However, at the sidewalk parking lots, there is still a situation of "price gouging", even parking lot staff use fences to block the road, forcing cars into the parking lot to charge high prices.

In recent days, people coming to Tay Ho Palace from Dang Thai Mai Street and Quang An Street have had difficulty accessing the main parking lot of the palace (the project land adjacent to West Lake) which is being charged using "QR" code scanning technology to collect the correct price.

The reason is that the roads leading to the main parking lot of Tay Ho Palace are being blocked by the staff of the parking lot on the sidewalk of Dang Thai Mai Street, not allowing further traffic, requiring drivers to park their vehicles on the sidewalk or roadway.

Therefore, although parking is not allowed, the sidewalks of Dang Thai Mai Street are currently filled with densely parked cars.

After people brought their vehicles to the sidewalk as instructed by the parking attendant, the attendant immediately wrote down the license plate number on this self-printed ticket - which is not in accordance with regulations - and immediately collected cash of 50,000 VND/trip (double the regulated price).

The parking lot staff here even used iron fences to block the road along West Lake through Quang An Street to ask car owners to park their vehicles in the parking lot on the sidewalk of Dang Thai Mai Street. This situation happened in early 2023 and has continued to happen this year.

A representative of the Hanoi Department of Transport said that the Department of Transport has no plan to divert traffic or organize traffic to block the streets around West Lake and on Quang An Street to "force" people to drive cars and motorbikes into Tay Ho Palace as well as park their vehicles on the sidewalk of Dang Thai Mai Street.

At the price-gouging parking lots and the fences used by parking lot staff to block the West Lake promenade and Quang An street, there are information boards posted stating that they are vehicle parking spots, the license number of Tay Ho District People's Committee, the name of the parking company, and at the bottom (circle) is the hotline number from the Ward Chairman to the Chief of Police of Quang An Ward, Tay Ho District... but the situation of price gouging, overcharging for parking fees and blocking traffic still occurs (!?).
