Da Nang City sets dual goals for 2025: Streamlining the apparatus and economic growth of at least 10% compared to 2024.

In Da Nang City, right after the National Assembly passed Resolution 1251/NQ-UBTVQH15 dated October 24, 2024 on the arrangement of district and commune-level administrative units of Da Nang City for the period 2023 - 2025 (Resolution 1251), the City People's Committee held a conference to implement it. Notably, at this conference, the districts with wards to be rearranged (Hai Chau, Thanh Khe, Son Tra) mostly said that they did not encounter any major difficulties or problems during the rearrangement process.

At the recent meeting of the People's Council of Da Nang City at the end of 2024 (taking place from December 11 to 13), Chairman of the People's Committee of Da Nang City Le Trung Chinh said that it is expected that on December 30, the districts with wards to be reorganized according to Resolution 1251 will announce personnel work and complete the transfer so that the administrative apparatus will operate smoothly from the beginning of 2025.

In parallel with the implementation of Resolution 1251, Da Nang City has also reported and proposed a plan to reorganize the apparatus of agencies under the City People's Committee, People's Committees of districts in the city, and associations assigned tasks by the Party and State.

In 2024, Da Nang's economy will grow positively, with GRDP estimated to increase by 7.51% compared to 2023. Although the set growth target (from 8 - 8.5%) has not been achieved, this is also a very remarkable result in the context of many economic difficulties, and the city's land resources are still "sealed" by inspection conclusions.

Da Nang City leaders emphasized that streamlining the apparatus must not cause trouble or affect the people.

In 2025, along with the whole country, closely following the direction of Resolution 18-NQ/TW, Da Nang City will continue to streamline the apparatus of the political system to be streamlined, effective and efficient.

The biggest goal of restructuring the apparatus is to build a truly streamlined political system that operates effectively and efficiently and serves the people best. So can Da Nang City achieve the “ dual goal” of streamlining the apparatus and developing the economy at the same time? Many opinions say that Da Nang City can achieve this goal because it has all the important factors.

Da Nang City chooses 2025 as the year to streamline the apparatus associated with effectively implementing specific policies and mechanisms.

Firstly, Da Nang City gives top priority in its 2025 action program to streamlining the apparatus; clearly shown in the city's 2025 theme "The year of focusing on streamlining the apparatus associated with cutting administrative procedures, effectively implementing urban government organization and specific mechanisms and policies to strongly promote economic growth". This also affirms the high political determination from the City Party Committee to the People's Committee, and the city's associations in streamlining the apparatus associated with economic development.

In streamlining the apparatus, the city leaders especially emphasized two factors: Ensuring people's rights and doing a good job of ideological work for cadres.

Second, another condition for Da Nang City to confidently achieve the "dual goal" by 2025 is that the central government has given the city specific policies and mechanisms for development (Resolution 136 of the National Assembly on implementing the urban government model and piloting a number of specific mechanisms and policies for Da Nang City). Notably, the formation of the Da Nang Free Trade Zone, specific policies for developing the semiconductor industry, mechanisms for state financial/budget management, specific mechanisms to attract strategic investors, etc. These mechanisms and policies will officially take effect from January 1, 2025 - a huge opportunity for the city to promote economic "acceleration".

In addition, resolving the obstacles of land inspection conclusions is also considered a breakthrough for Da Nang City to liberate land resources and attract investment.

It can be seen that, linking the arrangement and streamlining of the apparatus with economic development, Da Nang City does not consider the arrangement and streamlining of the apparatus as an economic barrier, but takes the results of economic growth as a "measure" of the effectiveness of the arrangement and implementation of specific mechanisms.
