The Standing Committee of the Provincial Party Committee of Bac Kan and Thai Nguyen provinces held a conference to exchange work.

Co-chairing the Conference were comrades: Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Kan province; Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee.

Attending the event were members of the Provincial Party Standing Committee, members of the Provincial Party Standing Committee, Standing members of the Provincial People's Council, Provincial People's Committee and leaders of the Provincial Party Office and the Department of Home Affairs of the two provinces.

The conference listened to Comrade Duong Xuan Hung, member of the Standing Committee, Head of the Organizing Committee of Thai Nguyen Provincial Party Committee, briefly present a report on some results of the coordination work in directing the implementation of documents of the Central Committee, Politburo, Secretariat, and Central Steering Committee on the arrangement of provincial-level administrative units and the construction of two-level local governments.

The report shows that, implementing Plan No. 243-KH/TU, dated April 3, 2025 of the Standing Committee of Thai Nguyen Provincial Party Committee and the Standing Committee of Bac Kan Provincial Party Committee on coordinating the implementation of Conclusion No. 137-KL/TW, dated March 28, 2025 of the Politburo and the Secretariat on rearranging and reorganizing administrative units at all levels and building a 2-level local government, the Standing Committees of the Provincial Party Committees of the two provinces have focused on leading and directing to ensure the goals and requirements in accordance with the direction of the Central Government.

Coordination between the two provinces is carried out regularly, proactively and closely, from coordinating the direction of the dissemination and implementation of documents of the Central Government; issuing documents specifying the direction of the Central Government on the arrangement of provincial-level administrative units; coordinating the development of the Project on the arrangement of commune-level administrative units, the Project on the arrangement of provincial-level administrative units; coordinating the development of plans for the arrangement of administrative headquarters of new administrative units after the arrangement; to coordinating the preparation of the arrangement and consolidation of the organizational apparatus; arranging and assigning cadres, civil servants, public employees and workers.

Specifically, in the two provinces, there are 2,888 headquarters, of which 2,507 are expected to continue to be used as headquarters for agencies and units, 258 headquarters have other plans for use and 123 headquarters will not continue to be used. Regarding the organization of the government agencies, the preliminary number of cadres, civil servants, public employees and workers at the provincial level currently expected to continue working at the time of merging Bac Kan and Thai Nguyen provinces is 12,874 people (including 87 cadres, 2,382 civil servants, 9,757 public employees, 648 workers). It is expected that 747 cadres, civil servants, public employees and workers at the provincial level wish to retire after the merger of Thai Nguyen and Bac Kan provinces (including 27 cadres, 287 civil servants, 311 public employees, 122 workers).

Comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Bac Kan province spoke at the Conference.

The collection of public opinions on the draft Project on the arrangement of administrative units at provincial and communal levels was urgently implemented, and initial results showed that people highly agreed with the policy of merging provinces and communes.

After discussing the current issues of interest such as: Agreeing on the name of the Project to be consistent with the Central's instructions; the preliminary results of collecting public opinions on the two projects to merge provincial and commune-level administrative units both achieved a high consensus rate; the issue of supporting travel, picking up and dropping off officials, arranging official housing for officials from Bac Kan to work in Thai Nguyen; the preservation and protection of facilities in Bac Kan; it is necessary to consider the option of sending a group of officials on duty to perform tasks at the second facility or branch in Bac Kan to quickly resolve the work; the management of work through the official records software; the task of propaganda by the press on the content at the time of the official merger of provincial-level administrative units; the affirmation of the stability of planning, preferential policies and mechanisms so that businesses can feel secure about the investment environment...

Comrade Do Thi Minh Hoa, Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front of Bac Kan province.

After discussion, the Standing Committees of the two provinces agreed to implement a number of key contents in the coming time, such as:

Firstly, continue to coordinate in leading the propaganda, dissemination, deployment, and implementation of documents of the Central Committee, the Politburo, the Secretariat, and the Central Steering Committee on the arrangement of provincial-level administrative units and the construction of two-level local governments.

