Central Economic Commission works with Thanh Hoa Provincial Party Standing Committee

Many valuable opinions and discussions at the working session focused on the key contents of the resolutions that will be compiled, researched and refined by the Central Economic Committee such as: Support policies and mechanisms for small and medium-sized enterprises; new perspectives on equitization of state-owned enterprises, financial mechanisms for state-owned enterprises; common mechanisms and policies for planning issues, synchronization in implementing regional and sectoral planning; breakthrough mechanisms for science and technology activities.

Continuing the working program in Thanh Hoa province, on the afternoon of June 5, the Central Economic Commission's working delegation led by comrade Nguyen Duc Hien, Deputy Head of the Central Economic Commission, Head of the Editorial Team of Projects serving the preliminary review of the implementation of resolutions on the private economy of the 5th Central Conference (term XII) worked with the Standing Committee of Thanh Hoa Provincial Party Committee on the implementation of Resolution No. 10-NQ/TW on "Developing the private economy to become an important driving force of the socialist-oriented market economy"; Resolution No. 11-NQ/TW on "Perfecting the socialist-oriented market economy institution"; Resolution No. 12-NQ/TW on "Continuing to restructure, innovate and improve the efficiency of state-owned enterprises" issued by the 12th Central Executive Committee on June 3, 2017.

Immediately after the Party Central Committee (12th tenure) issued 3 Resolutions on the private economy, the Provincial Party Standing Committee issued a plan to organize conferences to study, disseminate and implement the resolutions to key cadres throughout the province. At the same time, it directed all levels, sectors, the Fatherland Front, and socio-political organizations at the provincial level to disseminate and implement the resolutions to vertical units, members, union members, and people of all walks of life in the province; directed the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to issue programs and action plans to implement the Resolutions in the province.

In addition, the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee have led and directed the development and promulgation of many mechanisms, policies, programs, and projects to develop the private economy into an important driving force of the socialist-oriented market economy; perfect the socialist-oriented market economy institution and continue to restructure, innovate, and improve the efficiency of state-owned enterprises in the province.

Outstanding results in implementing the goals of the 3 specific resolutions are as follows: In the period of 2017 - 2023, the province had 21,660 newly registered enterprises, with a total charter capital of VND 193,900 billion (average charter capital of VND 8.94 billion/enterprise). Up to now, the whole province has about 20,500 operating enterprises, twice as many as in 2017. Of which, there are 20,366 private enterprises, accounting for 99.2% of the total number of enterprises. The operational efficiency of enterprises has been gradually improved, the state budget contribution of the enterprise sector in the period of 2017 - 2022 reached VND 49,700 billion, accounting for 39.3% of total domestic revenue.

Along with that, the province has focused on announcing and publicizing plans and projects for land, resource and mineral use, creating equality for economic sectors to access, carry out investment, exploitation and business according to market mechanisms and regulations of law. The work of equitization and divestment of state capital in state-owned enterprises has basically met the roadmap; the arrangement, reorganization, innovation and improvement of the operational efficiency of public service units have been focused on. Accordingly, the province has reduced 36 units compared to 2017; basically completed the conversion of cooperatives to new models according to regulations; newly established 377 cooperatives and 3 cooperative unions; the operations of cooperatives have increasingly promoted efficiency.

Foreign affairs and investment promotion activities have achieved positive results. From 2017 to present, the province has attracted 89 foreign direct investment (FDI) projects, with a total registered investment capital of 3,857.1 million USD; to date, the province has 167 valid FDI projects with a total registered investment capital of 14.7 billion USD, ranking first among the North Central provinces and 8th in the country in attracting FDI.

Regarding the labor market, the province has built a labor market database in the province in conjunction with the National Population Database and other databases; organized 230 job fairs with 2,200 units and over 105,000 workers participating, successfully connecting jobs for over 20,500 workers inside and outside the province; organized job counseling, labor export and related policies for over 785,000 workers. In the period of 2017 - 2023, the whole province has created jobs for nearly 423,000 workers; of which, nearly 59,000 workers went to work abroad under contracts...

More notably, Thanh Hoa province has basically completed the goals of Resolution No. 12-NQ/TW on "Continuing to restructure, innovate and improve the efficiency of state-owned enterprises". Specifically, the province maintained 5 enterprises in which the State holds 100% of the charter capital, achieving 100% of the plan; converted 2 state-owned enterprises into two-member LLCs, exceeding 100% of the plan; completed the divestment of state capital in 3 enterprises, achieving 75% of the plan; carried out well the training, improving professional skills and expertise for enterprise managers and employees, gradually building a team of professional managers with good qualifications and moral qualities.

Concluding the working session, Deputy Head of the Central Economic Commission Nguyen Duc Hien stated that the resolutions on private economic development of the 5th Central Conference (12th tenure) issued by the Central Executive Committee on June 3, 2017 are related to major and important issues for the socio-economic development of the country and each province and city. After the resolutions were issued, the Government and the provinces and cities concretized them into action programs for implementation. Currently, the resolutions have reached the preliminary review stage and relevant agencies have conducted preliminary reviews and assessments, sending full reports on the implementation of the resolutions in the localities to the Central Economic Commission, including the Thanh Hoa Provincial Party Committee.

The Deputy Head of the Central Economic Commission acknowledged and highly appreciated the efforts of the entire political system of Thanh Hoa province in organizing and synchronously implementing the Party's policies and guidelines on local socio-economic development; policies and guidelines on private economic development, perfecting the socialist-oriented market economic institution and restructuring, innovating and improving the efficiency of state-owned enterprises in recent times. Thanks to that, Thanh Hoa province has achieved quite comprehensive results in socio-economic development.
