From the 2025 admission season, universities will convert admission scores between methods to ensure fairness for candidates.
Regarding information on university admissions in 2025, Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education - Ministry of Education and Training (MOET), said that training institutions must convert the equivalent admission scores between admission methods and combinations.
Conversion but no common scale
Director Nguyen Thu Thuy emphasized that training institutions have a way to convert equivalence between admission methods and combinations to help schools not need to allocate quotas between admission methods. The admission process will take candidates from high to low, making it more fair for students.

According to an admissions expert, universities are using many different methods for admission. Having a common score scale will create a level of admission between schools and methods, helping to avoid the situation where schools use many inconsistent score conversion methods, leading to unfairness.
The regulation that schools convert equivalent admission scores between methods is reasonable, helping to ensure fairness in enrollment. However, up to now, the Ministry of Education and Training has not had specific regulations on the common score scale, schools are still having to convert in their own way.
"In my opinion, the Ministry of Education and Training needs to develop a common standard score scale, such as a 30-point scale, so that schools can use it to build a conversion formula. Clear regulations will help candidates better understand how to calculate scores and feel more secure when applying for admission," said the above expert.
Sharing this view, a lecturer at Hanoi National University said that the Ministry of Education and Training could build a maximum score scale of 30. This would avoid the situation where each school comes up with a different conversion method, leading to inconsistency as well as the total admission score after adding up exceeding 30.
This lecturer stated: "Previously, there was a phenomenon where many candidates who achieved the maximum score still failed because they did not have additional bonus points. Therefore, the new regulation needs to end this situation."
Dr. Nguyen Trung Nhan, Head of Training Department - Ho Chi Minh City University of Industry, said that the Ministry of Education and Training's requirement for universities to convert the equivalent admission scores between admission methods is not to make things difficult for the schools but first of all to ensure the rights of candidates. According to him, when converted to an equivalent scale, the admission methods will have constraints on the standard scores.
In the past years, when this regulation did not exist, all admission methods were considered independently. Sometimes schools prioritized quotas for one method over another, which led to the situation where candidates with scores of nearly 30 were still not admitted because there were no more quotas or too few quotas. This year, with the regulation requiring equivalent conversion of admission scores between admission methods, candidates' rights are more guaranteed because the standard scores of each method will depend on each other.
Disadvantage for a group of candidates
Many universities said they still do not understand how to convert scores so that different methods have the same admission score for a specific major or how..., so they are still waiting for specific information from the Ministry of Education and Training. Many people also expressed concerns about this regulation.
The head of the training department of a university in Hanoi is concerned that mechanical conversion to the same scale of scores could lead to a disadvantage for a group of candidates, for example, those who are admitted based on the ability assessment method. According to him, the high school graduation exam and the thinking and ability assessment test have different characteristics; the difficulty and classification levels are also different. If the conversion is equivalent to the admission score - for example, with a 30-point scale, candidates who are admitted based on the ability or thinking assessment method will be at a disadvantage compared to those who use the high school graduation exam results. Obviously, the classification level of the graduation exam is not high, so candidates can easily achieve excellent scores.
Dr. Nguyen Quoc Anh, Vice Principal of Ho Chi Minh City University of Technology, said that it is currently unclear how the Ministry of Education and Training will convert equivalent admission scores between admission methods. Converting scores between methods is not difficult. If the standard score of a specific major is set at the same level between methods, it is problematic, because the level of difficulty between methods is different.
For example, the method of considering transcripts is still considered easier to get higher scores than the method of considering high school graduation exam scores or assessing capacity. In addition, considering transcripts does not have a common filter, so it is possible that one school gives easier scores than another school, this is also an issue that needs to be resolved.
If we only convert to the same scale (for example 30) but the benchmark scores of different methods are different and dependent on each other, then it is basically not much different from previous years. Because the same industry also has many different score levels.
Must be clear for candidates to understand
Master Pham Thai Son, Director of the Admissions and Communications Center - Ho Chi Minh City University of Industry and Trade, said that the conversion of scores no longer makes a big difference between admission methods. All admission methods are equivalent in terms of scores.
First, it creates fairness among candidates. There is no longer a situation where one method is easier or more difficult than another. Second, candidates can choose the method that best suits their strengths without worrying about whether one method is more advantageous than another.
Third, it helps universities have clear admission criteria, making it easy to compare candidates from different methods. However, the nature of the scores has changed, so it is necessary to help candidates understand more clearly about other exams compared to the high school graduation exam.
For example, the competency assessment exam has a score of 1,200, now converted to a score of 30 like the high school graduation exam. What should be done to help candidates register for the competency assessment exam understand more clearly about this exam, otherwise they will be confused with the high school graduation exam.
