The Standing Committee of the Provincial Party Committee gave opinions on the reports of the Party Committee of the Provincial People's Committee and some important policies.

Attending the conference were comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Provincial Party Standing Committee; delegates of the Central Party Committees, the Central Party Office; leaders of the Provincial People's Council, leaders of the Provincial People's Committee, leaders of the Provincial Fatherland Front Committee and leaders of agencies and units of the province.

At the conference, the Provincial Party Standing Committee focused on giving opinions on the report to the Prime Minister proposing to adjust the investment policy of the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section passing through Tuyen Quang province. Accordingly, the investment scale will be adjusted to complete the expressway with a total length of about 77.5km, reaching a scale of 4 lanes, a design speed of 100km/h. Along with that, the total investment level will be adjusted and the structure of investment capital from the central budget and local budget will be adjusted.

The reason for adjusting the investment policy is to implement Resolution No. 142/2024/QH15 dated June 29, 2024 of the National Assembly and the direction of the Prime Minister on completing investment procedures for projects using increased central budget revenue in 2023, including the Tuyen Quang - Ha Giang Expressway Project (phase 1), section through Tuyen Quang province.

Accordingly, the Prime Minister requested the project to be completed in 2025 and to ensure the upgrade reaches full scale, it is necessary to change the investment scale, total investment, investment capital structure, and project implementation time. In addition, the policy adjustment will promote investment efficiency, exploit the expressway and effectively connect routes in the region, creating favorable conditions for infrastructure to attract investment, avoiding dispersion and waste in investment.

Through discussion, the Standing Committee of the Provincial Party Committee basically agreed with the proposal of the Party Committee of the Provincial People's Committee on adjusting the investment policy of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Tuyen Quang province. Comrade Le Thi Kim Dung requested the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to report the province's proposal to the Prime Minister to give opinions on adjusting the investment policy as well as difficulties and obstacles in the implementation process. Thereby, ensuring the requirements of synchronous construction of the Tuyen Quang - Ha Giang Expressway, avoiding waste, having a suitable roadmap and implementation time.

The Provincial Party Standing Committee Conference also gave opinions on a number of contents such as: Adjusting the Medium-term Public Investment Plan for the period 2021-2025; adjusting the Medium-term Public Investment Plan for the period 2021-2025 and 2024 for the local budget; Draft Regulations of the Provincial Party Standing Committee on coordination in directing and guiding management of important, complicated and sensitive contents in the fields of culture and arts in the province; Draft Inspection Process, thematic supervision process of specialized agencies advising the Provincial Party Committee on Party committees, Party organizations, Party members in the Provincial Party Committee and many other important contents.
