Reporting at the Congress, Secretary of the Thematic Committee Party Cell Nguyen Quang Vu said that during the 2022-2025 term, the work of studying, thoroughly grasping and propagating the Party's resolutions, directives and regulations; protecting the Party's ideological foundation, fighting against erroneous and hostile views... has always been given special attention by the Party Committee and the Thematic Committee Party Cell. The Party Cell maintains and promotes the tradition of solidarity, purity and strength; 100% of Party members in the Party Cell are qualified and have fulfilled their tasks well. During the term, the Party Cell admitted 1 new Party member; organized 8 thematic activities, including one Party Cell activity to return to the source.

Regarding the leadership in implementing political tasks from the beginning of the term, based on the actual situation and assigned political tasks, the Party Cell has developed an annual work program, at the same time, there is coordination and unity in the leadership of the Board. During the last term, the Party Cell has led the Board to successfully complete its political tasks, without any mistakes or negligence in the work of information and propaganda on the Party's guidelines and policies, and the State's policies and laws.

In the context of streamlining and merging, affecting policy communication activities, the Party Cell has directed to shift to strengthening the organization and coordination of participating in online seminars, exchanges, and Talkshows on issues of law amendment, issues of supervising the implementation of legal policies and major policies of the Party, achieving results in both political and economic aspects of journalism.

Regarding the direction and tasks for the 2025-2027 term, the Party Cell of the Specialized Department agreed to: build a clean and strong Party Cell; build a collective unit to excellently complete assigned tasks. Create a friendly, democratic and united working environment. Continue to closely follow the directions of the Party Committee and the leaders of the Newspaper to lead and direct the implementation of political and ideological tasks for cadres, party members and the masses in the unit. At the same time, create conditions for party members and reporters to fully participate in training classes to thoroughly grasp the Party's new policies and documents; cultivate and improve knowledge of law, science and technology, professional skills, teamwork skills... to best serve the common task. Timely grasp the aspirations of party members, cadres, civil servants and workers in order to promptly resolve and shape public opinion or reflect to superiors for resolution. Continue to pay attention to and organize specialized activities associated with professional work to improve knowledge and skills for party members...

Speaking at the Congress, Party Secretary and Editor-in-Chief of the People's Representative Newspaper Pham Thi Thanh Huyen emphasized that the Topics Department Party Cell is one of the Party Cells that plays a special role in orienting the content strategy and developing the press economy of the People's Representative Newspaper.

In the context of renewing the growth model, building a rule-of-law state and promoting comprehensive digital transformation, the role of the press, especially parliamentary press, is increasingly emphasized. With the characteristics of both creating in-depth content and being a pioneer in journalism economics, the Specialized Committee has been striving to operate in accordance with this spirit.

During the last term, the Party Cell has clearly demonstrated its role as a political nucleus, maintained its mettle, innovative thinking, and produced many valuable articles on policy. At the same time, it has successfully implemented the media cooperation model, developed revenue sources appropriate to the nature of political journalism, and ensured the correct principles and purposes.

The Party Secretary and Editor-in-Chief of the People's Representative Newspaper suggested that in the 2025-2027 term, the Party Cell of the Special Topics Department should focus on strongly innovating thematic content thinking, building in-depth and strategic series of articles, contributing to creating public opinion on policies in the fields of economics, public investment, digital transformation, public administration, etc. through seminars. At the same time, develop a diverse and sustainable press economic model, focusing on linking content with media products, expanding cooperation in ordering, promoting policies and enhancing the capacity to operate media products according to the value chain.

The Party Secretary and Editor-in-Chief of the People's Representative Newspaper hopes that the Party Cell of the Specialized Section needs to truly be the "locomotive" for innovation in content, operating model and modern journalism, contributing to making the People's Representative Newspaper a specialized political-parliamentary newspaper, rich in suggestions and policy proposals.
