TWO IMPORTANT DEVELOPMENT COORDINATES OF NGHE AN
In the strategy and vision of the Central Government and Nghe An province, the expanded Vinh city is a coastal city, playing the role of economic and cultural center of the entire North Central region.
Over the past two decades, the Politburo's resolutions and the Prime Minister's decisions issued on Nghe An or Vinh city have clearly demonstrated the consistent and consistent viewpoints in the Party's policies and orientations on the development of Vinh city; at the same time, they demonstrate the very important role of Vinh city in the development strategy of the North Central region.
Most recently, in Resolution No. 26-NQ/TW dated November 2, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, Vinh city was identified as one of the centers to focus on investing in building facilities and improving the quality of operations of a number of major universities, aiming to become a prestigious training center in the region and the world; at the same time, becoming the nucleus of the region's specialized medical center and northern cultural center.
In Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, the Politburo continues to orient "focusing on investment and having outstanding mechanisms and policies to develop Vinh city into an economic and cultural center of the entire North Central region".
Nghe An province's planning for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision 1059/QD-TTg dated September 14, 2023. Vinh city is identified as one of the two growth driving areas of Nghe An and one of the six urban centers of the province.
For Do Luong district, the Resolution of the 19th Congress of Nghe An Provincial Party Committee, term 2020-2025 sets out the task of continuing to supplement mechanisms, policies and prioritize resources for the development of 3 key economic regions, including the western region of Nghe An. Do Luong district is identified as 1 of 6 central urban areas, at the same time, building and developing into a town.
The Politburo issued Resolution No. 39-NQ/TW dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045, in which it identified upgrading Dien Chau urban area and Do Luong district, as the connecting point between the western districts with Vinh city, the Southeast Economic Zone and coastal districts.
The planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, has been approved. Accordingly, Do Luong district is oriented to be the new economic and cultural center of Nghe An province, a traffic hub, creating momentum for the development of the western region of the province; developing ecological urban areas, "satellite - service" urban areas in a sustainable direction with service, trade, high-tech agriculture, supporting industries, processing industries, forming spiritual tourism chains, resort tourism, sports combined with the orientation of new rural development.
Speaking at the meeting, Comrade Bui Duy Dong - Member of the Provincial Party Committee, Secretary of Do Luong District Party Committee affirmed: "The Standing Committee of Do Luong District Party Committee shares the same awareness and vision of the enormous internal resources, meeting the task of becoming the Western growth pole of the province; the Party Committee, Government and People of Do Luong share the same aspiration to realize that task."
Do Luong is a district that is always in the top 5 localities contributing the most to the total production value of the whole province. Up to now, Do Luong district has met the conditions to be considered for recognition as a type IV urban area, striving to become a town before 2030. The district has also met the criteria for a new rural district, and is currently submitting it to the Central Government for appraisal and recognition.
However, in promoting existing advantages as well as seeking new resources for development, the district is facing some difficulties and is in dire need of new mechanisms and policies from the province to resolve current shortcomings, thereby creating harmonious development between the central, Northwest and Southeast regions of the district.
This is a necessary premise for the district to continue to promote existing advantages and create new advantages corresponding to the province's "5 readiness": planning, connecting infrastructure, clean land, human resources and streamlined, fast administrative procedures. The district's new development model needs to focus on developing supporting and auxiliary industries for industrial parks and industrial clusters in neighboring eastern districts such as Nghi Loc, Hoang Mai town; processing, manufacturing, trade and service industries for western districts such as Tan Ky, Anh Son, Thanh Chuong. Promote the advantages of the National Highway 7 economic corridor with a focus on developing large-scale commodity agriculture and forestry associated with the processing industry; develop types of eco-tourism, adventure and community tourism.
With those important political and legal bases, at the meeting, the Provincial Party Standing Committee highly agreed to issue specialized resolutions to lead and direct the development of Vinh city and Do Luong district.
BUILDING RESOLUTIONS TO ENSURE QUALITY
Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy assigned the Vinh City Party Committee Standing Committee and the Do Luong District Party Committee Standing Committee to preside over the drafting of resolutions to submit to the Provincial Party Committee Standing Committee for consideration and approval, striving for in 2023.
In particular, the Provincial Party Secretary requested the Party Committee of the Provincial People's Committee to have a plan and documents directing departments, branches, agencies, units and localities to work with the Standing Committees of the two localities to prepare for the drafting of socio-economic issues; the Party Committees and the Provincial Party Committee Office, the Fatherland Front and socio-political organizations at the provincial level have the task of coordinating to prepare contents on Party building, the Fatherland Front and socio-political organizations.
The head of Nghe An Provincial Party Committee noted that the construction process needs to be carried out carefully and ensure quality.
Previously, for the development "coordinates" of the province, the Provincial Party Standing Committee issued specialized resolutions to lead and direct the development of 3 towns: Cua Lo, Thai Hoa, Hoang Mai and Nam Dan district.
Also in the regular meeting in September 2023, the Standing Committee of the Provincial Party Committee listened to and gave opinions on: Draft Resolution of the Provincial People's Council stipulating policies to support the implementation of the Program, resettlement and stabilization of residents in the province for the period 2023 - 2030; approved the summary report of 35 years of compiling, publishing and using the Internal Notice Bulletin and 12 years of implementing Project 02-DA/TU dated October 17, 2011 on improving the quality of the Internal Notice Bulletin and many other important contents.
