1. The Party Central Committee considers and gives opinions on the wishes to resign from positions, retire from work and retire of comrade Tran Tuan Anh, Politburo member, member of the 13th Party Central Committee, Head of the Central Economic Commission and comrade Phan Viet Cuong, member of the 13th Party Central Committee, Secretary of the Quang Nam Provincial Party Committee.
Comrade Tran Tuan Anh is a senior official of the Party and State, who has received basic training and was trusted by the Party Central Committee and the Politburo to hold a number of important leadership positions. As Secretary of the Party Committee and Minister of Industry and Trade for the 2016-2021 term, he has made great efforts in directing and operating the work of the industry and trade sector, achieving important results. However, he bears the political responsibility of the leader when many violations occurred at the Ministry of Industry and Trade, many officials and Party members violated the law, were prosecuted criminally, and were subject to Party and administrative disciplinary action. Fully aware of his responsibility to the Party and the people, he submitted a request to resign from his assigned positions, retire from work and retire.
Comrade Phan Viet Cuong is a senior official of the Party and State, who received basic training, grew up from the grassroots and was trusted by the Party Central Committee and the Politburo to hold a number of leadership positions in the locality. As Secretary of the Quang Nam Provincial Party Committee for the 2015-2020 and 2020-2025 terms, he made great efforts in leadership and direction. However, he bears the political responsibility of a leader when many lower-level Party organizations and Party members violated the law, causing serious consequences, were disciplined, and in some cases were criminally prosecuted. Fully aware of his responsibility to the Party and the people, he submitted a request to resign from his assigned positions, retire from work and retire.
Pursuant to current regulations of the Party and State and considering the wishes of the individual, the Party Central Committee agreed to let comrade Tran Tuan Anh cease to hold the position of Politburo member, member of the 13th Party Central Committee; comrade Phan Viet Cuong cease to hold the position of member of the 13th Party Central Committee.
2. The Party Central Committee considers disciplining comrade Tran Duc Quan, member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee, and comrade Nguyen Nhan Chien, former member of the Party Central Committee, former Secretary of the Bac Ninh Provincial Party Committee, for the following violations: Comrades Tran Duc Quan and Nguyen Nhan Chien have degraded in political ideology, morality, and lifestyle; are negative; violate Party regulations and State laws in performing assigned duties and tasks, regulations on what Party members are not allowed to do, and exemplary responsibilities. The violations of the two comrades have caused very serious consequences, causing public outrage, and have had a very negative impact on the reputation of the Party organization and local government.
Based on the content, nature, level, and consequences of the violation; based on Party regulations, the Party Central Committee decided to expel comrade Tran Duc Quan and comrade Nguyen Nhan Chien from the Party.
The Party Central Committee assigned the Politburo to direct relevant agencies to implement procedures according to regulations.
