National Steering Committee 389 held a national meeting on work in the first quarter of 2025

In the first quarter of 2025, the world and regional political and economic situation has many unpredictable fluctuations. Domestically, although the prices of some commodities such as gasoline, oil, and gold in the domestic market fluctuate erratically, in general, the country's economy continues to recover and develop positively. The volume of exported and imported goods, passengers, means of transport exiting, entering, and transiting through border gates continues to increase; the supply of food, foodstuffs, and essential goods serving people's lives is diverse and stable. Activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud, and counterfeit goods across borders, land border gates, trails, border openings, sea borders, seaports, sea areas, and key inland areas are not too complicated, and no hot spots have arisen.

However, during the quarter, illegal transportation of prohibited goods such as drugs, firecrackers, foreign cigarettes, smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods such as gasoline, oil, gold, alcohol, beer, sugar, cosmetics, functional foods, clothes, food, frozen goods, household goods, essential goods emerged, especially during the Lunar New Year 2025.

According to statistics from the National Steering Committee 389, in the first quarter of 2025, units and localities arrested and handled 30,651 violations (down 0.77% over the same period). Of which, the authorities detected and arrested 6,754 cases of trading and transporting prohibited and smuggled goods (up 74.51% over the same period); 22,774 cases of trade fraud and tax fraud (down 11.06% over the same period); 1,113 cases of counterfeit goods and intellectual property violations (down 20.90% over the same period); collected more than VND 4,616.7 billion for the state budget (up 59.45% over the same period); prosecuted 1,328 cases (up 18.36% over the same period), 2,046 subjects (up 21.35% over the same period).

In Quang Ninh, in the first quarter of 2025, the Provincial Steering Committee 389 arrested and handled 752 cases of smuggling, trade fraud, and counterfeit goods, with the value of infringing goods reaching VND 7.8 billion, an increase of 3.44% in the number of cases and a decrease of 22.3% in value compared to the same period in 2024.

Comrade Cao Tuong Huy, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389; and representatives of the Provincial Steering Committee 389 members attended at the Quang Ninh bridge point.

At the conference, delegates discussed, analyzed and clarified the methods and tricks of trading in counterfeit, fake, poor quality goods, goods violating intellectual property rights; the situation of smuggling, buying and selling, and transporting prohibited goods on roads, sea routes and border gates and border areas. At the same time, delegates also proposed and recommended solutions to improve the effectiveness of the fight against and prevention of illegal buying and selling of invoices, trading in counterfeit, fake, poor quality goods, etc.

Speaking at the conference, Mr. Bui Thanh Son, Deputy Prime Minister, Head of the National Steering Committee 389, acknowledged and highly appreciated the activeness of the Steering Committee 389 of ministries, branches and localities in the fight against smuggling, trade fraud and counterfeit goods in the first quarter of 2025. In the coming time, the Deputy Prime Minister requested the Steering Committee 389 of ministries, branches and localities to closely follow the directions and key tasks in the fight against smuggling, trade fraud and counterfeit goods in 2025 of the National Steering Committee 389, to develop programs, plans and solutions to fight against smuggling, trade fraud and counterfeit goods in accordance with the practical situation of localities and units; promote information and propaganda work on fighting against smuggling, trade fraud and counterfeit goods; focus on training and improving professional qualifications for market management forces. He requested the Standing Office of the National Steering Committee 389 to continue to inspect, urge and guide the Steering Committees 389 of ministries, branches and localities to seriously and effectively implement the directives of the Government, the Prime Minister and the National Steering Committee 389 on the prevention and combat of smuggling, trade fraud and counterfeit goods.
