On the afternoon of April 18, in Hai Phong City, the Standing Committee of the Hai Duong Provincial Party Committee worked with the Standing Committee of the Hai Phong City Party Committee to discuss and deploy a number of contents to implement the Central Government's policy on reorganizing the apparatus and organizing local governments at two levels; merging Hai Duong province and Hai Phong city.

Members of the Standing Committee of Hai Duong Provincial Party Committee, members of the Standing Committee of Hai Phong City Party Committee and leaders of a number of provincial departments and branches attended the meeting.

Leaders of Hai Duong province and Hai Phong city signed a plan to coordinate the development and implementation of the project to merge Hai Duong province and Hai Phong city.

In Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee dated April 12, 2025, the Party Central Committee plans to merge and consolidate localities. In particular, it is planned to merge Hai Duong province and Hai Phong city, named Hai Phong city, with the political and administrative center located in Hai Phong city today.

At the conference, leaders of the two localities listened to progress reports, discussed and agreed on a number of contents on implementing the Central Government's directives on merging Hai Duong province and Hai Phong city; and rearranging and reorganizing commune-level administrative units of the localities.

Delegates discussed and agreed on the coordination work of drafting documents for the Party Congress for the 2025-2030 term; orientations for arranging working headquarters of Party agencies, authorities, and organizations of the new provincial administrative unit and some socio-economic development targets.

Speaking at the conference, Hai Duong Provincial Party Secretary Tran Duc Thang highly appreciated the close, close and constructive coordination in the process of preparing for the implementation of the Central Government's policy on restructuring the apparatus and the planned merger of Hai Duong province and Hai Phong city.

Hai Duong Provincial Party Secretary emphasized the importance of personnel work when merging two localities.

The Secretary of the Hai Duong Provincial Party Committee emphasized that the close coordination, cooperation in investment and construction, promoting socio-economic development and the outstanding results of each locality in recent years are important premises and motivations for the new administrative unit after the merger to continue to develop comprehensively and sustainably. Both localities have directed the preparation of the contents for the merger very promptly and in accordance with regulations.

Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City spoke at the conference.

The Secretary of the Hai Duong Provincial Party Committee requested that the comrades in the Standing Committee of the Hai Duong Provincial Party Committee and the leaders of departments and branches focus on giving opinions on the draft Project to merge Hai Duong province with Hai Phong city prepared by Hai Phong city to soon complete it, ensure accuracy, quality, and create the highest consensus before reporting to the Central Government.

The Propaganda and Mass Mobilization Committee of Hai Duong Provincial Party Committee and the Propaganda and Mass Mobilization Committee of Hai Phong City Party Committee proactively grasp public opinion and direct the effective implementation of propaganda work in the political system, cadres, party members and people of the two localities.

After the conference, the Standing Committee of Hai Duong Provincial Party Committee and the Standing Committee of Hai Phong City Party Committee will proactively lead the arrangement of commune-level administrative units to be completed before June 30, 2025, ensuring the prescribed criteria, convenience in management, operation and serving the people.

Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Hai Duong Provincial People's Committee gave his opinion.

Regarding the coordination in preparing for the Party Congress after the merger, the Secretary of the Hai Duong Provincial Party Committee emphasized the need to prepare documents on time, ensuring the goal of unification in terms of content, form, criteria and development direction in the coming term. The two sides need to carefully prepare the contents of documents and personnel to report to the Central Committee.

Comrade Le Anh Quan, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hai Phong City People's Committee, informed about the situation and progress of implementing tasks related to the merger of the two localities.

He suggested that the People's Committees of the two localities proactively coordinate and unify the plan for arranging the working headquarters of the new provincial Party, government and mass organizations, ensuring convenience, savings and efficiency; pay attention to support policies on accommodation and means of transport for cadres, civil servants and public employees. Unify policies related to the merger and solutions to promote socio-economic development; at the same time, build a number of key socio-economic development indicators in the early stages after the merger, creating a foundation for Hai Phong City after the merger to develop in accordance with the Central's orientation.

Comrade Nguyen Quang Phuc, Standing Committee Member, Head of Propaganda and Mass Mobilization Department of Hai Duong Provincial Party Committee, spoke at the conference.

Highly agreeing with the opinions of comrade Tran Duc Thang, comrade Secretary of Hai Phong City Party Committee Le Tien Chau said that Hai Phong City and Hai Duong Province have deep connections in terms of geography, history, culture, economy and society. The two localities share the same origin as the land of the steadfast Dong, a land of talented people; share the same cultural space of the Red River Delta with many similarities in culture and lifestyle; and have dynamic economic development.

The merger is not only to implement the leadership and direction of the Central Government but also an opportunity to open up new development space, optimize resources of the two localities to build a new city as a modern industrial, service and logistics center, develop sustainably and continue to improve people's lives.

The conference achieved a high consensus, which is an important basis for implementing the following tasks. The two localities need to continue to promote propaganda and information work to continue to create high consensus among cadres, party members and people on the arrangement of the apparatus, organization of local government at two levels and the merger of Hai Duong and Hai Phong.

The Secretary of the Hai Phong City Party Committee assigned the Hai Phong City Party Committee to coordinate with the Hai Duong Provincial Party Committee to urgently complete the draft project to merge Hai Duong province with Hai Phong City. The Hai Phong City Party Committee Office coordinated with the Hai Duong Provincial Party Committee Office to receive the opinions of the delegates and complete specific work contents to implement the coordination plan between the Hai Phong City Party Committee Standing Committee and the Hai Duong Provincial Party Committee Standing Committee.

The Secretary of the Hai Phong City Party Committee said that the two localities will urgently study and build a traffic route connecting Hai Phong City and Hai Duong to create convenience for officials and people and promote socio-economic development.

Agree to assign tasks to agencies and units in coordinating the development of documents and preparing to organize the City Party Congress for the 2025-2030 term. Fully prepare the conditions for merging Hai Duong province and Hai Phong city

At the conference, the Standing Committee of Hai Duong Provincial Party Committee and the Standing Committee of Hai Phong City Party Committee signed a plan to coordinate in developing and implementing the project to merge Hai Duong province and Hai Phong city.

According to the plan, the Standing Committee of Hai Duong Provincial Party Committee and the Standing Committee of Hai Phong City Party Committee will lead and direct agencies, units and localities to implement the following key tasks:

- Organize information, propaganda, and fully disseminate the contents of Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat, the Conclusions of the Politburo and the Secretariat on the policy and Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model; Resolution No. 60-NQ/TW and related directives and instructions of the Central Government, the National Assembly, the Government, the Hai Duong Provincial Party Committee, and the Hai Phong City Party Committee to a large number of cadres, party members, and people.

- Develop a project to merge Hai Duong province and Hai Phong city, in sync with the arrangement of commune-level administrative units of the two localities.

- Fully prepare conditions to implement the National Assembly's resolution on merging Hai Duong province and Hai Phong city.

The Standing Committee of Hai Duong Provincial Party Committee and the Standing Committee of Hai Phong City Party Committee agreed:

- Assign the Standing Committees of the Party Committees of the two provinces and cities to establish a Working Group to advise and assist the Standing Committees of the Party Committees of the two provinces and cities in carrying out the task of developing and implementing the Project to merge Hai Duong province and Hai Phong city; coordinate and direct the organization of the City Party Congress, term 2025-2030 after the merger, in accordance with the guiding documents of the Central Government and the Party Committees of the two localities.

- The Office of the Hai Phong City Party Committee presides over and coordinates with the Office of the Hai Duong Provincial Party Committee as the Standing Agency of the Working Group.

The working group will be active from April 22, 2025.
