Railway Project Management Board (Ministry of Construction) works with Lao Cai province on implementing the Lao Cai - Hanoi - Hai Phong Railway Project

On the afternoon of April 5, the delegation of the Railway Project Management Board (Ministry of Construction) led by Mr. Nguyen Khanh Tung, Deputy Director, had a working session with Lao Cai province on the implementation of the Lao Cai - Hanoi - Hai Phong Railway Project.

The investment project to build the Lao Cai - Hanoi - Hai Phong railway line was approved by the National Assembly in Resolution 187/2025/QH15 dated February 19, 2025. Of which, the total length of the main line is 390.9 km (the Lao Cai Station - Lach Huyen Port Station section is 385.8 km; the Lao Cai Station - rail junction section is 5.1 km), 3 branch lines are about 27.9 km, the route range through Lao Cai province is about 65 km (through Lao Cai city and Bao Thang, Bao Yen, Van Ban districts). The total investment is 203,231 billion VND, of which the cost of compensation and resettlement support is 35,751 billion VND.

Reporting on the progress of project compensation in Lao Cai province, the leader of the Department of Construction said that the Provincial People's Committee has directed departments, branches, sectors and localities to urgently carry out related tasks, such as: marking project implementation boundaries in the field (about more than 1,500 points), organizing measurements, extracting measurements, and adjusting cadastral maps. In addition, relevant agencies coordinate with localities to plan resettlement areas, plan land funds for 91 facilities in Dong Pho Moi Industrial Park, Dong Pho Moi Industrial Cluster and Son Man - Van Hoa Industrial Cluster to relocate as soon as possible.

The route is expected to have 18 stations (3 train stations, 15 mixed stations) and 13 technical stations. Of which, in Lao Cai province, there are 2 stations and 2 technical stations, specifically:

+ New Lao Cai Station: Total occupied area is about 60 hectares, is a mixed station, with cargo and passenger operations; existing Lao Cai station has an area of ​​24 hectares.

+ Bao Thang Station: Total area occupied is about 26 hectares, is a mixed station, operating passengers and goods.

+ Sa Pa technical operation station (in Cam Con commune, Bao Yen district): Total occupied area is about 38 hectares.

+ Van Ban technical operation station (in Tan Thuong commune, Van Ban district): Total occupied area is about 24.2 hectares.

Regarding site clearance, the total area of ​​land expected to be recovered is about 780 hectares. Up to now, Van Ban, Bao Yen, and Bao Thang districts are developing plans to implement statistics and compensation; the leaders of Lao Cai City People's Committee have directed relevant units to carry out public posting procedures and notify organizations to organize statistics and counting.

At the meeting, the two sides discussed and clarified the plan for the change in route location; the adjustment must ensure feasibility, be consistent with terrain conditions and planning for infrastructure development, urban areas, and residential area arrangement of the province, while contributing to saving investment costs.

Lao Cai province requested the Ministry of Construction to soon advise the Government to issue a Decree detailing the content, order, procedures, and authority to implement specific and special mechanisms and policies of the project according to Resolution 187/2025/QH15 dated February 19, 2025 of the National Assembly on investment in the Lao Cai - Hanoi - Hai Phong railway project.

Recommend that the Railway Project Management Board promptly complete the route plan that has been approved for investment policy, promptly proceed with boundary marking and hand over the project implementation boundary in the field to Lao Cai province to carry out compensation, support and resettlement support to meet the progress as required by the Government...

Speaking at the meeting, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed that this is a national key project, so the locality has determined that the entire political system will participate in the project to ensure the project is implemented on schedule. The Provincial Party Committee Secretary and Chairman of the Provincial People's Committee said that the locality will establish a working group to disseminate information about the project, creating consensus with the people during the implementation process.

Provincial Party Secretary and Provincial People's Committee Chairman Trinh Xuan Truong requested the Railway Project Management Board to promptly hand over the project on the ground to the locality so that the overall project can be made public to the people. At the same time, he requested that the districts and cities in the province where the project passes through need to immediately carry out site clearance after adjusting the route; publicize the resettlement plan and widely disseminate it so that the people are fully aware.

Speaking at the meeting, comrade Nguyen Khanh Tung, Deputy Director of the Railway Project Management Board, received opinions and recommendations from the locality, and at the same time synthesized a report to the Ministry of Construction's leaders to submit to the Government, committing to the time for handing over the project on site to the locality.
