Bac Giang: Focus on implementing the arrangement and streamlining of the organization and administrative units

The report at the conference showed that, despite facing many difficulties and challenges, the province's socio-economic situation still achieved many important results in the first quarter. The province's economic growth rate is estimated at 13.82%, higher than the expected scenario, ranking first in the country. All manufacturing sectors have grown, especially the industrial production index increased by 26.58% over the same period. Total domestic revenue is estimated at more than 6.7 trillion VND. The whole province attracted more than 680 million USD in investment capital.

Public investment planning has been focused on since the beginning of the year, along with directions to accelerate implementation and disbursement of capital for projects. Land management continues to receive attention, with increased inspection and strict handling of violations. The fields of culture and education continue to receive attention and have many changes.

The quality of education continues to be maintained, high school students in the province participating in the national excellent student exam for the 2024-2025 school year achieved outstanding results with 99/120 excellent candidates participating in the exam winning prizes, an increase of 13 prizes compared to the previous school year, ranking 4th nationwide.

Political security and social order and safety are maintained. Administrative reform work is focused on by all levels and sectors in the province, with timely issuance of documents for effective implementation.

At the conference, delegates proposed to focus on resolving and resolving outstanding debts in basic construction in some areas, especially related to counterpart funds for the national target program. Forest management has encountered many difficulties because there has been no rain in the province for the past 9 months, leading to forest fires. Concluding the conference, Secretary of the Bac Giang Provincial Party Committee Nguyen Van Gau acknowledged and highly appreciated the efforts of the entire political system, including the roles and contributions of the secretaries and chairmen of the district-level People's Committees. The Standing Committee of the Provincial Party Committee welcomed and commended all levels, branches, Party committees, authorities at all levels, cadres, civil servants and public employees from the province to the grassroots for their efforts to achieve quite comprehensive results in the first quarter. In addition to the achieved results, the Secretary of the Provincial Party Committee also pointed out 3 limitations and shortcomings that need to be focused on overcoming.

In the coming time, Secretary of the Provincial Party Committee Nguyen Van Gau emphasized that the key task of the focus is to streamline the apparatus. Therefore, the Provincial Party Committee's Organization Board is required to coordinate with the Provincial Party Committee and relevant agencies based on the newly issued directives of the Central Committee, urgently advise the Provincial Party Committee's Standing Committee to issue plans and instructions on the arrangement and streamlining of the apparatus; especially issues related to organization, staffing, staff arrangement, appointment of Party committees, Standing Committees of Party committees, and Inspection Committees of Party committees at the commune level.

The Provincial Party Committee's Organizing Committee urgently coordinated with the Provincial Party Committee, the Provincial Party Committee's Inspection Committee, the Provincial Fatherland Front Committee and relevant agencies to study and develop a plan for the arrangement of district-level cadres to work at the commune level and a plan for the arrangement of commune-level cadres after the merger according to the Central's instructions. The district-level Standing Committee coordinated with the Provincial Party Committee's Organizing Committee to propose a plan for the arrangement of district-level cadres to communes to ensure harmony and reasonableness.

Along with the organizational arrangement, the Provincial Party Secretary requested the Provincial Party Committee's Propaganda and Mass Mobilization Department to organize a peak period of propaganda to collect people's opinions on the arrangement and streamlining of the organization and apparatus in the coming time.

The Provincial Party Committee, in addition to advising on the completion of the province's own Project and the joint Project of the two provinces, needs to focus on directing and guiding the district and commune levels to carry out the tasks of arranging and streamlining the apparatus according to their authority. In particular, attention should be paid to issues related to the provision of public services to people and businesses; budget allocation; transfer of works and investment projects; management of cadres, civil servants and public employees; planning and socio-economic development plans.

Provincial agencies, units, Party committees and People's Committees at district level must carefully study the directives and instructions of the Central and the province to implement them. Promote the spirit of initiative, responsibility, urgency and seriousness. Make the most of the time to perform tasks, including Saturdays, Sundays, overtime, ensuring that from July 1, 2025, district-level activities will end and new commune-level administrative units will operate smoothly and effectively. The Provincial Party Secretary also stated that it is necessary to continue to pay attention to directing the good performance of Party building and rectification work, and building a clean and strong political system.

In particular, well prepare conditions for the Party Congresses at all levels in the Provincial Party Committee.
