Provincial Judicial Reform Steering Committee deploys tasks for 2024

This afternoon, January 16th, Mr. Nguyen Dang Quang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Steering Committee for Judicial Reform, chaired a meeting to implement judicial reform tasks for 2024. Mr. Nguyen Chien Thang, Standing Vice Chairman of the Provincial People's Council, and Ms. Ly Kieu Van, Head of the Provincial Party Committee's Internal Affairs Department, also attended.

In 2023, the Provincial Steering Committee for Judicial Reform led and directed judicial and auxiliary judicial agencies to effectively implement the contents and requirements of judicial reform in accordance with the central government's directives and orientations. Party committees and authorities at all levels paid attention to leading and directing judicial reform activities in a comprehensive and synchronized manner, and continued to achieve positive results.

The judicial process ensures that the right person is charged with the right crime, in accordance with the law; the quality of argumentation at trials is constantly improving. Judicial agencies have closely coordinated in investigation, prosecution, trial, and execution of judgments.

The work of disseminating legal knowledge and providing legal support has seen positive changes, with many legal awareness and legal assistance activities being implemented effectively. The team of officials, civil servants, and judicial positions has been gradually strengthened, consolidated, and their operational capacity and effectiveness improved.

Regarding the 2024 work program, the Provincial Steering Committee for Judicial Reform will advise the Provincial Party Standing Committee to direct Party committees, Party organizations, agencies, and units to continue to thoroughly understand and effectively implement the viewpoints and policies of the central and provincial authorities on judicial reform.

The focus is on implementing Resolution No. 27-NQ/TW dated November 9, 2022, of the 13th Central Committee of the Communist Party of Vietnam on continuing to build and perfect the socialist rule of law state of Vietnam in the new period.

Provincial judicial agencies, depending on their functions and duties, will continue to strengthen and improve their organization and structure; effectively implement planning, training, and recruitment of personnel, and provide professional development to enhance their expertise and skills.

Based on the functions and tasks of the sector and the assigned targets, judicial agencies shall issue the 2024 work program and plan for judicial reform to implement; strengthen coordination in investigation, prosecution, trial, execution of judgments, and timely handling and resolution of serious and complex cases, cases affecting political security, and cases involving large numbers of complainants and protracted disputes.

Concluding the meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, instructed the Provincial Party Committee's Internal Affairs Department to incorporate the opinions expressed at the meeting into the draft work program for judicial reform in 2024, in order to advise the Steering Committee on finalizing and issuing the program. He also requested that the provincial judicial agencies coordinate more closely to effectively implement judicial reform in 2024.

At the same time, emphasis should be placed on legal education for the people to minimize law violations. In particular, drug-related crimes are currently a serious problem in the province, and it is noteworthy that many of the perpetrators are very young. Therefore, it is necessary to investigate the causes and collect data to implement timely educational and preventative measures to minimize negative consequences for families and society.

For drug offenders, after serving their prison sentences and returning to their localities, there is a need for plans to help and support their reintegration into the community and create livelihoods to prevent them from re-offending. We propose that central agencies continue to pay attention to, allocate funding for, and provide investment and support in terms of infrastructure and technology to the provincial judicial agencies to ensure they can effectively fulfill their assigned tasks.
