Bac Son: Speeding up the progress of granting land use right certificates for village cultural houses - Lang Son Newspaper and Radio and Television Station

According to statistics, Bac Son district has 212 cultural houses in 148 villages and residential areas in the area. Since 2019, the District People's Committee has directed specialized departments to coordinate and support the People's Committees of communes and towns to prepare dossiers to request land use right certificates at village cultural houses according to regulations. However, the process of completing the dossiers has encountered many difficulties and obstacles, mainly because some village and residential area cultural houses in the area are not in accordance with the planning and land use plan; people have not agreed on the land use boundary of the project with adjacent land users or households that donate land to build cultural houses have been granted land use right certificates but are currently mortgaged at the bank...

Mr. Hoang Minh Tung, Deputy Head of the District Department of Agriculture and Environment (DARD) said: Implementing the province's directives, the department has advised the District People's Committee to issue Plan No. 35 dated February 2, 2024 on focusing on leadership and direction of the task of "Increasing the rate of granting land use right certificates for village community houses to 54% or more".

Accordingly, the department has assigned specialized staff to guide each commune and town to complete the dossier to request the competent authority to issue the land use right certificate; promptly answer and guide the People's Committees of communes and towns that encounter difficulties in the dossier preparation process; actively coordinate with the Branch of the District Land Registration Office to verify the dossier and submit it to the competent authority to issue the certificate according to regulations.

Mr. Luu Van Hoa, Party Secretary and Chairman of the People's Committee of Van Thuy Commune, said: The commune currently has 371 households with over 1,600 people. The whole commune currently has 4 cultural houses in 4 villages. Since 2023, the Party Committee and the commune government have actively completed the dossier requesting competent authorities to grant land use right certificates for village cultural houses in the area. By the end of 2024, 4/4 village cultural houses in the commune will be granted land use right certificates. Thereby contributing to effective land management in the area, creating favorable conditions for the community in organizing activities.

Similar to Van Thuy, Chieu Vu commune also actively completed the dossier to request the competent authority to issue land use right certificates for the village cultural houses in the area. Up to now, the whole commune has 6/6 village cultural houses granted land use right certificates.

Mr. Duong Van Du, Party Cell Secretary, Head of Binh Thuong Village, Chieu Vu Commune, said: The village has 98 households with 450 people. With the support of the State, in 2021, the village cultural house was newly invested in with an area of ​​about 120m2. In 2024, the Binh Thuong village community was granted a land use right certificate by the competent authority for the land area of ​​the village cultural house.

Not only the above two communes, the completion of dossiers requesting competent authorities to grant land use right certificates for village community houses has been paid attention to and actively implemented by the Party Committees and authorities of communes and towns of the district. As a result, by the end of 2024, the whole district had granted land use right certificates to 128/212 village cultural houses (reaching 60.37%), exceeding the planned target by 6.37%. From the beginning of 2025 to now, the district's professional department has received and processed 1 dossier requesting land allocation for community activities from the community; at the same time, continuing to urge communes to guide communities to prepare dossiers requesting land use right certificates for village and block cultural houses in the area.

Mr. Ta Quoc Vinh, Deputy Director of the Provincial Land Registration Office, said: In recent times, Bac Son district has been active and proactive in issuing land use right certificates to cultural houses in villages and neighborhoods in the area. This is the district that has done the best job in this area in the province in recent times. Thereby contributing to improving the effectiveness of State management related to the land sector in the area.

It is known that in 2024, the People's Committee of Bac Son district approved the technical design - estimate for surveying and adjusting cadastral maps, adjusting land use right certificates for cases of individuals, organizations, and residential communities donating land to build public works in the district. Based on the survey results of the consulting unit, in the coming time, the Department of Agriculture and Environment will continue to coordinate with the People's Committees of communes, towns and land users to carry out administrative procedures on land and advise the District People's Committee to consider and issue land use right certificates to village and residential block cultural houses according to its authority.
