The draft resolution consists of 5 chapters and 24 articles; regulating the authority to establish; the order and procedures for establishment; organization, operation, management measures and preferential policies for cultural industry centers (CNVH).
According to the draft resolution, a cultural and information technology center is defined as “an area with a defined geographical boundary, specializing in cultural and information technology activities”. These centers can be established according to organizational models including enterprises, public service units or cooperatives.

Regarding the principles of establishment, the draft resolution stipulates that the establishment of a cultural and information center must ensure harmony between protection and development, promoting the potential, strengths, and traditional cultural values that bear the identity of the capital.
The planning of cultural and industrial centers in the Red River delta, the Red River delta and other areas with advantages in cultural space location must be consistent with the Capital's planning, the Capital's general planning, the dike planning and other relevant planning.
Along with that, the cultural technology center must combine traditional cultural elements and modern technology to create unique products in line with the trend of international integration, absorb the quintessence of human culture, contribute to fostering and developing the cultural value system of Thang Long - Hanoi , build elegant and civilized Hanoians, Hanoi becomes a "Creative City", promote and enhance the position and image of the Capital, Vietnam to the region and the world; create an environment for artists and creators to express innovative ideas, create and develop cultural products; promote the application of technology in the production and distribution of cultural products.
Combine state and private resources to invest in and develop infrastructure, services and cultural products; harmoniously combine state interests and the legitimate rights and interests of enterprises, organizations and individuals.
The draft resolution stipulates a number of preferential policies to support the development of the cultural industry center, such as the city will prioritize planning and land allocation; prioritize investment in building cultural industry infrastructure; mobilize resources to implement cultural industry development projects to assign or lease to cultural industry centers; prioritize consideration of converting the functions of public property works into new cultural creative spaces to develop cultural industry centers.
Cultural industry centers, organizations and individuals producing and doing business in cultural industry centers enjoy preferential policies for new investment projects in cultural industry sectors as prescribed in Point a, Clause 1, Clause 2, Article 43 of the Law on the Capital.
In addition, the Center for Cultural and Industrial Development is considered for exemption or reduction of land rent according to the provisions of law on policies to encourage socialization.
To attract investors, the draft resolution also stipulates that the cultural industry center, organizations and individuals producing and doing business in the cultural industry center will receive support from the state budget at all levels of the city for loan interest rates to invest in production and business; support for training and fostering high-quality human resources in the cultural industry; support for participation in investment, trade and tourism promotion programs of the city.
Support creative startups through funding programs and business incubators; link cultural industries with each other, between cultural industries and businesses, research institutes, universities, domestic and international associations and professional associations to participate in cultural industry development activities; support the organization of international seminars, conferences, exhibitions, events such as music festivals, art fairs, book fairs, etc. to promote art and culture.
Support, provide incentives and encourage people and businesses to implement public-private partnership mechanisms in developing cultural industries; encourage the establishment, formation and development of investment funds, support funds and award funds in the form of public-private partnership.
The draft is being consulted with organizations and individuals to complete and submit to the Hanoi People's Council for consideration and approval at next month's session.
