This morning, April 11, the Culture - Social Committee of the Provincial People's Council worked with the People's Committee of Gio Linh district to listen to the report on the implementation results of Resolution No. 167/NQ - HDND dated December 9, 2021 of the Provincial People's Council on investment in preserving, embellishing and promoting the system of historical and cultural relics of Quang Tri province in the period of 2022 - 2025 in the district.

In Gio Linh district, there are currently a total of 77 relics and component relic sites that have been ranked and managed (54 historical relics, 21 cultural and artistic relics and 2 archaeological relics). Of which, there are 5 relics and component relic sites at special national level; 19 relics and component relic sites at national level; and 53 provincial-level relics.
From 2014 to present, 4 relics in the district have been invested in construction, preservation and restoration. Currently, the district is implementing investment, preservation and restoration of 6 relics according to plan 26/KH-UBND dated February 16, 2022 of the Provincial People's Committee with a total cost of 1,840 million VND, of which 20% is socialized; coordinating with the Department of Culture, Sports and Tourism to plan the special national relic site on both banks of Hien Luong - Ben Hai and the Gio An ancient well system.
In the past, Gio Linh district has implemented many flexible and suitable solutions to reserve land for relics such as mobilizing donations and land exchange; assigning tasks to the People's Committees of relevant communes and towns and the Management Board of Investment and Development of Land Fund and Industrial Clusters of the district as investors to implement investment steps to restore relics according to plan; up to now, the relics in the restoration investment list have been carried out by localities and units according to regulations.
According to the plan, in the period of 2022 - 2025, Gio Linh district will complete scientific records and legal records for 40/49 provincial-level relics that do not have records (10 records are completed each year). As of December 30, 2023, 39/40 scientific records have been completed, reaching 97.5% and 26/40 legal records have been measured, recorded and are being submitted for signing, reaching 65% (the plan for the whole period).

At the meeting, Gio Linh district raised difficulties and obstacles in the process of implementing resolutions and plans on investment in conservation, restoration, and prevention of degradation of the historical and cultural relic system of Quang Tri province in the period of 2022-2025 in the area.
Therefore, it is recommended that the regulations on management decentralization need to be clear, consistent with the reality of management and exploitation, promoting the value of relics; at the same time consistent with the management of relic land for each specific type of relic.
It is recommended that competent authorities promptly determine the location and area scale of the relic as a basis for land fund settlement, and at the same time conduct measurements to establish management records.
There needs to be a unified direction and budget for compensation and site clearance to reserve land for relics located on land currently used by organizations, households and individuals to establish legal records and plan and allocate land for relics in the area.

Pay attention to allocating funds to soon invest in, preserve and restore relics (Gio Linh district has 6 relics) according to plan 26/KH-UBND dated February 16, 2022 of the Provincial People's Committee.
The Provincial People's Council's Committee on Culture and Society proposed that the Department of Culture, Sports and Tourism should proactively propose the decentralization of management of relics; guide localities to install monuments and plaques according to regulations. Gio Linh district needs to unify and specify information and content of monuments and plaques accurately to propagate to help people and visitors understand the meaning and value of each relic.
At the same time, record and accept the opinions and recommendations of the district to synthesize and serve as a basis for proposing relevant departments, branches and sectors to continue to coordinate in implementing Resolution No. 167/NQ - People's Council in the coming time.
The delegation of the Provincial People's Council's Culture and Social Affairs Committee conducted a field survey at a number of relics and historical sites in Gio Linh district such as: Ha Thuong communal house; Ha Trung communal house; Tran Dinh An tomb; An Xa Cham tower.
