Concerns arise over tightening regulations on tutoring and extra classes.

Although the Ministry of Education and Training's regulations on tightening tutoring and extra classes only came into effect on February 14th, many schools in Hanoi have already complied. Nevertheless, stopping tutoring and extra classes within schools risks causing problems for many parties: schools, parents, students, especially those in their final year.


Ms. Hoang Thu Hien, a parent in Phuc Tho district, said that starting from the second semester, families with children in junior and senior high school received notifications from homeroom teachers about the suspension of all extra classes organized by the school, in accordance with Circular 29 of the Ministry of Education and Training.

Mr. Hoang Chi Sy, Principal of Luu Hoang High School (Ung Hoa District), said that extracurricular tutoring at the school stopped after the Tet holiday, which was at the end of the first semester and the beginning of the second semester. Similarly, the Principals of Hai Boi Secondary School (Dong Anh District, Hanoi ) and Van Quan Secondary School (Ha Dong District) have also announced the cessation of extracurricular tutoring. According to Ms. Tran Thi Yen, Principal of Van Quan Secondary School, the school informed parents about the suspension of extracurricular tutoring during the parent-teacher meeting at the end of the first semester. All new documents and regulations from the Ministry of Education and Training and other relevant agencies are publicly announced to parents and students and are strictly implemented.

On parenting forums in Hanoi, many parents shared that homeroom teachers had announced that the school would officially stop all extracurricular activities and boarding school services from February 15th.

Reports indicate that schools in several neighboring localities such as Hung Yen, Bac Ninh, Ha Nam, Nam Dinh , etc., have also announced the suspension of extracurricular classes.

It's a fact that upon receiving the announcement that the school would no longer be organizing extra classes from the second semester onwards, many parents expressed concern and requested that teachers continue to support their children's exam preparation at school or outside of school. Ms. Thu Huong, whose child attends Nguyen Phong Sac Secondary School (Hai Ba Trung district, Hanoi), shared that since the beginning of the second semester, the school has not organized extra classes, so the children have had to study at home under a family-managed approach. This is a significant challenge for families without adults at home with their children. Moreover, not all students have self-discipline, and unsupervised study time is when children use smartphones to form groups for games, chat, etc., causing great worry for adults.

According to teachers and schools, they are currently bound by the new regulations and therefore cannot fulfill this request from parents. In reality, some teachers might be able to teach "illegally," but this is a very small number, and it's too risky because if they are discovered, they will face disciplinary action and suspension. According to Ms. Hong Phuong from May Academy High School (Hoang Mai District, Hanoi), teaching only the regular curriculum has always been insufficient to thoroughly explain the theory and help students apply it to exercises and enhance their knowledge. Now that supplementary classes are gone, it will inevitably affect the teaching and learning process. Furthermore, with students preparing for the high school graduation exam and university entrance exam, the need for exam preparation is even higher. Many students want to participate in aptitude or thinking skills assessment exams and require additional tutoring, but teachers are also in a difficult position.

Amid concerns and anxieties from parents, students, and teachers, schools in Hanoi hope that the Department of Education and Training will soon advise the City People's Committee to issue detailed guidelines on extracurricular tutoring to ensure compliance with regulations, suitability to local conditions, and protection of students' rights.

Regarding this issue, the leaders of the Hanoi Department of Education and Training stated that they have received many opinions from individuals and organizations and will compile them, report them, and advise the City People's Committee to soon issue a guiding document for consistent implementation throughout the city, in order to facilitate the teaching and learning process.
