The Provincial People's Council Legal Committee reviewed the reports presented at the 23rd session of the Provincial People's Council.

To prepare content for the regular meeting at the end of 2024, the 14th Provincial People's Council, on November 22, the Provincial People's Council's Legal Committee reviewed the report on the results of performing the tasks in 2024 of the Provincial People's Procuracy, the Provincial People's Court, and the Provincial Civil Judgment Enforcement Agency.

According to the report of the Provincial People's Procuracy, in 2024, the two-level procuracy of the province practiced the right to prosecute and supervise, accepting 1,143 new cases/2,451 defendants, an increase of 128 cases and 92 defendants compared to the same period in 2023. The responsibility of prosecution in criminal investigation activities was enhanced, the quality of litigation of prosecutors at court was improved. 100% of cases were resolved in accordance with the law, there were no cases of injustice or wrongful convictions. Through the control of judicial activities, 725 opinions and protests were issued, contributing to ensuring compliance with the law of judicial agencies, improving the effectiveness of state management work of relevant agencies. At the same time, the procuracy advised the Party Committee and authorities to improve the effectiveness of the fight against violations and crimes; contributing to maintaining political security, social order and safety.

Reviewing the report of the Provincial People's Procuracy, the Legal Committee of the Provincial People's Council highly appreciated the annual work report of the provincial procuracy. Delegates requested that the units supplement data and analyze to clarify a number of contents related to the quality of criminal prosecution, the quality of protests, the work of handling complaints and denunciations; the work of exercising the right to prosecute and supervise criminal trials; protests for retrial; the work of disseminating and educating the law...

According to the report of the Provincial People's Court, in 2024, the two-level People's Court of the province accepted 5,261 cases, a decrease of 2 cases compared to the same period; resolved and tried 4,608 cases of all kinds, an increase of 425 cases compared to the same period; reaching an overall settlement rate of 87.59%. Most of the remaining cases are still within the time limit for handling according to the law and are being continued to be considered and resolved. The quality of the trial work is ensured to be correct in terms of people, crimes, and laws, no one is wrongly convicted, no criminals are left out... Thereby contributing to maintaining political security, social order and safety to attract investors to the province; discipline and public order are strengthened.

Reviewing the report of the Provincial People's Court, the Legal Committee of the Provincial People's Council requested the unit to analyze and clarify data and content related to the nature, behavior, and developments of the crime situation; the quality of handling and adjudicating criminal, civil, and administrative cases; specific recommendations and proposals for localities and the province; the reasons for the low rate of handling and accepting certain types of cases...

According to the provincial CTHADS report, in 2024, the Department completed the execution of 7,553 cases, an increase of 1,151 cases compared to the same period in 2023. The unit focused on resolving cases with conditions for execution; focusing on resolving key execution cases, cases related to credit, banking, cases of recovering money and assets for the State that were lost in criminal cases of corruption, economics... Consideration of exemption from execution, correction, and explanation of judgments were carried out in accordance with regulations and transparency. All enforcement cases were carried out safely and strictly with a total of 329 cases, an increase of 162 cases compared to 2023.

Reviewing the report of the Provincial CTHADS, the Provincial People's Council's Legal Committee requested the unit to analyze and clarify the results of a number of indicators and contents related to the enforcement of administrative judgments; compulsory enforcement of judgments for serious cases; a number of cases with conditions for enforcement of judgments that have been pending for more than 1 year and have not been completed; the quality of cadres in performing tasks...

Concluding the review session, Comrade Pham Thi Hong Hanh, Head of the Legal Committee of the Provincial People's Council, requested the units to fully absorb the comments and contributions; promptly supplement and complete the report to be submitted at the 23rd Session - the regular year-end meeting of the Provincial People's Council.
