Hanoi's 'Big Challenge'

DNVN - Chairman of the Hanoi People's Committee Tran Sy Thanh stated that achieving high and stable growth is a major challenge facing Hanoi. Hanoi is determined to create a driving force for development that will spread to the Red River Delta region and the entire country.

In his opening remarks at the "City-level scientific workshop on promoting the highest economic growth in 2025 and striving for double-digit growth in the 2026-2030 period," Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that high and stable growth is a major challenge facing Hanoi.

According to the Hanoi Institute for Socio-Economic Development Research, during the period 2015-2024, the capital city's growth rate averaged 6.6% per year, higher than the national average growth rate (5.9% per year). However, this figure is lower than that of the Red River Delta region (7.9%).

Therefore, Hanoi needs to frankly acknowledge the bottlenecks hindering economic development. These include congested urban transportation infrastructure, inadequate regional connectivity, and cumbersome and complex administrative procedures in some areas.

At the same time, the digital transformation process has not yet spread widely to all citizens and businesses; there is still a shortage of high-quality human resources, especially in high-tech industries, artificial intelligence, and modern services.

Hanoi is facing increasing environmental pollution pressure from its rapid urbanization. Energy infrastructure has not kept pace with the needs of industrial development and the green economy...

"Hanoi affirms its highest political determination not only to overcome difficulties but also to turn challenges into opportunities, making Hanoi the leading economic engine of the country," Mr. Thanh said.

Chairman of the Hanoi People's Committee Tran Sy Thanh delivered a speech at the workshop.

According to the Chairman of the Hanoi People's Committee, Hanoi is actively implementing the Law on the Capital City, the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050; and adjusting the General Planning of the Capital City until 2045, with a vision to 2065.

This is a crucial institutional foundation for development, creating new development spaces and resources, paving the way for groundbreaking transformations. Through this, it contributes to realizing the aspiration of making Hanoi a leading economic, cultural, and scientific and technological center in the region.

To achieve the highest growth target in 2025 and strive for double-digit growth in the following period, Hanoi cannot rely solely on traditional drivers such as public investment, exports, and domestic consumption.

"We need to fully exploit new breakthrough drivers, seize the golden opportunities that the era is offering to accelerate and break through to the finish line. At the same time, it is the time to prepare a solid foundation to be ready to enter a new era."

"As the second-largest economic center in the country, Hanoi is not only striving to achieve growth exceeding the national average but is also determined to create a driving force for development in the Red River Delta region and the entire country," Mr. Thanh emphasized.

At the workshop, some opinions suggested that Hanoi needs to focus on improving the efficiency of attracted investment capital, especially public investment. Continued attention should be paid to investment and improving efficiency in the service sector.

At the same time, it is necessary to review the service sectors to fully utilize the available potential opportunities, thereby accelerating the service sector and promoting digital transformation in businesses.
