According to the report, Hai Phong currently has Dinh Vu - Cat Hai Economic Zone with an area of 22,540 hectares and 14 established industrial parks. This is a comprehensive economic zone, a multi-sector, multi-sector marine economic center, a modern industrial, commercial and tourist urban area, becoming the driving force for the development of Hai Phong and the provinces of the Northern key economic region, and the gateway to integration of Vietnam.
In the coming time, the city will focus on developing 20 new industrial parks with a total area of more than 7,000 hectares according to the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050.

Reporting to the Supervisory Delegation, Deputy Head of Hai Phong Economic Zone Management Board Dao Phu Thuy Duong said that up to now, industrial parks and economic zones in Hai Phong have attracted nearly 47.8 billion USD, including 617 FDI projects with a total investment capital of 30.5 billion USD and 244 domestic projects with a total capital of 404,958 billion VND. The total number of enterprises in industrial parks and economic zones is 773 enterprises.
The total number of workers working in industrial parks and economic zones is 215,368, of which 210,182 are Vietnamese workers and 5,186 are foreign workers. The average salary of workers in the Economic Zone is 11.59 million VND/person/month. In addition to salary, workers are also paid allowances: overtime, 13th month bonus, and other welfare regimes.
“Compared to neighboring provinces and cities, the average income of workers in Hai Phong Economic Zone is among the highest, 14.5 - 15 million VND/month,” said Mr. Dao Phu Thuy Duong.

In recent years, Hai Phong city and the Economic Zone Management Board have focused on attracting investors in high-tech fields, especially industries that are at the forefront of the 4.0 industrial revolution such as ICT industry, digital technology, nanotechnology, biotechnology, new materials, creating a strong driving force for local economic growth, while also creating a driving force to attract high-quality human resources for industrial parks and economic zones.
In order for high-quality human resources to feel secure in working and living in the city, the Hai Phong Economic Zone Management Board believes that there should be many outstanding policies to support workers such as vocational training, social housing, investment in healthcare networks, public transport infrastructure, high-quality education, etc. Recently, the Management Board has directly advised the City People's Committee to complete the Housing Development Project, and coordinated with other sectors to advise on policies to support vocational training.
Currently, Hai Phong city has consolidated and developed many training facilities, vocational training, international standard schools; high-quality hospitals and developed social housing, worker housing, and accommodation for foreign experts. This is the driving force to attract human resources from localities to move to Hai Phong.

Based on the development practice, the Hai Phong Economic Zone Management Board proposed that the City People's Council study and supplement and expand the subjects and list of occupations supported for training in Resolution No. 03/2024/NQ-HDND stipulating the policy of supporting training of a number of occupations in Hai Phong city in the period of 2024 - 2030, creating conditions for students, students and workers of the city to participate in studying and training in accordance with the development trend of the city.
According to Resolution No. 03/2024/NQ-HDND, support for study costs of VND 900,000/person/month for students graduating from junior high school and equivalent or higher, people with high school diplomas studying intermediate level, college level in the list of 9 professions encouraged by the city; support 50% of the tuition fees that learners must pay at training facilities according to regulations for employees working at enterprises in the city...
In addition, the City People's Committee needs to increase attraction and call on the world's leading technology organizations and enterprises to set up headquarters to invest in research and production in the city, creating a driving force to attract high-quality human resources for industrial parks and economic zones in the area.

Sao Do Group General Director Nguyen Thanh Phuong said that it is necessary to forecast industry trends in order to have a human resource training plan suitable to the needs.
In the context of the exhausted labor resources in Hai Phong, at the meeting, representatives of some enterprises said that the city must have mechanisms and policies to work with enterprises to attract and retain workers from other provinces, such as social housing; coordinate with vocational training institutions to improve training quality, early training for learners with knowledge and skills needed by enterprises; forecast occupations and develop human resources suitable to the needs of enterprises...
The monitoring delegation highly appreciated the report of the Hai Phong Economic Zone Management Board, providing the delegation with much necessary information on the needs and current status of human resources of enterprises operating in Dinh Vu - Cat Hai Economic Zone. The report and discussion at the meeting also showed that the Board has managed the labor force in the economic zone well with specific and complete data, including foreign workers.
In order to attract workers to meet the city's industrial development requirements in the coming time, especially the target of 100% of workers in industrial parks and economic zones having been trained, the Supervisory Delegation hopes that the Hai Phong Economic Zone Management Board will advise the City People's Committee on more innovative mechanisms and policies; effectively connect businesses and higher education and vocational training institutions during the training process to have a workforce that meets the requirements of businesses...
