Proposal to unify the management mechanism for cadres and civil servants.
The Ministry of Interior is seeking public opinion on the draft Law on Cadres and Civil Servants (amended) to implement a unified management mechanism for cadres and civil servants from the central to the local level, which is an urgent requirement at the present time.
The Ministry of Interior stated that the current Law on Cadres and Civil Servants stipulates a separate management mechanism for cadres and civil servants from the district level upwards and those at the commune level, tailored to the characteristics of each group. While the Law on Cadres and Civil Servants and its implementing regulations and guidelines include provisions for coordination between commune-level and district-level cadres and civil servants, many administrative procedures still arise during implementation.
