On July 27, Mr. Pham Quoc Huy, Executive Director of Vinh Hao - Phan Thiet Expressway Project, said that Project Management Board 7 is coordinating with Ham Thuan Bac and Tuy Phong districts (Binh Thuan) to urgently complete procedures related to the handover of the land for two rest stops on this expressway.

The Vinh Hao - Phan Thiet expressway is planned to have two rest stops at Km 144+560 (Tuy Phong district) and Km 205+092 (Ham Thuan Bac district), Binh Thuan.
The area of each station is 10 hectares (including the left and right sides of the route), and the site clearance has not yet been completed.
These two districts are implementing the preparation of documents to adjust the Land Use Planning for the 2021-2030 period, with a vision to 2050, to supplement the locations and scope of rest stops.
According to Project Management Board 7, to ensure the progress of handing over the site to the investor for construction, the Board has coordinated with the People's Committees of the districts to agree on the implementation of measurement, inventory, and pricing (according to the unit price and adjustment coefficient issued by the Provincial People's Committee). At the same time, preliminary calculations of compensation costs for each organization and individual whose land is recovered are made.
At the same time, the locality will announce and the investor will advance money to pay according to this preliminary compensation value, the people will sign the minutes of handover of the construction site in advance. When the legal procedures are completed, the official cost will be determined and compensation will be paid according to regulations.
Mr. Pham Quoc Huy, Executive Director of the Phan Thiet - Vinh Hao Expressway Project, said that Project Management Board 7 and the People's Committees of the districts have held meetings, and the people and investors have agreed on the above solution.
For station Km 205+092 in Ham Thuan Bac district, the site was handed over for construction in early August.
The rest stop at Km 144+560 in Tuy Phong district is reviewing the legality of the land acquisition area. If the handover goes smoothly, the site will be handed over for construction in August.
"The Board is actively coordinating with the locality to speed up land handover procedures, flexibly resolving the issue in the direction that investors will pay in advance so that people can hand over the land first.
If the normal process is to approve and pay compensation to the people before handing over the site, but that will not be on schedule, if it is rushed, the legal procedures will be completed by the end of 2024," said Mr. Huy.
The temporary rest stop on the Vinh Hao - Phan Thiet highway will be put into operation at the end of April 2024 through Ham Thuan Bac district (Binh Thuan).
Recently, the Provincial People's Committee reported to the Ministry of Transport about problems with land procedures in implementing the site clearance work for the rest stops at Km 144+560 and Km 205+092.
To speed up the progress of site clearance for two rest stops on the Vinh Hao - Phan Thiet section, the leaders of Binh Thuan province have directed the People's Committees of the districts to coordinate with the Department of Natural Resources and Environment and Project Management Board 7 to review, update, and add the locations and scope of the rest stops to the land use planning for the period 2021 - 2030 according to regulations.
Regarding the selection of investors for the expressway rest stops through Binh Thuan, by July 2024, the Vietnam Expressway Administration had completed the selection of investors for three rest stops for the investment project to build and operate the rest stops at Km 47+500 (Phan Thiet - Dau Giay section and at Km 144+560, Km 205+092 (Vinh Hao - Phan Thiet section).
