On the afternoon of April 19, the Economic - Budget Committee of the Provincial People's Council held a meeting to review the draft of a number of resolutions in the socio-economic field to be submitted to the 19th session of the 18th Provincial People's Council, scheduled to be held on April 22.
Attending the inspection were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; representatives of leaders of a number of provincial departments, branches and sectors.
Examining the draft resolution approving the list of works and projects requiring land recovery according to the provisions of Clause 3, Article 62 of the Land Law in Nghe An province, the meeting participants reviewed the list submitted by the drafting agency, the Department of Natural Resources and Environment.
Accordingly, a total of 17 projects requiring land acquisition were submitted to the Provincial People's Council for consideration and decision, with a total area of more than 50 hectares (including more than 23 hectares of rice land and the remaining area of rice land mixed with some other land). Of which, Dien Chau district has 12 projects; Cua Lo town has 3 projects; Quynh Luu district and Thai Hoa town each have 1 project.
Basically agreeing with the content of the Department of Natural Resources and Environment, some members also expressed concerns about some lists of works and projects requiring land acquisition under the approval authority of the Provincial People's Council. Therefore, the drafting agency continued to review to adjust, supplement the project name or remove it from the list in accordance with the provisions of Clause 3, Article 62 of the Land Law.
The Economic - Budget Committee of the Provincial People's Council also examined the draft resolution on changing the purpose of using rice-growing land and protective forest land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and projects in Nghe An province with high consensus on the content submitted by the Department of Natural Resources and Environment.
Specifically, the Provincial People's Council will consider and decide on the conversion of the purpose of use of nearly 40 hectares of rice-growing land and protective forest land to implement 25 projects in 7 localities: Dien Chau, Hung Nguyen, Anh Son, Quy Hop, Thai Hoa town, Hoang Mai town and Vinh city.
Reviewing the draft resolution approving the estimates of revenue, expenditure and payment to the State budget from retained fees in 2024; allocating the local budget estimates and the targeted supplementary central budget for the first phase of 2024, an issue that some members are concerned about regarding the progress of implementation time, affecting the implementation of a number of political tasks of provincial and local departments, branches and sectors.
For example, in the allocation of funds for training and fostering cadres, civil servants and public employees in 2024, it has only been submitted to the Provincial People's Council at this time, while according to regulations, training programs and contents must be completed before November every year. Thus, organizing classes that only take place within a few months will cause difficulties for units.
The Economic - Budget Committee requested the Department of Finance to direct units and localities to limit arising expenses to avoid being passive in implementing the tasks of units and localities.
The Economic - Budget Committee of the Provincial People's Council also reviewed the draft resolution on allocating the central budget to support overcoming the consequences of natural disasters and landslides; the draft resolution promulgating regulations on policies to support the implementation of the Population Dispatch and Stabilization Program in Nghe An province for the period 2024 - 2030.
