- On the afternoon of April 9, the Board of Directors of the Vietnam Bank for Social Policies (VBSP) held a meeting to evaluate the first quarter performance and deploy directions and tasks for the second quarter of 2025.
Comrade Duong Xuan Huyen, Permanent Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Provincial Social Policy Bank chaired the meeting.
In the first quarter of 2025, the Board of Directors of the Provincial Social Policy Bank proactively followed the instructions of superiors and the content of the proposed work program, well implemented the credit plan and assigned political tasks, actively contributing to the goal of sustainable poverty reduction and socio-economic development in the locality.
As a result, as of March 31, 2025, the total mobilized capital was VND 710.2 billion, an increase of VND 31.6 billion compared to December 31, 2024. The total outstanding loans for credit programs were VND 5,185 billion, an increase of VND 93.4 billion compared to December 31, 2024, completing 60.5% of the plan. Loan turnover in the first 3 months of 2025 was VND 387.7 billion, with 5,657 households borrowing capital, the average loan amount/customer in the first quarter was VND 68.5 million/customer.
Outstanding loans growth is mainly concentrated in lending programs: Support for job creation, maintenance and expansion (VND 92.6 billion); loans for clean water and rural environmental sanitation (VND 49.8 billion)...
Credit quality continues to be maintained stably, 194/194 communes, wards and towns are classified as good; overdue debt accounts for 0.05% of total outstanding debt and frozen debt accounts for 0.19% of total outstanding debt.
The loan capital of the provincial branch of the Vietnam Bank for Social Policies has actively contributed to the goals of economic development, poverty reduction, social security, and new rural construction in the province. Specifically, the loan capital has helped poor households and other policy beneficiaries have capital to invest in production development, support job creation, maintain and expand jobs for over 1,900 workers; build over 3,800 clean water and sanitation works...
Regarding the tasks in the second quarter, the Board of Directors of the Provincial Social Policy Bank strives to: Total outstanding loans of credit programs reach 5,640 billion VND; capital sources entrusted by local budgets increase by at least 66.7 billion VND compared to the first quarter of 2025; maintain the overdue debt ratio below 0.06% of total outstanding loans; the quality of entrusted activities of savings and loan groups classified as good reaches 96% or more, not allowing the emergence of groups classified as weak...
At the meeting, delegates focused on discussing and evaluating the results achieved in the first quarter of 2025 and raised difficulties and obstacles in the implementation of policy credit programs such as: some lending programs have reduced outstanding loans; the Central Bank for Social Policies has not yet allocated capital for loans to support residential land, housing, production land, and job conversion according to Decree 28... At the same time, delegates recommended and proposed a number of solutions to effectively carry out tasks in the second quarter of 2025.
Concluding the meeting, the Standing Vice Chairman of the Provincial People's Committee highly appreciated the results achieved in the first 3 months of 2025 by the Board of Directors of the Social Policy Bank at all levels and the entrusted activities of socio-political organizations.
He emphasized: In the coming time, the Board of Directors of the Provincial Bank for Social Policies will continue to improve the quality of policy credit activities; focus on perfecting the members of the Board of Directors of the Provincial Bank for Social Policies; focus on implementing the credit growth plan for 2025; focus on performing well the task of entrusting local budget capital to the Bank for Social Policies.
He also requested that the entrusted socio-political organizations continue to direct the grassroots level to improve their responsibilities and effectively implement social policy credit; coordinate with local Party committees and authorities, and the VBSP to continue to consolidate and improve the quality of savings and loan groups. The provincial branch of the VBSP advises the Board of Directors of the provincial VBSP to manage the activities of district-level transaction offices and socio-political organizations when merging administrative units, and at the same time, perform well the inspection and supervision of the handover of savings and loan groups, manage records and books, etc.
