On the afternoon of April 3, the Central Organizing Committee held an online national conference on the Party Building Organization sector to assess the situation and results of the first quarter's work and deploy tasks for the second quarter of 2023. Comrade Mai Van Chinh, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organizing Committee chaired the conference at the Hanoi bridge.

In the first quarter, the Party Organization and Building sector closely followed the leadership and direction of the Central Executive Committee, the Politburo, and the Secretariat to proactively develop the 2023 work program and plan; thoroughly grasp, concretize, and implement the specialized resolutions of the 13th Central Executive Committee; the guiding documents of the Politburo, the Secretariat, and Party committees at all levels on Party organization and building work; Party committees at all levels basically ensured the progress of the assigned tasks.

Advise on perfecting the institution on organization and personnel work to meet practical requirements, in which, advise the Politburo to issue Regulation No. 96-QD/TW, supplementing a number of contents suitable to the practical situation and Conclusion No. 50-KL/TW to continue to raise awareness, responsibility, and determination of Party committees, Party organizations, Party members, cadres, civil servants, and public employees in the political system, especially leaders, in implementing Resolution No. 18-NQ/TW, striving to complete the goals set out in Resolution No. 18-NQ/TW in conjunction with implementing the Resolution of the 13th National Party Congress and resolutions of Party congresses at all levels. Timely advise on regular and ad hoc personnel work, including high-ranking personnel of the Party and State, ensuring regulations, standards, and conditions, creating high consensus and unity. Guide, monitor, urge, and summarize the results of the 2022 quality review, evaluation, and classification for Party organizations, Party members, collectives, leaders, and managers at all levels to ensure strictness, democracy, and objectivity. Regularly innovate working methods, styles, and manners, and have many effective ways of advising on Party building and organization work.
At the conference, there were more than 10 presentations from provinces and cities on Party building work in the first quarter and task deployment in the second quarter of 2023.
Speaking at the conference, Provincial Party Secretary Tran Hong Minh assessed the outstanding results of the first quarter of the Provincial Party Committee focusing on synchronously implementing 10 key tasks in 2023 on Party organization and building work set out by the Central Organizing Committee. Specifically, leading, directing and seriously implementing the review, assessment and classification of the quality of Party organizations and Party members in 2022 to ensure strictness, accuracy and multi-dimensionality associated with specific products. The highlight is that the year-end review, assessment and classification work is conducted simultaneously with the extensive political activity of "self-examination and self-correction" according to Conclusion No. 21 of the Central Executive Committee on Party building and rectification and the political system. In-depth review of the responsibilities of a number of collectives and individuals, focusing on problematic and prominent areas such as forest management and protection, land management, etc. Thereby, promptly clarifying the limitations and responsibilities of each relevant collective and individual; Currently, the Provincial Party Committee is strengthening the direction, inspection, supervision and urging of overcoming shortcomings and defects (4 collectives, 13 individual leaders and managers). Timely concretize and implement the resolutions and conclusions of the Central Committee on Party building and organization work, focusing on developing an Action Program to implement the Resolution of the 6th Conference of the 13th Party Central Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period; identifying 7 groups of targets to concretize the resolution, many issues of innovation in the Party's leadership methods will be deployed by the Provincial Party Committee in the coming time. Strictly implement the work of rotating cadres, mobilizing and appointing cadres in accordance with regulations; in the first quarter, 70% of young and capable cadres were strengthened to train and prepare one step ahead for cadre work for the next term.
Concluding the conference, Deputy Head of the Standing Committee of the Central Organizing Committee Mai Van Chinh requested that the Organizing Committees at all levels proactively and synchronously deploy key tasks, especially the resolutions and conclusions of the 13th Central Executive Committee on Party building and organization. Implement projects and tasks assigned by the Central Executive Committee, the Politburo, the Secretariat, and Party Committees at all levels to ensure progress and quality.
Actively participate in giving opinions to complete projects and tasks on Party building and organization work. Focus on concretizing and developing plans to implement new regulations and guidelines of the Central Committee in accordance with characteristics and practical situations. Well implement the inspection and supervision plan on Party building and organization work; Party committees at all levels promptly grasp, deploy, and concretize the regulations and guidelines of the Central Committee on Party building and organization work... Effectively carry out the regular tasks of the industry, in which, pay attention to completing the review and supplementing the 2023 planning of leadership and management positions for the terms 2020 - 2025, 2021 - 2026, 2025 - 2030, 2026 - 2031. Pay attention to reviewing, supplementing, and perfecting the plans for developing new Party members of Party committees at all levels.
At the conference, the leaders of the Central Organizing Committee thoroughly grasped and deployed Conclusion No. 50-KL/TW, dated February 28, 2023 of the Politburo on continuing to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
