At the conference, delegates from central and local ministries and branches focused on analyzing, recommending and proposing plans for the expected use of working headquarters suitable for the activities of branches and localities after the arrangement and merger of agencies and administrative units.
At the same time, it is necessary to point out the difficulties and problems that need to be resolved, ensuring compliance with legal regulations, such as: Standards for arranging public accommodation (temporary) during the process of restructuring the apparatus; for projects whose investors are sectors and units that have merged or ceased operations, it is necessary to have an immediate handling plan, not to interrupt the project, directly affecting the progress of the project and disbursement of public investment capital.
In addition, surplus offices need to have a plan to transfer them to units in need, or to use them for social security purposes such as healthcare, schools, and community centers. There must be a plan to look after, preserve, and avoid degradation of surplus offices while waiting for transfer to the receiving unit...
In Quang Nam, before the reorganization, there were 15 provincial-level units, 865 public service units with 3,089 civil servants and more than 27,000 public employees. After the reorganization, the organizational structure will be streamlined according to the Central direction, initially maintaining the current number of personnel.
Currently, the province manages 2,614 real estate facilities, including 575 offices and 2,039 public service facilities. However, because the administrative unit arrangement project has not been approved, it is not possible to determine the specific headquarters needs after the arrangement. The locality is facing difficulties because the Ministry of Finance is drafting decrees on standards and norms for the use of public assets, causing confusion in making plans for the arrangement and handling of assets.
