Today, in the atmosphere of the historic April days, the whole country is actively promoting activities towards the 70th anniversary of the historic Dien Bien Phu Victory "Resounding throughout the five continents, shaking the world" ; in the space of the special national relic site of Van Mieu - Quoc Tu Giam, a symbol of wisdom, the tradition of learning and respect for talents to bring prosperity to the country; where our ancestors engraved 82 doctoral steles, including the immortal sentence: " Talents are the vital energy of the nation, when the vital energy is strong, the country is strong and prosperous, when the vital energy is weak, the country is weak and lowly" , I am very happy and excited to attend the opening ceremony of the 3rd Vietnam Book and Reading Culture Day, 2024.

Books are the treasure trove of human knowledge, the teachers who provide us with an endless source of knowledge, nurture our souls and character, teach us how to live, how to be human, and strive for noble humanistic values of truth, goodness, and beauty.
The great President Ho Chi Minh is a shining example of reading. At the first National Conference on training and learning in 1950, he pointed out: Where should we learn? “Learn at school, learn from books, learn from each other and learn from the people” .
He also advised : “No matter what job you do, you need to read; New learners need to read to avoid becoming blind again, police officers need to read to grasp the situation. Professionals need to read to improve their skills. Managers and leaders need to read to manage and lead better. Journalists and writers need to read even more.”
In the cause of fighting for independence, national unification, building and defending the Fatherland, innovation and international integration, our Party and State have always paid special attention to the field of culture, including reading culture. On February 24, 2014, the Prime Minister signed Decision No. 284, taking April 21 every year as Vietnam Book Day, and in 2021 changing it to Vietnam Book and Reading Culture Day. The choice of April 21 is associated with the launch of the book "Duong Kach Menh" by President Ho Chi Minh, which has profound cultural significance, aiming to encourage and develop the reading movement in the community.

In recent times, Party committees, authorities, departments, ministries and branches have paid attention to directing the organization and implementation of many practical activities, contributing to promoting the reading movement among the masses. Vietnam Book and Reading Culture Day has been organized extensively, practically and meaningfully with the response and close coordination of central and local agencies along with many rich, diverse and attractive activities; many good models, creative ways of doing things, especially the book street model in Ho Chi Minh City, Hanoi and many localities across the country along with reading promotion programs have created a cultural space that attracts people's attention; creating cultural beauty, promoting reading habits, nurturing love of books. Thereby, raising awareness of the entire political system and all classes of people about the role and importance of books in social life, contributing to building an advanced Vietnamese culture with strong national identity.
Vietnam Book and Reading Culture Day 2024 brings 4 messages: "Good books need readers"; "Precious books for friends"; "Give good books - Buy real books"; "Good books: Eyes read - Ears listen" . Responding to this year's Book Day and Book Fair, many publishers, book distributors, and book technology companies have actively participated, bringing a new vitality to spreading reading culture and encouraging reading habits. The series of activities and events to celebrate the 3rd Vietnam Book and Reading Culture Day held today and in the coming days in Hanoi, as well as across the country, have practically contributed to promoting the beauty of traditional culture, encouraging and developing the reading movement in the community.

To bring books closer to readers, to spread knowledge more and more, to make culture an endogenous strength, a resource and a driving force for national development, as affirmed in the 13th Party Congress Document, on the occasion of Book and Reading Culture Day, I propose that Party committees, authorities, ministries, branches, publishing management agencies, publishers and related units, within the scope of their functions and tasks, together with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism, and the Vietnam Publishing Association, pay attention to implementing the following tasks:
Firstly, continue to thoroughly grasp and promote propaganda and education work, raise awareness in the political system and the whole society about the position, meaning and importance of books and reading culture in acquiring and enriching knowledge, improving knowledge, skills, developing thinking, educating and training human personality. Improve self-awareness in reading. Consider reading as the most effective and practical self-study method, helping us realize the value of codes of conduct and ethical standards, thereby having a more positive outlook and attitude towards life.
Second, focus on investing in and supporting the establishment of institutions and activities to promote reading in the school system, agencies and units from the central to local levels, creating a habit of reading books among all classes of people. Pay attention to discovering and encouraging good models in reading, researching and applying knowledge from books to life. Promote the organization of activities related to books and reading culture in the school system, cultural houses, cultural points, villages, residential communities and grassroots areas.
Third, promote the creation of works, books, and projects of high ideological, scientific, educational, and cultural value, serving the increasingly diverse and rich needs of readers. Encourage the publication of good and valuable books, ensuring diversity and appeal, meeting the needs of the reading public and all classes of people. Promote the role of businesses, attract social resources to invest in developing the publishing industry, promoting books and reading culture.
Fourth, promote digital transformation in publishing, printing and distributing books. Link the development of reading culture with digital transformation to create new values. Focus on developing reading culture in media, newspapers, technology platforms, and social networks. Exploit and use types and methods of electronic publications, compact books, and audiobooks to create a wider and faster spread.
Fifth , expand exchange and cooperation relations, actively participate in international book activities, especially the event "World Book and Copyright Day" (April 23 every year) . Organize international book fairs and participate in book fairs abroad to attract major publishing units in the region and the world. Strengthen activities to introduce and promote Vietnamese works and authors to international friends, so that international friends know about Vietnamese cultural traditions, people and society, thereby contributing to enhancing the image, position and prestige of Vietnam in the region and internationally.

The future of the country belongs to the young generation rich in knowledge, will and aspiration. Reading culture must be an essential need, a need for self-study, self-improvement of knowledge, imbued in each person, each cell of society, so that our souls are constantly enriched with knowledge and noble human values, becoming useful citizens for the country, confident enough to step out into the world.
I hope that the entire publishing industry needs to continue to thoroughly grasp and effectively implement in practice the direction of General Secretary Nguyen Phu Trong in his congratulatory letter on the 70th anniversary of the publishing, printing and distribution industry's tradition (October 10, 1952 - October 10, 2022) . That is: "... The Publishing, Printing and Distribution industry continues to promote the achievements it has made, always firmly maintain its political and ideological orientation, ensure harmony between political tasks and production and business, restore and strongly develop the reading culture; build a team of cadres working in publishing, printing and distributing books with steadfast political will, pure ethics, good expertise and professionalism, meeting the requirements of the period of industrialization, modernization, development and deep international integration, contributing to affirming its position and role as one of the sharp ideological activities of the Party, State and People; is an important part of advanced Vietnamese culture, rich in national identity" .
