- On the afternoon of April 15, the Provincial Party Executive Committee held a thematic conference to review and give opinions on the plan to arrange and merge commune-level administrative units (AUs) in the area.
Comrades: Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Doan Thi Hau, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the conference.
Attending the conference were representatives of the Central Party building committees, members of the Provincial Party Standing Committee, and members of the Provincial Party Executive Committee.
At the conference, delegates listened to the leaders of the Department of Home Affairs present a draft plan for the arrangement and merger of commune-level administrative units. In particular, the draft plan proposed that the whole province will arrange 194 commune-level administrative units into 65 grassroots-level administrative units (including 4 wards and 61 communes), reducing 66.5% of the total number of commune-level administrative units in the area. The naming of communes after the arrangement ensures flexibility, harmoniously combining the naming of district-level administrative units (before the arrangement) with serial numbers and the naming according to one of the names of commune-level administrative units (before the arrangement) or a new name with historical, traditional and cultural value of the locality.
Discussing at the conference, delegates basically agreed with the proposed plan to arrange administrative units at the commune level. At the same time, they contributed some opinions related to adjusting the arrangement of some villages from one commune to another to facilitate people in going to the commune headquarters to carry out administrative procedures.
After research, delegates unanimously voted to approve the plan to arrange communal-level administrative units presented at the conference.
Concluding the conference, the Provincial Party Secretary requested that districts, cities, agencies and units continue to thoroughly grasp and seriously implement the Central's directives and announce the conclusions at the Provincial Party Executive Committee Conference on the implementation of rearrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model in the province.
District and city Party Committees direct the People's Committees of districts and cities to coordinate in developing detailed projects and send them to the Department of Home Affairs to synthesize and complete the general project of the province. Comrades of the Provincial Party Executive Committee, heads of agencies and units need to do a good job of ideological work for cadres, civil servants, public employees and workers; focus on propaganda work, create consensus and unity in the process of arranging and merging administrative units.
The comrade requested: The Provincial Party Committee's Organizing Committee shall preside over and coordinate with district and city Party Committees and relevant agencies to proactively review the source of district and commune-level cadres to advise on the development of plans for mobilizing, assigning and arranging comrades at the Party Committee level, members of the Party Committee's Standing Committee, secretaries, deputy secretaries, leaders of equivalent departments and offices at the district level, leaders at the commune level and assigning and introducing personnel to hold leadership positions at the new commune level as soon as they are established; ensuring timeliness, without interruption, improving the operational efficiency of the political system at the commune level, and well serving the needs of people and businesses.
He emphasized: The implementation process of not organizing at the district level, arranging and merging administrative units at the commune level must not affect regular work, there must be continuity, continuity, smoothness, ensuring the completion of political tasks, especially the settlement of administrative procedures. District and city Party Committees review all work and tasks related to socio-economic development, projects, and national target programs to adjust the scale, tasks, and specific work for new communes.
Immediately after this conference, the Provincial Party Committee continued to direct specialized agencies to review and develop detailed projects at district and provincial levels and carry out the next steps in accordance with regulations, ensuring the completion of the province's general project to be submitted to the Central Government before May 1.
During the program, delegates were informed of Conclusion No. 133-KL/TW dated March 27, 2025 of the Politburo on solutions to strengthen cooperation and adapt to adjustments in US economic and trade policies.
