The joint venture of Hanoi Housing Investment and Development Corporation and Urban Investment and Construction Joint Stock Company (Investor) has just temporarily handed over to the People's Committee of Nam Tu Liem District to put Phung Khoang Lake Park items into operation to serve the people from January 15, 2025.
Specifically, in the document on temporary handover of the project into use, the parties agreed to put the Phung Khoang Lake Park project items (excluding the regulating lake item) into operation to serve the people from January 15, 2025.
The investor is responsible for continuing to complete the construction investment work according to the approved planning and construction design, ensuring the quality of the work according to regulations; reviewing, synthesizing, and completing the quality management records and legal records of the project according to regulations; performing the management, maintenance, and upkeep of the entire park, ensuring safety, security, order, environmental sanitation, and urban aesthetics when opening the park to serve the people.
The functional units of Nam Tu Liem District People's Committee coordinate with the Investor in ensuring order, security and safety during use.
Thus, with the handover of Phung Khoang Lake Park items to be put into operation to serve the people before the Lunar New Year of At Ty 2025, the Investor has "paid the debt" ahead of schedule, properly implemented the order, and fulfilled the commitment to the Chairman of the Hanoi People's Committee Tran Sy Thanh at the recent meeting of the Steering Committee of the City People's Committee to implement measures to prevent and combat waste (November 20, 2024).
It is known that the investment in construction, renovation and embellishment of green parks and thematic parks is one of the key tasks and solutions of Hanoi city in the period of 2021-2025, contributing to building a civilized - green - clean - beautiful city, aiming to serve the community and the people.
In 2023, the Hanoi People's Committee reviewed and promptly resolved the problems and shortcomings of two thematic parks in Ha Dong district (Astronomy Park and Guitar Park in Duong Noi Urban Area) - these are projects that have been invested in and built but due to various subjective and objective reasons have not been put into use for many years. With the spirit of drastic direction to handle the problems and shortcomings, minimizing the waste of social resources, up to now, these projects have been put into use, exploited, promoted their value and promptly served the people.
Phung Khoang Lake Park (a project under the Phung Khoang Urban Area Construction Investment Project - a counterpart investment project implemented under the BT contract to build Le Van Luong Road) started construction in 2016 and has basically completed the main items, but there is still a part that has not been completed and has not been put into use.
On November 20, 2024, at the Steering Committee meeting of the Hanoi People's Committee to implement measures to prevent and combat waste in the progress of the Phung Khoang Lake Park construction investment project, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh - Head of the Steering Committee requested the Investor (Joint Venture of Hanoi Housing Investment and Development Corporation and Urban Investment and Construction Joint Stock Company) to enhance the responsibility and obligations of the enterprise towards society and the people of the capital by focusing all resources to complete the investment and construction, putting this Park into use to serve the people during the Lunar New Year 2025.
Chairman of the City People's Committee Tran Sy Thanh also assigned the People's Committee of Nam Tu Liem District to coordinate and carry out temporary handover to receive and put into management and operation, ensuring conditions and safety when putting lakes, parks, and flower gardens into use and serving the people. During the time of carrying out the above procedures until the conditions for official handover are met according to regulations (no later than the first quarter of 2025), the Investor is responsible for reviewing and completing the project, continuing to manage, maintain, and ensure the quality of the project according to regulations.
On December 31, 2024, at Phung Khoang Lake Park, Vice Chairman of the City People's Committee Duong Duc Tuan also inspected the site of Phung Khoang Lake Park and requested the Investor to focus all human resources, materials, and equipment to actively implement the construction to soon complete and put the park into operation to serve the people before January 20, 2025.
The leaders of the Hanoi People's Committee acknowledged and commended the People's Committees of Thanh Xuan and Nam Tu Liem districts for promptly coordinating with the Investor to complete the items of Phung Khoang Lake Park and soon put the project into operation according to the schedule directed by the City People's Committee, promoting its value and promptly serving the people.
In order to create a joyful and exciting atmosphere for the people on the occasion of the traditional New Year; compete in labor and production to achieve achievements to celebrate the major holidays of the Capital and the country in 2025, on the upcoming New Year's Eve of the Lunar New Year, the Capital Command will coordinate with the People's Committee of Nam Tu Liem District to organize a low-altitude artillery fire at Phung Khoang Lake Park.
