The Central Organizing Committee held an online national meeting of the Party Building Organization sector.

On the afternoon of April 3rd, the Central Organizing Committee held a nationwide online conference for the Party Organization and Construction sector to assess the situation and results of work in the first quarter and implement tasks for the second quarter of 2023. Comrade Mai Van Chinh, Member of the Central Committee of the Party and Deputy Head of the Standing Committee of the Central Organizing Committee, chaired the conference at the Hanoi location.

Attending the conference at the Provincial Party Committee's location were: Comrade Tran Hong Minh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Comrade Nguyen Thuy Anh, Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department; leaders of the Provincial Party Committee's Organization Department; Organization Departments of district and city Party Committees, and directly affiliated Party Committees...

In the first quarter, the Party Organization and Construction sector closely followed the leadership and guidance of the Central Committee, the Politburo , and the Secretariat, proactively developing the work program and plan for 2023; thoroughly understanding, concretizing, and implementing the thematic resolutions of the 13th Central Committee; and the directives of the Politburo, the Secretariat, and Party committees at all levels on Party organization and construction work; Party committees at all levels basically ensured the progress of the assigned tasks.

The advisory body has been working to improve the institutional framework for organizational and personnel work to meet practical requirements. This includes advising the Politburo to issue Regulation No. 96-QĐ/TW, supplementing several contents relevant to the practical situation, and Conclusion No. 50-KL/TW to further enhance the awareness, responsibility, and determination of Party committees, Party organizations, Party members, officials, and public employees within the political system, especially leaders, in implementing Resolution No. 18-NQ/TW, striving to achieve the goals set out in Resolution No. 18-NQ/TW in conjunction with the implementation of the Party's 13th National Congress Resolution and resolutions of Party congresses at all levels. The committee has also provided timely advice on regular and extraordinary personnel matters, including high-level Party and State personnel appointments, ensuring compliance with regulations, standards, and conditions, and achieving high levels of consensus and unity. Provide guidance, monitor, supervise, and compile the results of the 2022 review, evaluation, and quality ranking of Party organizations, Party members, collectives, and leading and managerial cadres at all levels, ensuring strictness, democracy, and objectivity. Continuously innovate methods, styles, and working practices, and implement many effective approaches in advising on Party building and organizational work.

The conference featured more than 10 presentations from provinces and cities on Party building work in the first quarter and the implementation of tasks for the second quarter of 2023.

Speaking at the conference, Provincial Party Secretary Tran Hong Minh assessed the outstanding results of the Provincial Party Committee in the first quarter, focusing on the synchronized implementation of the 10 key tasks for 2023 on Party building and organization work set forth by the Central Organization Committee. Specifically, the leadership, direction, and serious implementation of the review, evaluation, and classification of the quality of Party organizations and Party members in 2022 ensured thoroughness, accuracy, and a multi-dimensional approach linked to specific products. A highlight was that the year-end review, evaluation, and classification were conducted simultaneously with the extensive political activity of "self-reflection and self-correction" in accordance with Conclusion No. 21 of the Central Committee on building and rectifying the Party and the political system. A thorough review of the responsibilities of some collectives and individuals focused on problematic and prominent areas such as forest management and protection, land management, etc. Through this, the limitations and responsibilities of each relevant collective and individual were promptly clarified; Currently, efforts are being intensified to direct inspections, supervision, and the rectification of shortcomings and deficiencies (4 collectives and 13 individual leading and managerial cadres). The province is promptly concretizing and implementing the Central Committee's resolutions and conclusions on Party building and organization, focusing on developing an Action Program to implement Resolution No. 6 of the 13th Central Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period; identifying 7 groups of specific targets to concretize the resolution, and many innovative issues in the Party's leadership methods will be implemented by the Provincial Party Committee in the coming period. The work of cadre rotation, transfer, and appointment is being strictly implemented according to regulations; in the first quarter, 70% of young, capable cadres were assigned to grassroots levels to train and prepare them for cadre work in the next term.

Concluding the conference, Deputy Head of the Standing Committee of the Central Organization Department Mai Van Chinh requested that the Organization Departments at all levels proactively and decisively implement key tasks, especially the resolutions and conclusions of the 13th Central Committee on Party building and organization. He also urged the implementation of projects and tasks assigned by the Central Committee, the Politburo, the Secretariat, and Party committees at all levels, ensuring both progress and quality.

Actively participate in providing feedback to complete projects and tasks related to Party building and organization. Focus on concretizing and developing plans to implement new regulations and guidelines from the Central Committee in accordance with the characteristics and practical situation. Effectively implement the inspection and supervision plan on Party building and organization; Party committees at all levels promptly disseminate, implement, and concretize the Central Committee's regulations and guidelines on Party building and organization... Effectively carry out the regular tasks of the sector, paying attention to completing the review and supplementation of the 2023 planning for leadership and management positions for the terms 2020-2025, 2021-2026, 2025-2030, and 2026-2031. Pay attention to reviewing, supplementing, and perfecting the plan for developing new Party members at all levels of Party committees.

At the conference, leaders of the Central Organizing Committee disseminated and implemented Conclusion No. 50-KL/TW, dated February 28, 2023, of the Politburo on continuing to implement Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Party on "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient."
