The Economic-Budget Committee of the People's Council of Quang Tri province worked with the Provincial Economic Zone Management Board.

This morning, March 7, the Economic - Budget Committee (KT-NS) of the Provincial People's Council worked with the Provincial Economic Zone Management Board on the results of allocation, management, use of capital sources and progress of implementation of basic construction investment projects/works in 2024 (cumulatively up to the end of 2023) approved by the Provincial People's Council in Resolution No. 69/NQ-HDND dated August 4, 2023; Resolution No. 111/NQ -HDND dated December 7, 2023; Resolution No. 132/NQ -HDND dated December 19, 2023 of the Provincial People's Council assigned by the Provincial People's Committee to localities and units to manage projects or act as investors. According to the report of the Provincial Economic Zone Management Board, in Resolution No. 111/NQ - People's Council dated December 7, 2023, there are projects such as: Road project connecting Dong Nam Quang Tri Industrial Park to Cua Viet Port, up to now, the project has package No. 10 which has been fully funded but is still stuck in site clearance work so it cannot continue to be implemented... The project of leveling the ground and technical infrastructure in the central area of La Lay border gate was approved with a total investment of 108 billion VND; the project implementation progress is 2021-2024. Currently, the items have been completed.

The 0.95-hectare leveling area of the waiting area is awaiting a license for mass blasting from the General Department of Defense Industry and is expected to begin mass blasting in the second half of March 2024.

The feasibility study report of the RD 01 and RD 04 projects in Quan Ngang Industrial Park was approved by the Provincial People's Committee in Decision No. 3183/QD-UBND dated December 25, 2023 with a total investment of VND 25 billion; implementation period from 2023 to 2025. Because the capital was allocated at the end of 2023, the project has only disbursed consulting costs and other investment preparation costs.

In Resolution No. 132/NQ-HDND dated December 19, 2023 of the Provincial People's Council, there are 2 projects adjusting the reduction of the medium-term plan capital for 2021-2025, which are the project of clearing bombs, mines and explosives in the resettlement areas of Trieu Phong and Hai Lang districts; the project of resettlement area of Hai Khe commune and the road to the resettlement area (phase 1). These 2 projects have been completed and the project settlement should be adjusted to reduce the medium-term capital according to the completed value.

The implementation of a number of projects (not using public investment capital) in industrial parks and economic zones in the province, such as the My Thuy Port Project, has so far encountered a number of difficulties and problems related to the dossier on the transfer of sea area area, location of dumping dredged material and use of dredged material, exploitation of planted forest timber, dredging plan for water areas, turning basins, mineral recovery within the project scope, site clearance and resettlement, etc.

The project to invest in construction and business of infrastructure of Trieu Phu multi-industry industrial park, up to now, the project has basically completed the procedures for establishing the industrial park, documents for changing the purpose of forest use; planning and land use plan...

Quang Tri Industrial Park Project, up to now, the site clearance work in some areas (about 1.9 hectares) has issued a decision approving the compensation and support plan but the people have not yet agreed; the wastewater discharge point of the project is outside the scope of project implementation, so there are problems in granting construction permits that do not meet the prescribed conditions; the progress of construction of water supply works for the project is slow, affecting the investment activities in technical infrastructure construction and attracting investment of investors...

The project to invest in construction and business of infrastructure of Tay Bac Ho Xa Industrial Park, up to now, the site clearance work has encountered certain difficulties and obstacles. Although the investor has made great efforts to coordinate with departments, branches and localities to resolve them, it was not until mid-2023 that the difficulties and obstacles were basically resolved, which has affected the progress of project implementation...

The Provincial Economic Zone Management Board has proposed to the Economic-Resources Committee of the Provincial People's Council issues regarding basic construction investment projects/works in 2024 (cumulatively up to the end of 2023) approved by the Provincial People's Council in Resolution No. 69/NQ-HDND dated August 4, 2023; Resolution No. 111/NQ-HDND dated December 7, 2023.

Resolution No. 132/NQ-HDND dated December 19, 2023 of the Provincial People's Council was assigned by the Provincial People's Committee to localities, project management units or investors such as: Strengthening land management and use in localities; considering and periodically adjusting unit prices of architectural objects and crops to be appropriate and close to reality; focusing on solving site clearance, compensation, and resettlement support; updating and adjusting the announcement of construction material prices and construction price indexes to meet the requirements of construction investment cost management; controlling fluctuations in construction material prices and strictly handling speculative acts, price hikes for profiteering...

On the same day, the Provincial People's Council's Economic and Human Resources Committee conducted a field survey of the Trieu Phu Multi-industry Industrial Park Infrastructure Investment and Business Project, My Thuy Port Project, and the Resettlement Area Infrastructure Construction Project serving the Southeast Quang Tri Economic Zone.

Speaking at the projects that the Provincial People's Council's Economic and Human Resources Committee had surveyed on site, Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang requested the Provincial Economic Zone Management Board to proactively coordinate closely with departments, branches, sectors and localities to do a good job of site clearance; focus human resources to completely resolve problems to ensure the progress of project implementation. There should be a specific plan on the location of dumping dredged material and using dredged material to release the volume of waste for the My Thuy Port Project.

Regarding the recommendations, the Provincial People's Council's Economic and Personnel Committee will take note, consider and recommend to competent authorities for resolution in the coming time.
