Selling even rice paddy land managed by the commune, defrauding people of 1.7 billion VND.

On June 27, the Investigation Police Department of Da Nang City Police served decisions to initiate criminal proceedings, indict the suspect, and temporarily detain Luong Thien Anh Tuan (47 years old, residing in Lien Chieu District, Da Nang City) for the crime of fraud and appropriation of property.

According to the investigation, from August 6, 2019 to January 7, 2020, Tuan provided false information about his ability to "facilitate" the process of obtaining land use right certificates, especially the conversion of land use from rice paddy land and crop land to residential land.

The investigating agency served the indictment decisions to Tuan.

Through this scheme, Tuan defrauded Mr. D.VT and Ms. VTKP (both residing in Da Nang City) into buying 5 plots of land, appropriating a total of 1.7 billion VND.

Specifically, on August 6, 2019, Tuan sold Mr. T. a plot of land measuring 800 ^m² in Hoa Chau commune (Hoa Vang district, Da Nang city) for 880 million VND, while also committing to obtaining a land use right certificate within 6 months at a cost of 400 million VND.

Subsequently, on October 10, 2019, Tuan sold another plot of land measuring 1,200 ^m² in Hoa Tien commune (Hoa Vang district) to Mr. T. for 1.7 billion VND, promising to provide a land use right certificate within 6 months for a fee of 400 million VND.

Also in October 2019, Tuan sold Mr. T. another 1,000 ^m² plot of land in Hoa Tien commune for 1.6 billion VND, also committing to completing the paperwork within 6 months for 400 million VND.

In January 2020, Tuan sold two plots of land, measuring 1,500 ^m² and 1,200 ^m², in Hoa Tien commune for 1.4 billion VND and 1.5 billion VND respectively to Mr. T. and Ms. P.

Similar to the previous plots, Tuan quoted a price of 400 million VND per plot for "processing" the paperwork and changing the land use purpose from rice paddy land and crop land to residential land.

However, Mr. T. and Ms. P. waited a long time but still did not receive their land use rights certificates, so they filed a complaint.

The investigating agency determined that Tuan received a total of 1.7 billion VND from Mr. T. and Ms. P., but in reality, Tuan did not obtain land use right certificates; instead, he used the money for investments and suffered losses.

Regarding their origin, the five plots of land mentioned above are rice paddies, crop land, and wasteland under the management of the Hoa Chau Commune People's Committee and the Hoa Tien Commune People's Committee, and do not meet the conditions for granting land use rights certificates. Currently, the investigating agency is continuing to expand the investigation into the fraud cases committed by Tuan.
