Bac Ninh is ready to work with businesses to remove difficulties and promote development.

On the morning of June 3, the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Bac Ninh province organized the 2023 Business and Cooperative Dialogue Conference with the theme "Ready to work with businesses to overcome difficulties and promote development". The conference was attended by nearly 250 representatives of businesses, cooperatives, and business households in the area.

At the Conference, Standing Vice Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan affirmed that the Business and Cooperative Dialogue Conference is an annual conference, an opportunity to listen to the candid voices of businesses, cooperatives and business households so that provincial authorities at all levels can recognize the practical issues that are arising, remove bottlenecks, improve the effectiveness of local governance, improve the investment and business environment, and accompany development.

Regarding the socio -economic situation of the province, Standing Vice Chairman of the Provincial People's Committee Vuong Quoc Tuan said that entering the implementation of the 2023 tasks, along with the whole country, Bac Ninh faced many difficulties and challenges.

The global and domestic economic situation has significantly affected the production, business and import-export activities of enterprises. The province's gross regional domestic product (GRDP) in the first 6 months of 2023 grew negatively; the industrial production index decreased by 19%, and import-export turnover decreased by 23.7% compared to the same period in 2022.

Since the beginning of 2023, the whole province has had 127 enterprises voluntarily dissolved (up 7.63% over the same period in 2022) and 202 affiliated units (up 85.32% over the same period in 2022), 995 enterprises (up 26.27% over the same period in 2022) registered to temporarily suspend operations due to many difficulties.

The 2023 Dialogue Conference with Enterprises, Cooperatives, and Business Households demonstrates the receptiveness, willingness to listen to suggestions, recommendations, and share thoughts and aspirations from the business community, cooperatives, and business households so that the province can make timely decisions, issue support mechanisms and policies, and innovative and reform solutions suitable to reality, towards building a creative, development-oriented and service-oriented government.

At the same time, the Standing Vice Chairman of the Provincial People's Committee requested that leaders of departments, branches, sectors and units, after receiving recommendations and proposals from enterprises and cooperatives, should respond directly to the issue, briefly, easily understood, focused and key. For recommendations that cannot be answered immediately at the Conference, the Provincial People's Committee directed the units to respond in writing and resolve them thoroughly.

At the conference, representatives of enterprises, cooperatives, and business households had dialogues with leaders of Bac Ninh province, departments, branches, and localities in the fields of investment; land, environment; planning, construction; labor, health; security, and safety.

Mr. Nguyen Nhan Phuong, Chairman of the Association of Small and Medium Enterprises of Bac Ninh province, said: Currently, the price of input materials is high, enterprises are implementing projects at a loss, so he proposed that the Provincial People's Committee have regulations on price compensation and announce appropriate prices to create favorable conditions for enterprises; when enterprises complete projects and works that have been accepted, they are requested to be paid promptly.

In addition, the Provincial Association of Small and Medium Enterprises proposed that the Provincial People's Committee direct investors to quickly clear land for planned industrial clusters to create favorable conditions for enterprises to rent land to develop production and business; Banks support and reduce loan interest rates for enterprises in the area according to the direction of the Prime Minister, creating flexible conditions for procedures for enterprises to borrow capital to stabilize and develop production and business...

Mr. Nguyen Van Hiep, Director of the Cooperative for Safe Vegetable, Root and Fruit Production in Lien Ap Village, Tien Du District, said that the current production scale of the cooperative is 20 hectares, and is expected to continue to increase to more than 30 hectares. Currently, the cooperative and its members borrow capital for production for a term of 2 years.

However, this period is not enough to effectively use capital. In order to create favorable conditions for the cooperative and its members to stabilize production and expand scale, the cooperative recommends that the authorities of Bac Ninh province extend the loan period to 5 years, increase the loan limit with preferential interest rates; have appropriate solutions and mechanisms for land use to build cooperative headquarters, product processing areas, cold storage, and product storage warehouses.

Secretary of Bac Ninh Provincial Party Committee Nguyen Anh Tuan delivered a concluding speech at the Conference.

Concluding the Conference, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan emphasized that through listening to the opinions and recommendations of businesses, the province sees more clearly the difficulties that the business community, cooperatives and business households face.

Affirming that the leaders of Bac Ninh province always consider the difficulties of enterprises and the general difficulties of the province to be necessary to solve, the Provincial Party Secretary requested the Department of Information and Communications to preside over and coordinate with the Institute for Socio-Economic Development Research and the Provincial Department of Planning and Investment to propagate and publicize the software for receiving and reflecting recommendations of enterprises, monthly synthesizing the results and resolving the recommendations; the Party Committee's Executive Committee studies and reviews the working regulations, implements administrative reforms to properly and fully implement the contents of commitments to enterprises in the spirit of "telling the truth, doing the truth and bringing about real results".

Along with that, it is necessary to continue to improve the endogenous capacity of enterprises; Business associations need to pay attention to connecting the value chains of domestic enterprises and FDI enterprises...

With the motto "Government understands, accompanies, creates breakthroughs", at the conference, Bac Ninh province announced the Decision and launched 5 expert groups to overcome difficulties including: Planning - Construction Group; Land - Environment Group; Investment Group; Labor Group and Security and Safety Group; operating with the motto "Government understands, accompanies, creates breakthroughs".
