Prime Minister Pham Minh Chinh signed Decision No. 376/QD-TTg dated May 4, 2024 approving the Planning for the North Central and Central Coastal Regions for the 2021-2030 period, with a vision to 2050, with the goal that by 2050, the North Central and Central Coastal Regions will be a region with rapid and sustainable development, leading the country in marine economy; the infrastructure system will develop synchronously, modernly, greenly, and intelligently; the urban system will be linked into a synchronous network, with typical architecture, rich in identity, green, civilized, modern, intelligent, resilient and adaptable to climate change.
By 2050, the North Central and Central Coast regions will develop at least 02 urban areas and a number of large industrial, service and international cooperation centers, on par with the Asian region in modern coastal economic zones; develop civilized, modern, green rural areas, rich in national cultural identity. The environment will have good quality, a harmonious society; a place where cultural, historical values, marine, island and forest ecosystems are preserved and promoted; the material and spiritual life of the people will reach a high level; national defense, security and sovereignty over seas and islands will be firmly ensured.
Strong development of some industries
To achieve the above objectives, the Plan sets out key tasks and breakthroughs to be implemented during the planning period. Specifically, the Plan promotes economic restructuring of the region in association with growth model innovation towards focusing on developing marine economic sectors; improving productivity and quality based on the application of science and technology, innovation and digital transformation. Strongly develop a number of industries such as semiconductor industry, chip manufacturing; financial services, trade, logistics. Develop science and technology, innovation; form research, training and transfer centers for new technologies such as semiconductor chips, artificial intelligence (AI), clean energy.
Strongly improve the investment and business environment; build specific mechanisms and policies for regional development. Complete infrastructure projects; introduce policies to encourage people to stay at sea; build renewable energy and clean energy projects that bring efficiency in coastal areas with favorable conditions and high potential, associated with promoting tourism development, maximizing the advantages of the region.
Developing economic corridors along the North-South and East-West axes
The North Central and Central Coast focus on developing the Central dynamic region (national dynamic region) as the locomotive leading the development of the region; developing economic corridors along the North-South axis, East-West economic corridors to effectively connect seaports, economic zones, airports, international border gates, major trading hubs, coastal cities, economic centers, and growth poles.

Building a number of large-scale industrial clusters
According to the development orientation, the North Central and Central Coast regions develop industries with high international competitiveness, deeply participating in the global value chain; focusing on developing a number of advantageous fundamental industries, green industries, processing industries, and a number of new industries.
