According to the report at the conference, after a preliminary review, there are about 223,146 households of meritorious people, poor households, and near-poor households living in temporary houses, dilapidated houses, unsafe houses, or without housing that need support.
By the end of March 6, 2025, the whole country had supported the elimination of 121,638/223,146 temporary and dilapidated houses, reaching 54.5% (of which, 65,564 houses were inaugurated and 56,074 houses were newly constructed). Specifically: housing support for people with revolutionary contributions is 10,338 houses (5,131 houses were inaugurated, 5,207 houses were newly constructed); housing support under the 2 National Target Programs is 57,664 houses (31,596 houses were inaugurated, 26,068 houses were newly constructed); housing support under the Program to eliminate temporary and dilapidated houses is 53,636 houses (28,837 houses were inaugurated, 24,799 houses were newly constructed).
To date, 7 localities have completed the elimination of temporary and dilapidated houses, including: Hanoi , Ho Chi Minh City, Hai Phong, Quang Ninh, Vung Tau, Vinh Phuc, Bac Ninh. In addition, 10 localities have achieved high results in eliminating temporary and dilapidated houses (excluding housing support for people with meritorious services and housing under the 2 National Target Programs), including: Nghe An, Soc Trang, Ha Giang, Lao Cai, Dong Thap, Ca Mau, Bac Giang, Phu Tho, Gia Lai, Kien Giang.
Binh Dinh is considered one of the localities with many good practices in implementing the Program to eliminate temporary and dilapidated houses.
Identifying the support for eliminating temporary and dilapidated houses for poor households, near-poor households, and households with meritorious services to the revolution as one of the important and urgent political tasks, Binh Dinh province has established Steering Committees at all levels, thereby assigning members of the provincial Steering Committee to be in charge of each locality, and at the district level, assigning the task to the district-level Secretary to be responsible for the entire implementation process in the locality. Districts, towns, and cities urgently, actively, and speed up the implementation progress of support for eliminating temporary and dilapidated houses according to the direction of the province; basically achieving and exceeding the proposed phased plan.
By March 7, 2025, the province had supported the elimination of temporary and dilapidated houses for 2,405 households (1,301 households were supported to build new houses, 1,104 households were supported to repair houses), reaching 52.7% of the plan. Of which, 837 houses were completed and put into use. The total disbursed budget was over 36.8 billion VND.
Districts, towns and cities in the province are determined to start and complete the elimination of temporary and dilapidated houses in April 2025 and complete and hand over houses to beneficiaries in May 2025.
At the conference, lessons learned in implementing the Program to eliminate temporary and dilapidated houses were pointed out as follows: In localities where the Head of the Steering Committee, the head of the Party Committee and the government pay attention and give strong direction, and in localities with high determination and great efforts, the results of eliminating temporary and dilapidated houses are very high, the results of mobilizing resources and forces to support people in eliminating temporary and dilapidated houses are very favorable, and it is completely possible to complete the target earlier than planned. Along with that, localities that do a good job of propaganda, mobilization and persuasion will receive consensus, response and active participation from the entire political system, and the willingness of people to contribute their efforts, money and efforts in implementing the elimination of temporary and dilapidated houses in the area. If the Steering Committee Heads at all levels at the local level have clear division of labor, decentralization, and assignment of tasks, there will be initiative, creativity, and flexibility in implementation, with high results in eliminating temporary and dilapidated houses, and no difficulties or problems arising during the implementation process.

Concluding the meeting, Prime Minister Pham Minh Chinh - Head of the Steering Committee emphasized that the elimination of temporary and dilapidated houses nationwide is a program of profound human significance of our Party and State; showing gratitude and repaying the kindness of those who have contributed to the country; demonstrating the spirit of great national unity, "mutual love and affection", "national love and compatriotism"; is a responsibility to the people, especially the disadvantaged, the disadvantaged, the remote and isolated areas... "The Party has directed, the Government has agreed, the National Assembly has agreed, the people support, the disadvantaged hope; only discuss action, not retreat", the Prime Minister affirmed.
The Prime Minister acknowledged, highly appreciated and commended the ministries, agencies, localities and sponsoring units for proactively and actively implementing the proposed tasks and solutions, contributing to the very positive initial results of the program. The Prime Minister sincerely thanked the Vietnam Fatherland Front, socio-political organizations, mass organizations, agencies in the political system, the business community and people nationwide for their active response and important contributions to the overall results of the program.
In the coming time, Prime Minister Pham Minh Chinh requested to continue to thoroughly grasp and seriously and effectively implement the policies of the Party and State, and direct the Prime Minister's Conclusion to complete the goal of eliminating temporary and dilapidated houses nationwide in 2025 with the motto of 5 clear (clear people, clear work, clear results, clear progress, clear responsibilities), must have high determination, great efforts, said must be done, committed must be implemented and only discussed, not discussed back, localities proactively implement and take primary responsibility for the results of eliminating temporary and dilapidated houses in the locality.
Localities focus on directing the review and complete statistics of poor and near-poor households in need of eliminating temporary and dilapidated houses. The Secretary of the Provincial Party Committee, the City Party Committee, and the Chairman of the People's Committee of the province and centrally-run city resolutely direct to strive to basically complete the goal of eliminating temporary and dilapidated houses in their localities by October 31, 2025, in order to practically welcome the Provincial/City Party Congress towards the 14th National Party Congress.
Prime Minister Pham Minh Chinh also requested to strengthen inspection and supervision, promptly grasp difficulties and obstacles in localities to remove them, popularize, commend and reward good practices and typical examples in supporting the elimination of temporary and dilapidated houses; at the same time, strictly criticize and even handle groups and individuals who are not active, hindering and affecting the program.
Ministries, agencies, units, organizations and individuals receiving support from localities must urgently transfer funds to the focal point and receiving account number of the provincial Fatherland Front agency so that localities have resources to implement.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, and press agencies build special pages and columns to report daily and weekly on the results of eliminating temporary and dilapidated houses to strongly spread the movement, create a vibrant competitive atmosphere throughout the country, and mobilize the synchronous and drastic participation of the entire political system, businesses, and people to successfully achieve the goal of eliminating temporary and dilapidated houses nationwide by the end of 2025./.
