Bac Giang: From April 15, many policies to support the protection and development of rice-growing land come into effect.

Subjects of application under this Resolution are those who are allocated land or leased land by the State for non-agricultural purposes from land dedicated to rice cultivation; state agencies, users of rice cultivation land and other subjects related to the management and use of rice cultivation land in Bac Giang province.

The principle of support and funding arrangement is based on the proposal of provincial units to implement the prescribed contents, but not exceeding 50% of the total funding source for rice land. The remaining funding is allocated to the district budget to implement the prescribed contents.

The scope of support is rice growing planning areas; conversion of crop and livestock structure on rice growing land; agricultural and rural infrastructure works in Bac Giang province.

Regarding the support level, the Resolution stipulates 100% funding support when implementing (01) project or model using legal rice varieties, applying production processes, technical advances, and technologies recognized by competent state agencies, and building demonstration models (applicable to all localities) but not exceeding 500 million VND/project or model.

Support funding for agricultural extension activities, organize training and coaching, and support funding for production linkage and product consumption in accordance with regulations of the Provincial People's Council and current laws.

At the same time, 100% funding support is also applied to activities such as: Improving and enhancing the quality of rice-growing land according to the budget approved by competent authorities; assessing physical and chemical properties and building agro-chemical soil maps of specialized rice-growing land periodically every 5 years; repairing and maintaining agricultural and rural infrastructure works in the commune according to the budget approved by competent authorities; purchasing copyrights of protected rice varieties.

Supported organizations and individuals are responsible for using the support funds for the right purposes, economically and effectively; fully implementing the documents and procedures according to the provisions of law related to the supported content and instructions of competent state agencies.

The Resolution takes effect from April 15, 2025 and replaces Resolution No. 11/2016/NQ-HDND dated July 5, 2016 of the People's Council of Bac Giang province on regulations on collection rates for protection and development of rice-growing land in the province.
