To build Thai Hoa town into a type III urban area before 2025 and become a provincial city by 2030, the Provincial Party Committee Standing Committee agreed to the policy of establishing a Project to Plan for expanding Thai Hoa urban space until 2030, with a vision to 2050; Proposing the town to proactively advise the Provincial People's Committee to issue a Plan to implement Resolution No. 02 and submit to the Provincial People's Council to continue issuing a Resolution on specific mechanisms and policies for the period 2026 - 2030. Along with that, agree to support Thai Hoa to access ODA capital and foreign preferential loans so that the town has enough resources to complete urban criteria.

However, as well as the opinions of some comrades in the Provincial Party Committee, the Provincial Party Secretary clearly stated that the involvement of the Provincial People's Committee and the sectors was not drastic, and the town's desire for development was not strong enough. Therefore, the goal of becoming a central urban area of the Northwest Nghe An region is unclear and has not been achieved.

Emphasizing not to spread investment, Secretary of the Provincial Party Committee Thai Thanh Quy requested the town to choose to invest in projects with focus and key points, determined to firmly achieve each criterion. If it is considered that the current mechanisms and policies are not strong enough, it is necessary to stick to and urgently advise on proposing new mechanisms and policies to ensure sufficient resources for the town's development.
