The Provincial Party Standing Committee directed to strengthen response to storm No. 3.

On September 5, 2024, the Provincial Party Standing Committee issued Official Dispatch No. 2526-CV/TU on strengthening leadership and direction in response to storm No. 3, sent to: Comrades of the Provincial Party Executive Committee, Party Committees, Party Delegations in the province, specialized agencies advising and assisting the Provincial Party Committee, departments, branches, sectors, the Vietnam Fatherland Front and socio-political organizations at the provincial level, district Party Committees, city Party Committees, and Party Committees directly under the province.

Provincial Party Secretary Doan Minh Huan and the provincial inspection delegation worked at the Flood and Storm Prevention and Disaster Mitigation Command Center.

The dispatch stated: According to forecast information from the authorities, storm No. 3 (international name Yagi) has strengthened into a super storm, the strongest wind near the storm center is level 16, gusting over level 17, affecting provinces in the Northeast and North Central regions, in which Ninh Binh province is likely to be directly affected by the storm.

Implementing the Central's directives, to proactively respond to the emergency of storm No. 3, the Provincial Party Committee Standing Committee requested all agencies in the political system to focus on implementing the instructions in the telegrams of the Prime Minister, Central Ministries, branches, the Provincial People's Committee and the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue; at the same time, focus on performing well a number of key tasks:

Strengthen information and propaganda work, proactively and regularly monitor forecast information and developments of storms, rains and floods to develop response plans appropriate to the actual situation in accordance with the motto "four on-site", not to be passive or surprised, with the spirit of proactive prevention and response at the highest level to ensure safety of lives, especially children and vulnerable groups, and minimize damage to people's and State's property.

Party committees and authorities at all levels must identify the response to storm No. 3 as a key and urgent task at present. Heads of departments, branches, sectors, Secretaries and Chairmen of People's Committees of districts and cities must focus on leading, directing, organizing inspections, urging, and implementing drastic, timely and effective measures to prevent and respond to storms. Secretaries and Chairmen of People's Committees of districts and cities must directly direct and be responsible to the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee for the response to storm No. 3 in the area.

The Standing Committees of the District and City Party Committees focused on leading and directing the urgent implementation of measures to prevent, combat and respond to storm No. 3; postponed non-urgent meetings, mobilized the entire political system; assigned comrades in the Standing Committees of Party Committees and members of the Party Executive Committee to directly go to key areas and vulnerable places to lead, direct, deploy, urge and inspect the work of preventing, combating and responding to storm No. 3.

The Party Committee of the Provincial People's Committee directed the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, departments, branches, functional agencies and units to strengthen monitoring, urging, inspecting and guiding the implementation of response work to storm No. 3 in localities and units in the province; focusing on prevention and control of flooding, landslides; promptly overcoming the consequences that may be caused by the storm, ensuring safety of life, minimizing property damage to people and the State.

The Provincial Party Committee's Propaganda Department, the Department of Information and Communications focused on directing information agencies, newspapers, the Provincial Radio and Television Station, and Ninh Binh Newspaper to regularly update and promptly inform about storm developments, floods, landslide risks, and storm prevention and response work in localities and units so that cadres, party members and people know and actively participate in storm prevention and control. At the same time, coordinate with specialized agencies to provide guidance on storm prevention and avoidance skills so that agencies, units and people know how to proactively prevent and avoid them.

All agencies and units in the province must assign leaders and functional forces to be on duty seriously, especially the Military, Police, and Border Guard forces to deploy storm response work, ensure security and safety in the area; promptly report to the Provincial Party Committee Standing Committee (through the Provincial Party Committee Office) any complicated issues that arise.

The members of the Provincial Party Standing Committee proactively arranged work and went directly to the localities and units assigned to direct the work of preventing, fighting and responding to storm No. 3.

The Provincial Party Committee Office shall preside over and coordinate with relevant units to monitor and urge the implementation of this Official Dispatch; coordinate with the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to regularly update the situation and promptly report to the Provincial Party Committee Standing Committee.
