Bac Yen - Son La strives for digital transformation.

Bac Yen district has issued a plan for the implementation of digital transformation until 2025, with a vision to 2030. A Steering Committee for Digital Transformation has been established, and the People's Committees of communes and towns have been directed to form community-based digital transformation teams. Mr. Dao Van Nguyen, Chairman of the District People's Committee, stated: The district is focusing on developing digital infrastructure, with telecommunications infrastructure being invested in remote areas. It is deploying shared digital platforms of the province; strengthening information technology management and administrative reform. Communication is being promoted through various forms to help people and businesses recognize the benefits of digital transformation, thereby encouraging their active participation in implementing digital transformation tasks.

To date, 100% of communes and towns in the district have fiber optic broadband infrastructure; 86.9% of villages and hamlets have fixed broadband coverage; 35% of households have fiber optic subscriptions; 60.29% of the population has smartphones; and 43% of the population uses the internet.

To develop digital government, the People's Committee of Bac Yen district directs agencies and units to process documents entirely online, using the VNPT -ioffice document management system; online conferencing system; and the district's administrative procedure resolution software, which is interconnected and synchronized across all three levels from province to district and commune; and connects and shares data with the National Public Service Portal. It also implements paperless E-Cabinet meeting rooms; uses digital signatures in the operations of state agencies; and promotes the digitization of administrative procedure resolution files.

To date, the district has implemented 201 out of 267 complete public services at the district level and 68 out of 126 complete public services at the commune level; the rate of administrative procedures processed online at the district level reached 97.76%, and at the commune level reached 81.78%. 247 online public services of the district have been integrated into the National Public Service Portal; the district's administrative procedure resolution information system is connected to the national database on population managed by the Ministry of Public Security . 109 digital certificates have been deployed, ensuring that 100% of specialized agencies and public service units at the district and commune levels use digital signatures and exchange documents electronically. The rate of digitization of administrative procedures at the district level reached 97.76%, and at the commune level reached 81.78%…

At the recent eighth session of the Bac Yen District People's Council, 21st term, 2021-2026, delegates used tablets, laptops, and smartphones to download documents and vote on resolutions using the E-Cabinet paperless meeting software.

To help people access digital utilities, gradually develop the digital economy and form a digital society, Bac Yen district has established 115 community digital transformation teams with 709 members, actively guiding people to use smart applications to serve their daily lives; encouraging businesses, cooperatives, and production and business households to promote, introduce and sell products on e-commerce platforms and implement electronic invoices.

To date, 100% of small and medium-sized enterprises in the district have applied digital platforms in their internal management, production, and business operations; 100% of businesses pay taxes electronically; 100% of agents and stores distributing goods have cashless POS payment devices; and many businesses place or receive orders through e-commerce applications.

Mr. Mua A Lenh, Director of the Pla Agricultural and Ethnic Culture Preservation Cooperative in Ta Xua commune, said: The cooperative has 17 members, cultivating 5 hectares of mountain taro. The product meets OCOP 3-star standards and is promoted and introduced on the Postmart e-commerce platform and social media sites. Each year, the cooperative sells 20 tons of taro, gradually increasing the income of its members.

Ms. Nguyen Thi Tuyet from Bac Yen town shared: "With just a smartphone, I can easily shop online, pay for orders, electricity and water bills... without using cash. Especially now, I can also register or complete some administrative procedures with simple and quick operations."

However, digital transformation in Bac Yen district is still limited due to its mountainous and fragmented terrain, making it difficult to develop digital infrastructure. While 3G and 4G networks are basically available in most villages in the district, signal quality is poor in some areas, and some residential areas are inaccessible, hindering the deployment of technology applications and the introduction of digital platforms, technologies, and skills to the people.

In the next step, Bac Yen district will continue to focus on investing in digital infrastructure; developing digital skills for people to use online public services and skills in data security and privacy in cyberspace. It will strengthen digital transformation in management and administration, and in handling administrative procedures, increasing the rate of online public services throughout the entire process.
