On the afternoon of March 12, the Steering Committee for the Project to build and develop "Hoa Lu City" (the name proposed to be submitted to the competent authority for decision when merging Ninh Binh City and Hoa Lu District) held its first meeting. Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee chaired the meeting.
Also attending were Deputy Heads of the Steering Committee: Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Hoang Ha, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Cao Son, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and members of the Steering Committee.
Discussing at the conference, delegates focused on giving opinions on the Plan to implement the Project to build and develop "Hoa Lu City".
Accordingly, deploying the implementation of the Project aims to concretize the implementation of Resolution No. 16, dated August 23, 2023 of the Provincial Party Committee on the arrangement of district and commune-level administrative units in Ninh Binh province for the period 2023-2025. The construction and development of "Hoa Lu City" on the basis of merging Hoa Lu district and Ninh Binh city into a new city administrative unit (expected to be named Hoa Lu city) with the orientation of the nature of "Millennium Heritage City", at the same time proposing that competent authorities recognize "Hoa Lu City" as a type I urban area under Ninh Binh province; has the position of a regional and national tourism center, with global value; is a political - administrative, cultural, economic, educational - training, scientific - technological, high-quality service center, international cooperation hub of Ninh Binh province...
The delegates also agreed on the objectives of the Project, which are: Closely following the direction of the Central and the province, continuing to lead and direct the successful implementation of the objectives set out in the Resolution of the Ninh Binh City Party Congress and the Hoa Lu District Party Congress for the 2020-2025 term, creating the foundation and premise for building and developing "Hoa Lu city" in the direction of "Millennium Heritage City".
Renewing thinking, arousing aspirations to develop Hoa Lu city as a unique "Millennium Heritage City", typical of the Asia - Pacific region, a development model based on the close and harmonious combination of heritage restoration and conservation and economic growth, aiming at the criteria of social development and people's happiness.
Implement well the work of planning and planning management, especially urban planning; manage planning, architecture, urban, invest in completing synchronous, modern and smart infrastructure, meeting the criteria of a type I urban area under the province; ensure harmony between architecture and nature associated with preserving and promoting the value of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex.
Strengthening local defense and military work, maintaining political security, social order and safety; doing a good job of receiving citizens, resolving complaints and denunciations, especially those related to land and site clearance, environmental protection, and resolving issues arising at the grassroots level. Promoting patriotic emulation movements; closely coordinating with departments, branches, sectors, the Fatherland Front, and socio-political organizations of the province in implementing local political tasks.
In addition, delegates also discussed, clarified and agreed on the contents, work proposals, deadlines, progress of completion and responsibilities, and coordination of relevant agencies, organizations, units and localities in implementing the Project.
Concluding the conference, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee acknowledged the opinions and proposals of the delegates. Emphasizing the important role of the Steering Committee and the requirements of the Project development, the Chairman of the Provincial People's Committee stated: the Project development is a step ahead to prepare for the construction and development of "Hoa Lu City" in the direction of "Millennium Heritage City", meeting the criteria of a type I urban area under the province.
Regarding the tasks in the coming time, he assigned Ninh Binh city to preside over and coordinate with Hoa Lu district to immediately develop an urban classification project; assigned Ninh Binh city to preside over the development project of "Hoa Lu City", on that basis, allocate resources, organize implementation, ensure the criteria of a type II urban area, towards building a type I urban area.
It is recommended that departments and branches, based on their functions and tasks, are responsible for reviewing and guiding the implementation of their own criteria in the Urban Classification Criteria Set, and on that basis send them to the Department of Construction and the City People's Committee for synthesis, review and development of the Project.
The Chairman of the Provincial People's Committee also requested departments, branches, Ninh Binh City People's Committee, Hoa Lu District People's Committee and related units to coordinate to implement the Project to achieve quality, ensure the set plan; unleash the potentials and resources of the whole society to build and develop "Hoa Lu City" in the direction of "Millennium Heritage City", becoming a type I city under Ninh Binh province.
