According to the People's Committee of Bac Giang province, the total state budget investment capital including career capital for the National Target Program expected in 2025 in the province is more than 8,254 billion VND.
Of these, in the projects managed by the provincial level alone, it is expected that in the 2025 plan, there will be 7 new projects to start construction, with a capital of nearly 540 billion VND, including the project connecting provincial road 295 - provincial road 290 (section Quy Son - Hong Giang) Luc Ngan district, Bac Giang; the project to renovate provincial road 291 from Tay Yen Tu connecting with national highway 279 to Ha Long city, Quang Ninh; the project to build a drug rehabilitation facility in Bac Giang province (phase 2); investment in purchasing medical equipment for Bac Giang Provincial Oncology Hospital; the project to build a land database of Luc Ngan and Son Dong districts, Bac Giang province, etc.
As of August 15, 2024, the total state budget investment capital managed by Bac Giang province was nearly VND 10,450 billion; of which the capital allocated in 2024 was over VND 9,902 billion; the capital extended to 2024 was over VND 546 billion. The total disbursement value reached over VND 3,691 billion, equal to 39.7% of the plan.
Some projects have been implemented quickly such as the construction of the new inter-agency building of Bac Giang province; investment in the construction of the Center for Disease Control of Bac Giang province; investment in the construction of the expansion of the hospital bed scale of the Son Dong District Medical Center; construction of Dong Son bridge in Yen The district, Lang Giang district; investment in the construction of provincial road 295, the section from Ben Tuan bridge to Cao Thuong town and the section from Cao Thuong town to Bi Noi bridge, Tan Yen district, Bac Giang province; package No. 09 (construction of Dong Viet bridge) of the project to build Dong Viet bridge and the road leading to the bridge, Yen Dung district, Bac Giang province.
Bac Giang province strives to disburse 100% of all public investment capital sources by December 31, 2024, extend the implementation and disbursement period to 2024, and by January 31, 2025 complete the disbursement of 100% of the public investment capital plan assigned in 2024.
In the coming time, the Department of Planning and Investment of Bac Giang will strengthen monitoring and closely supervise the disbursement situation according to the progress registered by localities and investors and approved by the Chairman of the Provincial People's Committee; promptly review, adjust and supplement capital plans from slow-disbursing projects to projects with completed volume, projects in need of additional capital to speed up implementation progress.
Investors proactively coordinate with localities to prepare necessary conditions for land, material mines, dumping sites, gathering excess materials, carrying out procedures for mineral exploitation, changing forest use purposes, changing land use purposes and allocating land for construction... At the same time, direct contractors to speed up construction progress, complete acceptance, immediately pay for completed volume and complete procedures at the treasury to disburse capital plans for transitional projects according to the set schedule.
Districts, towns and cities focus on resolving compensation and site clearance work, timely and properly supporting resettlement for people, ensuring compliance with the law and harmonizing the interests of the State and the people.
In addition, Bac Giang province regularly closely monitors the detailed disbursement plans and targets of each public investment project to focus on direction; closely follows weather developments, develops plans to prevent natural disasters and floods, organizes appropriate construction solutions, and ensures approved progress.
At the same time, promptly transfer capital from tasks and projects that are not eligible for disbursement or disburse slowly to supplement tasks and projects that are capable of disbursing quickly and need additional capital according to regulations, ensuring the principle of focus, key points, and concentration on urgent projects but not leaving outstanding debts for basic construction.
In addition, urgently complete investment preparation work for new projects scheduled to start construction in the last months of 2024. The province resolutely handles cases of deliberate delay in implementation progress, capital disbursement, negativity, corruption, loss, and waste.
