On January 4, in Hung Yen province, the Standing Committee of the Steering Committee for the investment project to build Ring Road 4 - Hanoi Capital Region held a meeting to urge the project implementation status.

The investment project to build Ring Road 4 - Hanoi Capital Region has a total investment of 85,813 billion VND, implemented into 7 component projects, of which Bac Ninh province has 2 component projects 1.3 and 2.3 passing through.

The project is invested in building a highway system under the public-private partnership model.

Currently, the land handover has reached 93.92% of the entire project (Hanoi city reached 96.54%, Hung Yen province reached 85%, Bac Ninh province reached 93.87%); grave relocation reached 74.18%. For the group of component projects implementing investment in parallel road construction, the localities are actively organizing construction.

Speaking at the conference, Chairman of Bac Ninh Provincial People's Committee Nguyen Huong Giang affirmed that the province is very determined and resolute in directing and urging the implementation of the project and achieving positive results.

For component project 1.3, 93.87% of the land area has been recovered, 1,731 graves have been relocated, reaching 61.87%; construction has been organized in 2/12 resettlement areas.

Currently, Bac Ninh is focusing on directing the relocation of graves, striving to complete before Tet. For component project 2.3, construction is being urged in a spirit of urgency, divided into 4 construction teams, to be deployed simultaneously in 2024.

However, Bac Ninh is facing difficulties in determining residential land prices (authorized to the district level), so it has not been really cleared; some land areas overlap with the planning boundary of Thuan Thanh I Industrial Park's service road; the volume of construction materials for construction is very large, the transportation distance is long, so it is difficult to take the initiative in the volume and transportation costs.

Secretary of the Bac Ninh Provincial Party Committee, Deputy Head of the Steering Committee Nguyen Anh Tuan, requested that the investor, the local traffic project management board, take the lead and coordinate to guide contractors in accessing construction materials.

Regarding site clearance, Bac Ninh strives to complete the relocation of graves before Tet; for the land area sold without authority, it will make maximum use of support and compensation mechanisms and policies for the people.

In February, package 2 will be constructed and the remaining package of component project 2.3 will be constructed by the end of the first quarter.

Bac Ninh Secretary Nguyen Anh Tuan also proposed that central ministries and branches facilitate procedures in separating public investment, creating openness to speed up the progress of the entire project.

Speaking with VietNamNet, Chairman of Hung Yen Provincial People's Committee Tran Quoc Van said that the implementation of the Ring Road 4 - Hanoi Capital Region project is an important strategic task of the region.

"On the side of Hung Yen province, the locality mobilizes relevant sectors and units to focus efforts to coordinate with relevant localities to speed up the project progress as quickly as possible and complete the set schedule," Mr. Van emphasized.
