On the afternoon of November 10, the Provincial Party Standing Committee had a working session with the Ninh Binh City Party Standing Committee and the Hoa Lu District Party Standing Committee on Party building, political system building, socio-economic development, national defense and security of the two localities since the beginning of the 2020-2025 term; tasks and key orientations in the coming time.
Comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference. Also attending were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; delegates of a number of Party Building Committees of the Central Committee; leaders of the Provincial People's Committee; leaders of a number of provincial departments, branches and sectors; leaders of Ninh Binh city and Hoa Lu district.
At the meeting, leaders of Ninh Binh city and Hoa Lu district reported on the results of Party building, political system building, socio-economic development, national defense and security of the two localities from the beginning of the 2020-2025 term to August 2023; key tasks from now until the end of the term. They highlighted achievements, difficulties, obstacles and proposed solutions and orientations for the development of the new city administrative unit after the merger of Ninh Binh city and Hoa Lu district according to the Master Plan for arranging district and commune-level administrative units in Ninh Binh province for the period 2023-2025.
Accordingly, for the Ninh Binh City Party Committee: Since the beginning of the term, the Party Committee, government and people of the city have promoted potential and advantages, overcome difficulties with high political determination, dynamism, creativity and solidarity to rise up and achieve many relatively comprehensive results in all fields.
Notably: The economy has developed; the landscape and urban appearance have changed a lot; urban technical infrastructure and social infrastructure have been invested in and upgraded. Culture and society have made a lot of progress; security and defense have been strengthened; social order and safety are stable. The city is always one of the leading units in districts and cities in digital transformation.
The work of Party building and political system building has closely followed the viewpoints and guiding principles, with many innovations; the quality of activities of the Fatherland Front and socio-political organizations and mass organizations at all levels has been improved. Up to now, 6/12 main targets (20/27 component targets) have met and exceeded the targets set by the Resolution of the 20th City Party Congress; other targets have basically approached the targets of the final year of the term.
For Hoa Lu District Party Committee: Since the beginning of the term, the District Party Committee, the Standing Committee of the District Party Committee and Party Committees at all levels have always been united, focused on leadership and direction with many effective solutions, achieving a number of key results. Up to now, many key targets have been achieved and exceeded the targets set by the Resolution of the 23rd District Party Congress. The economy has remained stable, tourism has recovered rapidly. In 2023, the whole district is expected to welcome nearly 5 million visitors, with tourism revenue estimated at 4,352 billion VND. The construction of model new rural areas has been promoted, in-depth and achieved many good results. By the end of October 2023, 5 communes have met the model new rural standards and 1 commune has met the advanced new rural standards; 56/85 residential areas have met the model residential areas; the district has basically met 9/9 advanced new rural criteria. Security and defense are ensured. Party and government building work has been implemented synchronously, comprehensively and effectively; the political system has been increasingly consolidated.
At the conference, delegates shared the difficulties and problems of Ninh Binh city and Hoa Lu district. With a frank and responsible spirit, delegates focused on discussing recommendations and proposals of Ninh Binh city and Hoa Lu district; at the same time, they suggested development orientations for the two localities and for the new administrative unit after the merger of Ninh Binh city and Hoa Lu district (expected to be named Hoa Lu city) in the direction of building the city as an Ancient Capital - Heritage Urban Area. They focused on the contents related to personnel work; the re-allocation of a part of the provincial budget from the auction of land use rights to create resources for investment in urban infrastructure construction; the planning and development of tourism, services and craft villages; infrastructure investment, investment attraction; the development of culture, society and tourism; on investment and construction of projects invested by the province in the city; on handling a number of projects that do not put land into use and are behind schedule; on the policy of transferring assets (headquarters) associated with land use rights managed by superiors after rearranging the headquarters and moving to a new headquarters; issues of landscape construction, environment, ecology; issues of ensuring security and order...
Delegates also said that after the merger of Ninh Binh city and Hoa Lu district, the province needs to have a special mechanism, creating maximum conditions so that after the merger, the city will have a worthy development step in the future, taking on the role of an Ancient Capital - Heritage City, a type I city directly under the province, having the position of a regional and national tourism center, with global value; being a political - administrative, cultural, economic, educational - training, scientific - technological center, high-quality services, and a focal point for international cooperation of Ninh Binh province. In the immediate future, it is necessary to continue to attach importance to the issue of stabilizing the ideology of cadres, party members, and people, creating consensus in the arrangement of administrative units. The two localities need to proactively coordinate with relevant sectors to update the planning, on that basis, make proposals to the province for appropriate investment directions...
Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan acknowledged and highly appreciated Ninh Binh city and Hoa Lu district for their preparation of reports and comprehensive assessments of the Party building, political system building, socio-economic development, and national defense and security of the two localities since the beginning of the 2020-2025 term; tasks and key orientations in the coming time. At the same time, he highly appreciated the enthusiastic opinions expressed at the conference, demonstrating the spirit of aspiration to build a city in the future that will develop to the level of the Ancient Capital - Millennium Heritage City.
Emphasize the consolidation that determines the trend and nature of the province's administrative units in the future. This is not just a purely administrative unit arrangement but a job to reposition functions and determine the territorial position. Therefore, the work in the coming time is very heavy, requiring high determination. In which, it is necessary to continue to unify the viewpoint, which is the consolidation of Ninh Binh city and Hoa Lu district to build a unique and typical Ancient Capital - Millennium Heritage City of the Asia Pacific region. Building the city in the future will not only become a national and international tourism center but also a cultural industrial center associated with tourism and services; become a growth pole of the Northern Delta region; become a high-tech industrial center of a number of established fields; be a strategic location for national defense, religious security, etc., creating a premise for Ninh Binh province to realize the goal of Ninh Binh becoming a centrally-run city by 2030.
Emphasizing the importance of the merger, the Provincial Party Secretary noted that localities need to continue to uphold the spirit of responsibility, solidarity and unity in implementing tasks. He assigned Ninh Binh city to preside and Hoa Lu district to co-preside in coordinating and advising on the establishment of the Project to merge Ninh Binh city and Hoa Lu district.