Second, direct the Party Committees of the People's Committees of the two provinces to direct agencies, units and localities to synthesize the collection of public opinions and submit them to the People's Councils at all levels of the two provinces for consideration and voting on the policy of arranging provincial-level administrative units in accordance with legal regulations; complete the dossier to submit to the Government the Project on arranging provincial-level administrative units before April 30, 2025. Direct the completion of digitizing documents of agencies and organizations before arranging provincial-level administrative units, the completion time is before August 15, 2025. The Party Committee of the People's Committee of Thai Nguyen province directs the good implementation of the preparation of working offices, facilities, official housing and other necessary conditions to serve the work of arranging provincial-level administrative units.

Third, direct the agencies, units and party organizations of the two provinces to coordinate in advising on the development of a draft project and prepare the necessary conditions to carry out tasks such as: Arranging socio-political organizations and mass organizations assigned by the Party and State to be under the Vietnam Fatherland Front at the provincial level in sync with the arrangement of provincial administrative units. Merging provincial radio and television stations and the Party Committee's provincial newspaper agencies in sync with the arrangement of provincial administrative units.

Arrange the Provincial Inspectorate in accordance with the Project on arranging the provincial inspection agency system, compact, strong, efficient, effective, and synchronous with the arrangement of provincial administrative units. Merge and consolidate departments, branches, sectors, public service units, and specialized agencies under the Provincial Party Committee, People's Council, and Provincial People's Committee.

The expected time to complete the above draft projects is before June 30, 2025, in which the agencies and units of Thai Nguyen province are assigned to preside and the relevant agencies and units of Bac Kan province to coordinate.

Fourth, assign the Propaganda and Mass Mobilization Committee of Thai Nguyen Provincial Party Committee to preside over and coordinate with the Propaganda and Mass Mobilization Committee of Bac Kan Provincial Party Committee to advise on the establishment of a Provincial Congress Document Editing Team to proactively advise on the drafting of documents for the Provincial Party Congress for the 2025-2030 term (after the merger). The expected completion date is before April 25, 2025.

Fifth, assign the Organizing Committees of the Provincial Party Committees of the two provinces to coordinate in advising on the development of the Personnel Plan for the Executive Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee Inspection Committee (after the merger) and plan to assign Provincial Party Committee members and members of the Standing Committee of the Provincial Party Committee to take on leadership positions of agencies and units under the province for the current term and the next term in accordance with Conclusion No. 150-KL/TW, dated April 14, 2025 of the Politburo.

Encourage leaders and managers of agencies and units of the two provinces to promote their sense of responsibility, set an example, and create favorable conditions for the work of arranging cadres when implementing the arrangement of the apparatus; advise well on the work of arranging cadres when implementing the merger and consolidation of departments, branches, sectors, public service units, and specialized agencies under the Provincial Party Committee, People's Council, and People's Committee.

The expected completion time of the above two contents is before June 30, 2025 or according to the direction of the Central Government.

Sixth, regularly exchange and share experiences in directing grassroots party congresses, experiences in Party building and party member development; and implementation of regimes and policies for cadres, civil servants, public employees, and workers affected by administrative unit reorganization.

Speaking at the Conference, Comrade Hoang Duy Chinh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Kan Province, assessed: The two sides have coordinated smoothly and actively in information and propaganda work, creating high consensus; the leaders of the two provinces welcomed the departments and branches of the two sides for being very proactive in coordinating with a high sense of responsibility. In the coming time, he requested to ensure the implementation of the key tasks mentioned above on schedule and with high quality; propaganda to create a joyful and exciting atmosphere so that cadres and people can feel secure and trust; strictly handle cases of spreading false information; departments and branches regularly exchange and inform; advise on building criteria for restructuring the Standing Committee and the Provincial Party Committee; study and resolve the regime and benefits for transferred cadres to feel secure in their work. With the current working style and coordination spirit, the Secretary of the Bac Kan Provincial Party Committee expressed his firm belief that the work of arranging 2-level administrative units will be completed well according to the set requirements...

Affirming that the two provinces are implementing their work in a smooth and tight manner, comrade Trinh Viet Hung, alternate member of the Party Central Committee and Secretary of the Provincial Party Committee, said: The preliminary draft of the Project on merging administrative units at the commune and provincial levels in Thai Nguyen has achieved a very high rate (over 99%). Regarding the name of the Project, he requested the professional sectors of the two provinces to base their advice on the regulations. He requested that agencies and sectors grasp the situation of public opinion. The two provinces speed up preparations to organize meetings of People's Councils at all levels. The functional forces promptly grasp the situation of public opinion and the thoughts and feelings of cadres to create high consensus./.
