a district level has been assigned as the investor of a sub-project of site clearance for an important national project.

The number of personnel does not meet the requirements, the compensation progress for people is not timely, leading to construction obstacles.

Faced with the above situation, Project Management Board 7 has directed the contractor to advance payment to the people to hand over the land. Some households have not agreed on the compensation, support, resettlement plan... and have complained.

Project Management Board 7 and the contractor will coordinate with the local authorities to mobilize and persuade. For any household that is resolved, the contractor will mobilize equipment, machinery, and personnel to immediately implement the solution.

To date, the Chi Thanh - Van Phong project has handed over 98.44% of the site. The Van Phong - Nha Trang project has handed over 99.1% of the site.

The common difficulty of highway projects is the source of materials. Although there is a specific mechanism, the procedures still follow the process, so it takes a long time.

Negotiating prices with mine owners is difficult due to high price requirements, having to negotiate at other locations, leading to having to re-apply for the area and mining license, prolonging the implementation time.

Racing progress right from the start of the new year

2024 is determined to be an important decisive year for the overall progress of the two expressway projects Chi Thanh - Van Phong and Van Phong - Nha Trang.

Therefore, from the beginning of the year, Project Management Board 7 and contractors have urgently implemented work and construction plans throughout holidays, Tet and all days of the year.

At the Chi Thanh - Van Phong project, Tuy An tunnel has drilled 842/2,040m (total length of 2 tunnel tubes). 28/32 bridges have been deployed, of which Da Rang bridge has completed 172/182 bored piles, 52/55 pier bodies, and installed 14/56 bridge spans.

Ban Thach Bridge has completed 4/11 spans; 23/46 underpasses have been completed; 81/249 drainage culverts have been completed.

There are 45 construction sites, including 24 road sites, 15 bridge sites and 6 tunnel sites. There are 1,408 personnel and 515 equipment and motorbikes of all kinds under construction.

Meanwhile, the Van Phong - Nha Trang project has approached construction on the entire 82.62km route. The contractor mobilized 42 construction teams, of which 24 teams were for road construction and 18 teams were for bridge construction. There were 1,786 workers and 943 equipment and motorbikes of all kinds serving the construction at the site.

Project Management Board 7 also identified that there are expected to be difficulties in 2024. At the Chi Thanh - Van Phong project, the most important factor is that the licensing procedures for mining in Phu Yen province have not been completed, greatly affecting the work of embankment and treatment of weak soil and the progress of roadbed construction.

If the contractor is not yet exploited in January 2024, there will be no time to load and treat weak soil. Especially for weak soil treatment locations under box culverts, after completing the loading, starting to construct the box culvert will take a lot of time.

Or the transportation of materials from the sand mines in the river to the construction site is only done from 7am to 5pm every day, which affects the transportation capacity. The Board as well as the contractors are considering the option of increasing construction equipment to keep up with the progress.

Although the remaining area is not much, it can be said that there are "bone" points that need to be further addressed and resolved.

For example, in the Van Phong - Nha Trang project, the biggest problem at present is the slow relocation of technical infrastructure, many locations cannot continue construction. Currently, 49/164 locations have been relocated, many other locations have not been relocated.

In particular, there are up to 20 intersections between the highway and the high-voltage power line system, including 7 220kV high-voltage power lines without appraisal reports; 9 110kV high-voltage power lines and 41 medium and low-voltage power lines for which contractors have not yet been selected.

In addition, the forest area that needs to change its purpose of use arises in Vinh Khanh district. Although the Ministry of Transport has sent a document to the Ministry of Natural Resources and Environment to prioritize the procedures, it has not yet been resolved.

Mr. Le Quoc Dung, Deputy Director in charge of Project Management Board 7, said that he will work closely with the contractor and local authorities to handle arising issues and problems to ensure the overall progress of the two projects as planned.

Must maintain the progress of the Chi Thanh - Van Phong - Nha Trang expressway

At the ceremony to summarize the work of 2023 and deploy tasks and plans for 2024 of Project Management Board 7 on January 8, 2024, Deputy Minister of Transport Nguyen Duy Lam highly appreciated the efforts of all officers and employees of Project Management Board 7 in 2023.

In particular, the timely operation of the Vinh Hao - Phan Thiet Expressway and My Thuan 2 Bridge has contributed to reducing traffic congestion on National Highway 1 and promoting local economic development.

In 2024, Project Management Board 7 was allocated the first capital of about 6,000 billion VND. The Deputy Minister requested that from the beginning of 2024, Project Management Board 7 needs to focus on directing the two projects Chi Thanh - Van Phong and Van Phong - Nha Trang to maintain progress, and at the same time specifically calculate the disbursement capacity according to the construction plan to report to the Ministry for timely capital allocation.

In particular, the Deputy Minister directed that quality management must be considered a key and top priority task. In addition, it is necessary to always thoroughly grasp the work of preventing and combating negativity.

To achieve the above objectives, project management must be highly professional. In addition to implementing investment projects, Deputy Minister Nguyen Duy Lam also requested the Board's leaders to speed up the preparation of investment in new projects.
